Lokpal Bill Drowns in Rajya Sabha Amid Chaos

New Delhi, Dec 30 (IANS): The much-awaited vote on the Lokpal bill fizzled out in the Rajya Sabha amid chaos at midnight Thursday as the house was adjourned sine die, leaving the government and opposition members at each other's throats and the anti-corruption legislation's future uncertain.

In unprecedented scenes, disorder enveloped the upper house towards the end of the day-long animated and stormy debate on the bill meant to combat the cancer of corruption. The Bharatiya Janata Party (BJP) alleged that the government had lost the moral right to govern.

"Any government which is running away from parliament does not have the right to govern the country," BJP veteran Arun Jaitley said in the house, just before a distraught Chairman Hamid Ansari adjourned the house.

Outside the parliament building, even as BJP MPs raised slogans against the government, Law Minister Salman Khurshid said the Lokpal bill was very much alive and would come up in parliament's February budget session.

The bill had been passed in the Lok Sabha two days ago.

The dramatic end to the proceedings capped an extended three-day session of parliament over a bill that was born after Anna Hazare unleashed an emotive crusade against corruption eight months ago with a five-day fast.

Parliamentary Affairs Minister Pawan Kumar Bansal argued that there was no way the government could have tackled the 187 amendments to the bill sponsored by the opposition.

Opposition leaders contested him, saying the government had created a situation so as to avoid a voting that it would surely have lost.

"A government which did not have the numbers in the house has consciously choreographed the entire debate in such a manner that it cannot be concluded today," Jaitley said in his final remarks before the house was adjourned.

Till late in the evening, Congress troubleshooters tried their best to win over its ally Trinamool Congress as well as the Samajwadi Party and Bahujan Samaj Party (BSP) but they were adamant in their opposition to the bill's provisions infringing upon the autonomy of states.

By night, it became clear that the government's Lokpal bill, minus the amendments, would be defeated - like the way the move to give the proposed legislation constitutional status was voted down in the Lok Sabha.

The final hour of the proceedings was marked by uproar when an aggressive Minister of State V. Narayanasamy came up against opposition MPs shouting to know from Ansari how long the debate would go on.

Suddenly, Rashtriya Janata Dal's Rajniti Prasad barged towards the minister, snatched a copy of the Lokpal bill and tore it up.

An exasperated Ansari first adjourned the house for 15 minutes.

When the Rajya Sabha met again, disorder continued. Marxist Sitaram Yechury demanded to know how much time the government needed to tackle the amendments.

Bansal avoided a direct reply. And in the most clear signal that the government did not want the session to continue, he said that it was the government's prerogative to decide when the house can meet again.

Jaitley, who had kickstarted the debate Thursday morning, alleged that the "government is running away from this house because it is in a hopeless minority".

This triggered high-pitched shouting from Congress MPs.

Ansari said he had had enough.

As he began addressing members just after midnight, opposition MPs, sensing he might adjourn the house without taking a vote on the bill they were sure the government would lose, tried to shout him down.

"An unprecedented situation has arisen. There appears to be a desire to outshout each other," he said, triggering more din. This led him to plead with the MPs: "Let me finish, let me finish, let me...

"What ruling can I give in this noise? I am afraid I can't do anything if this is how Rajya Sabha is going to behave, then all of us can go home."

He then ordered the national song to be played, marking the abrupt closure of the extended winter session.

The opposition-government war continued outside the house. Amid slogan shouting, Jaitley accused the government of "subverting parliament". "The people of India will give it a fitting reply."

In a shocking act, Rashtriya Janata Dal (RJD) member Rajniti Prasad Thursday night tore the Lokpal bill after snatching it from Minister of State for Personnel V. Narayanasamy.

Prasad suddenly charged towards the minister's seat when he began speaking in reply to the day-long debate on the Lokpal bill, ignoring the directions of Chairman Hamid Ansari to return to his seat.

As the minister looked on, the MP tore the document and flung it. From the visitors' gallery, his party leader and former Bihar chief Minister Lalu Prasad Yadav looked on.

    In my opinion Indian against corruption is partly responsible for this. They pressurised only the Government, congress to be more precise and no other parties were targeted. In fact rest of the parties had more incentives in not getting the bill passed.

    IN REALITY NO PARTY IS SERIOUSLY INTERESTED TO HAVE THE LOKPAL BILL.WITHOUT THE COOPERATION AND SUPPORT OF OPPOSITION PARTY,THE COALITION GOVERNMENT CANNOT HAVE THE BILL PASSED WITH CONSTITUTIONAL STATUS.TODAY BJP OPPOSED THE BILL AND IF BJP COMES TO POWER,AND GETS THE BILL, TOMORROW CONGRESS MAY OPPOSE THE BILL STATING IT IS NOT A STRONG LOKPAL BILL.UNDER SUCH CIRCUMSTANCES A STRONG LOKPAL BILL WILL REMAIN A DREAM TO THE INDIANS AND VOTE BANK TO ALL POLITICAL PARTIES.ANNA OPPOSING ANY ONE PARTY MAY HELP THE OTHER PARTY TO COME TO POWER IN THE CENTRAL,BUT WILL NOT SERVE THE PURPOSE.LET THE STUBBORN ANNA BE HONEST,ACCEPT THE REALITY AND WITHOUT OPPOSING OR SUPPORTING ANY PARTY GO AHED WITH THE MOVEMENT.JAI HO

    After watching the chaos in Rajyasabha, fraud by Congress and TMC combine, double talk by BJP, selfish motives of BSP, SP and RJD, in my opinion the Jan Lokpal is going to see the fate of Women's bill and entering the winter freeze and then lay rest in cold storage.

    I appreciate the idea of Yashavanth Shetty, the ex-service man. Sir, please take initiative to mobilize the like minded people in each vilage, taluk and district and support Anna Hazare and India against Corruption to form a corrupt free and democratic independent political party with all new faces to fight these current day corrupt politicians from all parties. This independent party of India, recognised by the election commission can fight the 2014 Loksabha polls and come in majority and pass the Jan Lokpal bill and redeem India from corruption.

    Honestly I tell you, corruption is there in every where.. the Corporation, DCs office, RTOs, Police dept, income tax, sales tax, excise duty, customs, airports, gram panchayat, taluk panchayats and so on... Please do something.

    Build up the independent party of India at every Lok sabha seat level and let the people of that jurisdiction work for the success of that candidate. Lets make a corrupt free India.

    Utter SHAMEFULL..
    This is nothing but Killing the Democracy. VERY VERY SHAMEFUL DRAMA taken place in the parliment.
    Congress who is known for Fooling the Nation, Cheating the Nation, has Shown the Highest level Degree Why they deserve to be called as " WORLD's MOST Worst GOVT".
    They had postponed the voting on Wednesday to Thursday, and on Thursday they managed to prolong the debate till Midnight, at Midnight when they felt that they dont have enough support to pass the bill, They just Avoided the voting and moved away.. UTTER UTTER SHAMEFULL..
    No govt should deserve to run the show with such a high level of disgusting behavior in the parliment.
    But as long as Congress is ruling the country, These things are expected every now and then.. SHAMELESS PEOPLE SUPPORTS SHAMELESS GOVT ....

    A BILL TO FIGHT AGAINST CORRUPTION COULD HAVE PASSED WITH TWO THIRD MAJORITY IF THE CONGRESS TOOK THE BJP TO CONFIDENCE BY CONCEDING ONE SINGLE DEMAND OF CBI COMMING UNDER LOKPAL INSTEAD OF BLAMING OPPSN.
    THE RULING PARTY BEING MINORITY GOVT. SO ADAMENT IN ITS VIEWS SHOWS IT IS NOT READY TO HEED THE VIEWS/DEMANDS OF GENERAL PUBLIC. THERE SHOULD BE GIVE AND TAKE AS FOR AS SOCIAL CAUSE IS CONCERNED EVEN THOUGH ALL 181 AMENDMENTS NOT POSSIBLE WHICH EVERYBODY KNOWS.

    What a shame for we the believers of Democracy!!!!!!!!!!!!
    We dont want to have faith in Anna's DreamBut on elected representatives to see the kind of 'Mid Night Murder' of Democracy by the M.P's whom we have been believing till date.Enough is enough.Someone has to bell the cat.Can we the Ex-Servicemen extend our hands from all over the world to support our elderly 'Fauji'=Anna in fighting for the cause of this great Nation??After all we have been doing this kind of sacrifice as we ex-servicemen are unfit in this currupt Society any way.
