I faced similar problem. I had a PAYTM fastag. I reported it to paytm. They sorted it out and my money was returned to my account.

The same thing had happened to me during the 2020 COVID lockdown. Car was parked at home at Udupi. There was no way, vehicle could be taken out as there was complete lockdown. Yet, my fastag wallet amount was debited by the Suratkal toll. I raised up the issue with the Road Corporation etc but did not receive any response.
