Mangaluru, Jun 18: This beach city which was once considered to be blessed with one of the most delightful weathers for people from all over the country has nowadays been sadly earning the dubious reputation of being the most polluted city which is densely populated with people and vehicles. About two decades back, the city was not like the one we see today.

There was a time when the city was dotted with paddy fields where farmers grew crops. Trees abounded the length and breadth of the roads and inside the compounds of independent houses unlike the multi-storied buildings we witness now. The farmers used to sell seasonal seeds and fruits they obtained from these trees.

The city has now emerged as an educational and medical facilities hub. Engineering and information technology have proliferated by leaps and bounds.

With the exponential growth of the city that was not well planned, the city weather is polluted round the clock because of a large number of vehicles which emit smoke all the time. With the increase in population, there has been even more increase of vehicles. The vehicle drivers are not disciplined, and they park their vehicles at will without taking care not to disturb the others and cause inconvenience to other vehicles using the roads. There are no designated parking spaces in most of the roads. Even some shopping malls do not have adequate space for parking customers’ vehicles. The vehicle drivers are made to suffer sometimes because of the fault which is not entirely theirs, when the police tow away their vehicles. The towing agency charges Rs 750 for two-wheelers and Rs 1,500 for four-wheelers. The people using vehicles many a time are at a loss to find a suitable parking space as many shops which have mushroomed have extended their business areas till the edge of the roads, thus eating up the parking spaces. In many cases, the roadside is not wide enough for parking of vehicles and the pedestrians have no footpaths.

The city corporation here accords permission for constructing multi-storied buildings. Once the permission is given, the authorities seem to be least bothered to check whether the builder follows rules. In case of a number of buildings, spots earmarked for parking are given to run shops on rent both in the ground floor and basement. The interesting point here is who is to take the blame for the shortage of parking space. Are the police who tow away the vehicles are to be held responsible, or the people who park their vehicles at will wherever they want? Does the city corporation and other other authorities who grant permission to construct malls and other buildings have no responsibility to see that construction is done as per the licence terms and rules are followed as per conditions?

A few days back, a woman came to Balmatta area of the city. Instead of car, she came by her scooty and parked it there for a short period. By the time she came back ten minutes later, the police had towed away her vehicle. When she came back to the spot where she had left her two-wheeler, she was shocked not to find it there. She thought it had gone missing. She wanted to register a missing complaint with the police but was informed by a person nearby that her vehicle had been towed away. She was not aware what to do and where to find her vehicle. She then came to know that her vehicle was at the Pumpwell outpost. By then she had visited two to three police stations, in an effort to track her vehicle.

There is no procedure in place by which the people come to know what happened to their vehicle and from where they can retrieve it.

In another similar incident, a doctor passing by saw that an accident had taken place. He parked his car and took the patient to hospital. By the time he returned, his car had been towed away. As there is problem of parking space, and available spaces have not been earmarked, and there are no clear-cut guidelines about where vehicles can be parked, the city corporation here along with the police and members of the general public should come together and find a solution to this problem. If the parking problem and habits of drivers are addressed, the city can turn into a place that is free from traffic snarls, beautiful, and healthy.

    Parking, towing - City seeks urgent solution to worsening problems in the city.Parking problem is worsening everyday passes.Now whom to be blamed.No one is answerable.Blame game is the common trend.Population is increasing subsequently number of vehicles on the road also increasing.Whether to blame MCC for not awarding provision for parking slots in front of the shops,malls,restaurants,hospitals,educational institutions or erratic drivers or RTO . Without making any provision for proper parking,how public can park their vehicles.There are many drivers who are knowingly parking their vehicles in a erratic manner blocking other vehicles which has been already parked in the parking slots,causing nuisance to the public,road users and creating a big traffic jam.Towing people with their vehicles come and tow away the vehicles parked in front of the shops,restaurants,hotels,hospitals,schools,colleges.They have parked their vehicles in front of the shop for quick bite or purchase of some items or to drink some soft drinks as there is no enough space for parking.Concerned authorities should understand the problems of vehicle owners before towing away the vehicles. It is bit nuisance and irritation to the vehicle owners but yes it is indeed need of the hour sometimes to ease the traffic.In order to ease the traffic jam,blockage enough parking space to be provided and violators to be severely dealt with.Otherwise this problem will continue for ever.

    Majority of the wrong parking and shrill horns are by KL number plates. There is noise pollution by two-wheelers around medical/ engineering colleges common to see fr.muller hospital students using bullets two-wheelers with silencer modified why are police not booking these culprits.

    Nowadays it is common to see using a mobile phone while driving it includes police.

    More than 90% of commercial places and hotels dont have their own parking space.The area in front of their establishment is the parking space. ewen now high rise apts are comming up with zero parkig space.

    It is compulsory for all commercial and residential buildings to provide parking space in proportion to the built up area.. The rule according to CDP is retrospective. If the building you visit does not have adequate parking space:
    1.Complain in writing to police and MCC.and follow up your complaint if necessary with RTI.
    2.Do not visit that place,find an alternative.
    3. Use public transport, a bus or auto.

    No offence but to be honest the sad part is this activity of towing vehicles are taken immediate actions in our society where as there are multiple serious activities/concerns to be taken care off. Because this is one of the easy money minting business by towing vehicles. In other states as far as I know the charge varies from 150-250 for 2 wheelers and 300-400 for 4 wheelers.

    It is a common sense . We have to blame our MCC and Traffic department. All most all commercial buildings our MCC given licence for parking now every where shops have opened. So all two wheeler and cars where parking on roads only. All shops should be vacate immediately. Our Traffic department must take strict action. No parking on footpaths any where in major place. Then only we can solve this problem.

    Most of the people including me are facing ‘Parking’ Problems, and they are not having signal board like no parking over her and all, if we ask police will tel you should know that and all how can we know ? first of all in Manglore we dont have proper parking facility, and if we park in proper place also police taking the bikes and put fine for that also , please put proper sign board and direction for the people so it will be easy for everyone , and dont take parking charges

    This happened to my dad too. He had parked the vehicle outside MORE supermarket. Rear tyre was on the road. They towed the bike.Fair enough I have no complaints. But once they towed the vehicles it's their responsibility to inform the vehicle owner by SMS or call about their vehicle whereabouts. We are in 2019 and technology dominating in every fields. I believe u cops have a handheld devices where you get the owner information just by feeding the registration number. You could get all the details including the mobile number of the owner. Don't you guys have some courtesy to inform the owner about the offense and where the towed vehicle is currently taken or parked now. I had to call so many police stations and roam entire city to know where actually the vehicle was taken. Please work on this first. Show some interest in working on informing the offenders just like you show the interest in towing vehicles

    DC office to Padil, Service bus station to pumpwell to be completed soon. Just went to mini vidana sauda which is under city corporation. All car parking spaces have been rented to advocates and others. If city corporation is doing like this with parking space what about pvt builders. Some media should make notice of this. All visitors to mini vidana sauda have to park cars away somewhere and walk due to this illegal renting of car parking spaces.

    Actual culprits are the malls, who construct the buildings giving no proper parking space. even 2 wheelers cant find space to park. Especially shops near kankanady, balmatta and PVS. Atleast they should come up with pay and park.

    These Shops / Malls will definitely loose business.
    I too parked my car near Hampankatta and hired an auto to roam around the city for shopping in my recent city visit- because of the experience I had previous day with the towing vehicle.
    Every time when I got down from my car, towing vehicle appeared there and finally I begged them to wait till I buy medicine from nearby chemist.

    Most of the people including me are facing ‘Parking’ Problems. Its due to improper demarcations of footpath and Parking. For ex: Buses come from B.C road towards Pumpwell, has no proper bus stop near Pumpwell. Shocking to see a rickshaw stand on footpath totally blocking people to walk towards the other side of the road.

    Ex 2: Near Padil: Buses come from BC road has no Bus stop. Some buses stop near interjection creating block.

    Is it towing justified when there no proper facilities are made for parking? I like Bangalore. Because everything crystal clear where to park and even people are ready to pay and park. I would pay and park rather paying huge amount of fine!

    Secondly, after towing there is no information. Public are confused whether it is robbed or towed! Sometimes its tedious job to find which police station, the vehicle is carried.

    Thirdly, why there is no card payment for fines or post payment? Some traffic inspectors are openly asking money to release vehicles! Since fine is Rs. 750, traffic police would say give 300 and that goes to the pocket.

    Punishing or fining are not only means. Create proper infrastructures and then bring laws to implement the same. Laws without proper infrastructure will lead to more confusion and aggression. Hope our Traffic police will clear this menace.

    what arrogance i did not get ...it is not only in mangalore , the problem is also evident in other cities . Most of the time the no parking sign boards would be lying flat on the ground and fewer time turned. who is going to maintain all these . The most important part is we spend lakhs of rupees to purchase our dream car and because of poorly maintained sign boards we have to be the victims. Main concern everyone would have is these people tow the vehicle in a monsterous way and first thing which strikes is damn why CAR IS STOLEN !!! lucky if some one spots the tow and convey.

    1. a digital display should be hung over the No parking sign board (mentions vehicle reg numbers being towed and contact number of Police station where towed)
    2.send an sms to the registered mobile number of the RC owner on tow - station details

    Varun, such digital displays may take couple of decades in Mangalore! Couple of multistory car parks in center of city may ease problems. People may walk after parking or use auto.
    Further It is possible to reduce parking problems by 70% , if all available public parking are marked and pay meter, strict penalties and fines on erring people! It needs dedication, determination, proper planning and execution. In the current scenario, looks difficult as we are not prepared for handling rain related issues!
