Mangalore: DC Directs Citizens to Use Machines for Septic Tank Cleaning

After an incident where a labourer, later identified as Kitta Koraga (45) of Ullanje, slipped and drowned in the septic tank of a hotel located on the main road in Kinnigoli recently, the DC has directed the public that when cleaning septic tanks they should use the suction machine available at the Mangalore City Corporation (MCC).

“Making people do this work is against Prohibition of Manual Scavenging Act - 1993, and the violators of this rule will be arrested on criminal charges,” he said.
 
Police commissioner, DC, and ZP CEO did spot inspection and the violator involved in Sunday’s incident has been arrested. A release from the DC’s office stated that the district administration will provide compensation.
 
The DC has requested the public to borrow specific machines when cleaning their septic tank from authorities such as MCC, city municipality, town municipality, and gram panchayat.

    The so called Safai Karmacharis are the real protectors of all living beings, ie., Arogya Rakskakas.
    The Central and State Governments must replace manual scavenging with high efficient suction machines that could pass through narrow lanes.
    All the Arogya Rakshakas must be trained to operate the suction machines and be provided with protective covers such as hang gloves etc.,
    In developed countries the protectors of living beings are treated like VIPs. Those who have lost their live while manual scaveng must be paid compenstation of not less than Rs. 10 Lakhs

    Kind Attention of D.C. Dakshina Kannada Dist./ Commissioner Mangalore city Corpn.
    Emptying of the septic tanks when requested with Mangalore City corporation sends some private parties to do the work, claiming their machines & vehicles are busy, and the private parties ask for 2000 Rs or more charges. While the Corporation taxes have been raised 300% or more for Citizens, & if any individuals clear tanks at least 3 times a year it results in paying 500 to 600% over past Tax rates. All this happens Within the city limits ie Kottara near Infosys, there is lack of drainage connection facility where the officials claim to be a Technical hitch. Real bad & painful situation in Mangalore City. Several times I had approached the Officials on behalf of the suffering residents, but they are playing. We need 21st century Engineers to tackle a 19th Century problem pl.

    I am so sorry for the poor guy and his family. The city should train the cleaners properly and spread awareness to the public about the availability of such machines. Actually in USA in remote farms they still have septic tanks and there are private companies that provide cleaning services. They always use trained and licensed operators. I wonder if the deceased person had any other skills to make a living. This is also a reminder for the government to reach remote and poorer sections of society to provide skill based training. Just because they have reservations, one can not expect everybody to take advantage of it to become a doctor or engineer. There are people who may want other skills be it sanitation, or machinist or a tailor. In the USA the garbage man is called a sanitation engineer. Mostly whites and Mexicans take these jobs and they are paid a very good salary pus benefits. It's sad that the man died in vain for trying to clean the night soil of others. When workers do this kind of jobs it's societies and governments moral duty to provide them the job specific paraphernalia.

    IN KINNIGOLI THERE ARE MANY HOTELS AND MANY SEPTIC TANKS.SO FAR WHO ALL ARE BROUGHT SEPTIC TANK CLEANING MACHINES TO CLEAN THE TANKS?

    With due sympathies to the family of the diseased.

    I wonder why the Koraga community still offering to do this service. The person who hired their service is totally wrong but the one who offered to be exploited too is at fault. The government is coming out with reservations in all ways - may it be education, politics, jobs - so many schemes to uplift the BPL people - what else one could do ? Why do they still want to stoop low when there are machinery to do such work ?

    Cleaning septic tank should be always in a professional way than inhuman . The septic tank always produce some kind of poisonous gas which is dangerous to human being.Proper knowledge is must before entering any septic tank to avoid any unwanted accidents.The city municipality should more active just providing proper cleaning machines while cleaning the septic tank.My codolence to the deceased family.May his soul rest in peace.

    Yes, In democratic India there is no value for the life of poor people. Look at the present case, look at the police killed in naxal encounter, and so on. We only value rich and corrupt people like Yeddys and Reddys. It is the plain truth and truth always is unpleasant.
