Oppn alleges EVM tampering; its protests disrupt RS


New Delhi, Apr 5 (PTI): Opposition Congress, SP and BSP today forced a brief adjournment of proceedings in Rajya Sabha over alleged tampering of electronic voting machines (EVM) to favour the ruling BJP.

Opposition members trooped into the Well of the House calling the government a "cheat", forcing Deputy Chairman P J Kurien to adjourn the proceedings for about 7 minutes.

The Government vehemently denied the charge, saying if anybody has a problem, they should go to the Election Commission as Parliament is not the forum to agitate. Congress and SP members gave as many as four notices under rule 267 seeking suspension of business to take up the issue, which the treasury benches vehemently opposed.

Mayawati (BSP) called the ruling party "beiman" (cheat), a comment that led to pandemonium in the House with Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi saying the BSP supremo had "insulted the people of the country" and insulted democracy.

Opposition members protested saying the barb was directed at BJP and not to the people, but the protests from treasury benches led Kurien to say he would expunge such remarks from the records.

Angry exchanges were also witnessed between Naqvi and Leader of the Opposition Ghulam Nabi Azad. Naqvi said the general elections in 2004 and 2009 and the assembly elections in Bihar, Punjab and Delhi where the BJP lost, were all conducted using EVMs and the Congress did not seem to have any objections then.

Azad shot back saying the governments under Congress rule did not tamper with EVMs and its only now that such practices have crept in. When the House met for the day, Digvijaya Singh (Cong) said the testing of EVMs for a by-election in Madhya Pradesh had a few days back had shown manipulations wherein vote would be credited to BJP irrespective of the candidate for whom it has been cast.

He demanded that ballot papers be used for the upcoming by-elections and elections henceforth. HRD Minister Prakash Javedkar countered him saying the Election Commission has made it clear there can be no manipulation of EVMs and if the opposition had any problem they should go to it and not waste Parliament's time.

While Ramgopal Yadav (SP) alleged the EVMs are being deliberately programmed to favour the BJP, Mayawati said mass irregularities were committed in the recently concluded assembly elections in Uttar Pradesh.

BSP, she said, has gone to the court against the use of EVMs. She went on to call it "murder of democracy" and demanded the use of ballot papers in future elections.

Her party's Satish Misra said this was a government of EVMs and the ministers protesting were "EVM ministers." The treasury benches protested these remarks as an insult to the people and democracy.

Kurien said he has not allowed notices under rule 267 but allowed those who had given such notices to make brief submission on the issue. "I am not allowing discussion under 267," he said. "If you want discussion, there are other ways."

Stating that "a cheat will be called a cheat", Naresh Agrawal (SP) said chips used in EVMs are being programmed to favour the BJP. Kurien said the Election Commission has clarified that this is not possible.

Leader of the Opposition said free and fair elections are the foundation of Indian democracy but unfortunately for the first time, doubts have been cast over EVMs. Azad alleged that a "thief" does not rob the entire house but does it only selectively so as not to get caught. And in this case, the EVMs were manipulated in the largest state Uttar Pradesh.
He demanded that by-elections in Madhya Pradesh and the coming assembly polls in Gujarat and Himachal Pradesh be conducted using ballot papers. Naqvi again said the aspersions cast are not against the government but against the Election Commission and the people of the country.

"If victory has a glamour, defeat should have grace," he said, a comment which infuriated the opposition who trooped into the Well of the House shouting slogans.

Kurien asked opposition members to take up the issue with the Election Commission. "This is an issue to be taken up with Election Commission," he said. "Election Commission is to examine if EVM is functioning properly or not. Chair cannot do anything."

As opposition members shouted slogans, he said, "I have to inform you that this is an issue to be taken up with Election Commission not with Chair" before adjourning the proceedings till 1130 hours.

    State govt is planning to bring new law that Minority will get opportunity to vote 2 times instead of . And minority candidate will become winner if he half of BJP candidate vote,
    may be next time they will say, minority no need to vote, if he visit polling booth it will count 2 vote congress, and if a minority candidate files nomination for election means he is winner. no need election.

    Concerns about EVM fraud can’t be brushed aside, BJP leaders were first to highlight the vulnerability.

    I don't understand the obsession of autonomous Election commision of India about this EVM's.There are serious questions about these machines, which is why many developed countries such as Germany, the Netherlands, Ireland and Italy have banned their use in elections. Many states in the United States have banned EVMs if they do not accompany a paper trail.

    Countries such as Venezuela, Macedonia and Ukraine stopped using EVMs following reports of massive rigging. On the other hand, England and France have never used EVMs and they do not have any plans to do so in future.

    ECI has failed to honour the words of EVM integrity and safety when this has once again proved to be rigged in BJP ruled state of Madhya Pradesh after it failed in Assam. In recently held BBMP polls 'zero' vote has been registered even candidate and his entire family voted for him.

    Why did ECI need one and half months to announce recently held state assembly election in five states which coincides with Holi celebrations? Why the same EVM's can't be used for lately held state's elections after announcing the result first for those states? This does prove that there is ''organised' rigging in massive scale was planned much ahead. It can be also noted that many states in recently held elections are overdue there is no point of arranging elections at the same time when security and infrastructure is massive challenge for the administration?

    Lastly, I would like to question ECI how many assembly seats in those states elections were EVM's are used with paper trail has been audited? Does it match with voters list?

    BJP’s long fight against EVM until it started working in favour? From when did Electronic Voting Machines, party is started trusting? Why ‘Democracy at not at Risk! which BJP raised questions and authored a book?

    To keep the democratic fabric intact govt and EC should listen to the opposition demands which are also people's demand. Govt should not display a dictator attitude. There are proof and instances where this EVM been tampered with and govt should show compliance and be transparent.

    In the late 2000s, a BJP-sponsored campaign, using local and foreign experts, custom-built NGOs and ‘think-tanks’ such as the Vivekananda Foundation. had highlighted the vulnerability of India’s EVMs to tampering, fraud and manipulation.

    Politicians and media have very short memories. While the BJP and its brunol are mocking Mayawati for raising doubts over possible EVM tampering, they seem to have forgotten that the saffron party’s top leaders were the first ones to raise serious questions over the credibility of these EVM following their drubbing in the 2009 Lok Sabha elections in the hands of the Congress.

    So much so, that in 2010 BJP’s prominent spokesperson GVL Narasimha went ahead and wrote a book on the topic (Democracy at Risk! Can we trust our Electronic Voting Machines?) with a foreword by party’s then PM-in-waiting L K Advani. The book is still selling on Amazon at $10.62.

    Now that the BJP is comfortably in government, it has no incentive to restart old fights. Its control over a none-secure system, the vulnerabilities of which it knows too well, gives it a competitive advantage.

    One may laugh at Mayawati’s allegations,but the larger concern that she raises about EVM fraud can’t simply be brushed aside.

    There are serious questions about these machines, which is why many developed countries such as Germany, the Denmark, Ireland and Italy have banned their use in elections. Many states in the US have banned EVMs if they do not accompany a paper trail.Countries such as Venezuela, Macedonia and Ukraine stopped using following reports of massive rigging. On the other hand, UK and France have never used EVMs and they do not have any plans to do so in future.

    Disregarding Mayawati’s vital warning on EVMs in the long run would mean compromising on the fundamental foundation of democracy – that of a free and fair election. BJP must pay heed to the questions raised by their own erudite spokesperson GVL Narasimha Rao viz.

    If the Bharatiya Joota Party is spotless & innocent then what is the problem to agree for ballot paper together they can prove the oppositions are wrong. So that citizens of India will teach a unforgettable sweet lesson to all opposition parties. But there is " DAAL MEIN KALA" or "POORI DAAL KALI" in Bharatiya Joota Party. They surely known that in the next by-poll or assembly election if they switch to old Ballot paper system it would be 100% CERTAIN that many Gau Putr will lose the deposit. Therefore they are scared to face the TRUTH.

    EVM(Electronic Voting Machine) is used in India but in USA and Japan(Indian EVM is made by a Japanese company) still ballot system is used.Why??? Are we more advanced than US & Japan?? Chor chori se jaaye lekin , ' Hera-pheri ' se kabhi nahin!!
