Goa govt orders review of rules to boost Ease of Doing Business

Panaji, Aug 29: The Goa government has directed all departments and agencies to review regulations under their jurisdiction and identify rules that can be simplified, amended or abolished as part of efforts to improve the Ease of Doing Business (EODB) environment in the State.

Under the directive, departments will assess whether existing licences, approvals and permits are genuinely necessary. Officials have also been asked to encourage self-certification and self-registration wherever feasible while reducing unnecessary regulatory interventions.

The review will focus on extending licence validity periods and easing compliance requirements. Departments have also been instructed to adopt risk-based inspections instead of routine checks and eliminate regulations that are obsolete, redundant or duplicative.

A senior official said the exercise aims to establish a more efficient and transparent administrative and regulatory framework across departments while ensuring effective governance.

As part of the reforms, the State government has designated goa.gov.in as the central repository for regulatory documents, including Acts, Rules, notifications, circulars, policies and government orders.

All departments and agencies have been directed to upload and regularly update relevant documents on the portal to facilitate public access and improve transparency.

Each department and government agency has also been instructed to appoint a Nodal Officer responsible for keeping information on the portal updated and ensuring compliance with the directives.

The Information Technology Department has been designated as the single point of contact to monitor compliance and coordinate the initiative across departments.

The measures are expected to improve regulatory clarity, reduce paperwork and enhance the overall ease of doing business in Goa. The initiative forms part of the government's broader efforts to modernise governance, improve service delivery and create a more business-friendly environment.
