Lucknow, Nat 19: Prime Minister Narendra Modi on Monday emphasised the importance of maintaining dignity while engaging with criticism and differing opinions in legislative bodies, while also highlighting how technology can strengthen transparency and accountability in democratic processes.
In a message to delegates attending the three-day 86th All India Presiding Officers’ Conference (AIPOC), which commenced in Lucknow, the Prime Minister said the forum serves as a vital platform for presiding officers from Parliament and state legislatures to exchange ideas, experiences and best practices rooted in constitutional values.

He noted that the conference enables participants to discuss challenges, share innovative initiatives and collectively work towards improving legislative efficiency and the overall quality of democratic functioning.
Congratulating Lok Sabha speaker and AIPOC chairman Om Birla on hosting the event, Modi underlined the growing relevance of digital tools in governance. He said technology has emerged as a powerful enabler in enhancing transparency, efficiency and citizen-focused legislative processes.
According to the Prime Minister, technological adoption not only helps build the capacity of lawmakers but also makes legislatures and elected representatives more accessible and accountable to the public. He expressed hope that the deliberations would further empower presiding officers to improve the standard of debates and discussions within legislative houses.
Reflecting on the legacy of AIPOC, Modi recalled that the conference traces its origins to Shimla in 1921 and has evolved significantly over the decades. He also referred to his participation in earlier sessions, including the centennial conference held in Shimla in 2021, and welcomed the fact that the current meeting follows the recently concluded Conference of Speakers and Presiding Officers of the Commonwealth hosted by the Indian Parliament.
Stressing the centrality of debate in a democracy, the Prime Minister said meaningful discussions foster transparency, fairness and mutual respect, even in disagreement. He highlighted the pivotal role played by Speakers and presiding officers in ensuring orderly proceedings, impartial conduct and adherence to established rules and procedures.
By managing debates, allowing members to voice their views, ruling on procedural matters and supervising voting, presiding officers act as neutral custodians above party lines, he said, adding that their role is crucial in upholding the dignity of legislatures and safeguarding democratic institutions.
