Bhubaneswar, Dec 20: The Odisha government on Friday announced a strategic partnership with OpenAI to strengthen artificial intelligence capacity-building and promote responsible AI adoption across the state, with a focus on education, governance and locally relevant applications.
The collaboration will centre on AI training for college students and government officials, support for pilot AI applications within public administration, and the development of Odia language use cases to enable contextual and inclusive deployment of AI technologies.

As part of the initiative, OpenAI will deliver structured online training programmes for college students, while also conducting dedicated AI training sessions for state-level government officials. These sessions will focus on practical understanding of AI tools, productivity-oriented use cases and the responsible application of AI in governance.
To encourage experimentation and innovation, OpenAI will provide application programming interface credits for its core models, enabling the state’s Electronics and Information Technology Department to develop pilot solutions, including a government productivity co-pilot powered by ChatGPT.
Manas Panda, Special Secretary of the E&IT Department, said Odisha is committed to building future-ready digital capabilities across education and governance. He said the collaboration with OpenAI would help scale AI awareness and skills among students and government officials.
Pragya Misra, Head of Strategy and Global Affairs at OpenAI India, said that for AI to deliver public value, it must be accessible, practical and rooted in local context. She added that the partnership would focus on building AI capabilities at scale among students and public officials, while supporting real-world applications to strengthen public service delivery and innovation.
The initiative aligns with the Centre’s IndiaAI Mission and Odisha’s broader efforts to enhance digital governance and emerging technology capabilities. It supports the state’s focus on developing AI skills, enabling responsible adoption and creating citizen-centric digital public infrastructure in line with national priorities.
