Patna, Nov 25: The newly formed Bihar cabinet, in its first meeting on Tuesday, discussed an ambitious plan to create one crore job opportunities for the youth over the next five years. Chief Minister Nitish Kumar chaired the meeting, which focused on large-scale employment generation and industrial expansion.
Chief Secretary Pratyaya Amrit said the State aims to build a defence corridor, semiconductor manufacturing park, global capacity centres, a mega tech city and a fitness city to transform Bihar into the tech hub of Eastern India. He added that Bihar would also be developed as a “back-end hub and global workplace” in the new-age economy.

To execute these plans, dedicated committees have been set up with experts and advisors. The main committee, led by the Chief Secretary, will prepare an action plan and monitor the tech hub project. Its report is expected within six months, after which work will begin.
A separate committee featuring young entrepreneurs and professionals will be formed to support start-ups and new-age industries. The aim is to speed up industrialisation and increase employment opportunities for talented youth.
The cabinet also approved the setting up of 25 new sugar mills. A high-level committee will oversee the revival of nine closed mills and fast-track the opening of new ones, benefiting farmers and generating local jobs.
In a major step towards digital advancement, the government announced the launch of the Bihar Artificial Intelligence Mission. The mission will bring together top experts, companies and private players to build an AI ecosystem, promote research and patents, and establish a Centre of Excellence to position Bihar as a leader in the AI sector.
