New Delhi, Aug 24: Parliamentary Affairs Minister Kiren Rijiju on Sunday emphasized that a healthy democracy hinges on the smooth functioning of legislative institutions, cautioning that persistent disruptions in Parliament and state Assemblies threaten democratic integrity. Speaking at the All India Speakers' Conference 2025, Rijiju distinguished between legitimate opposition and disruptive obstruction, stating that while criticism of government policies is essential, derailing parliamentary proceedings is not acceptable.

His remarks followed the recent Monsoon Session, where the Lok Sabha managed just over 37 hours of productive work out of a scheduled 120, losing 84 hours to repeated adjournments. Rijiju noted that disruptions undermine the core purpose of legislatures, which serve as vital forums for national dialogue and debate. He pointed to the current climate where the use of marshals, procedural conventions, and decisions by Speakers have become increasingly significant in maintaining order.

Reflecting on the centenary of Veer Vitthalbhai Patel’s election as India’s first legislative Speaker, Rijiju said the occasion should serve as a reminder to uphold the dignity of the Speaker’s office and the functioning of Houses across the country. He acknowledged that legislative uproar is sometimes inevitable in a vibrant democracy composed of diverse voices but insisted there is no justification for halting the nation’s legislative machinery.

Rijiju also announced his intention to propose a national conference of Parliamentary Affairs Ministers to collectively explore solutions to ensure more effective legislative sessions. He expressed hope that insights from the current Speakers’ meet would contribute meaningfully to this broader goal.
