HAL to build, market Isro's SSLV in landmark deal

New Delhi, Jun 20: In a historic move for India's space sector, Hindustan Aeronautics Limited (HAL) has won the complete transfer of technology (ToT) for the Small Satellite Launch Vehicle (SSLV) from Isro. This marks the first time an Indian firm has been granted full ownership of a rocket, including its design, build, and marketing rights.

The Rs 511-cr deal was finalized by the Indian National Space Promotion and Authorisation Centre (IN-SPACe) following a two-stage selection process. Out of nine companies, HAL emerged as the highest bidder among three finalists, which included consortia led by Alpha Design (Bengaluru) and Bharat Dynamics Limited (Hyderabad).

“This is one of the most complex ToTs carried out in India. HAL has vast experience with launch vehicles, having collaborated with Isro on several projects. Now, for the first time, they will own and operate a rocket,” said Pawan Goenka, IN-SPACe chairman.

Unlike earlier partnerships where Isro retained ownership, HAL will have the freedom to modify SSLV’s design and choose its partners. Initially, Isro will assist HAL in building two prototype rockets over the next two years. After that, HAL is expected to independently produce 6–10 SSLVs annually based on demand.

The formal contract will involve HAL, Isro, IN-SPACe, and NewSpace India Limited (NSIL), which will manage the commercial aspects. The ToT process will be coordinated with support from multiple Isro centres.

Barenya Senapati, director (finance), HAL, called the deal a strategic step towards expanding HAL's footprint in India’s growing space sector, without compromising its current aviation and defence operations.

On the question of liability, Goenka clarified that under international norms, the Government of India retains primary responsibility for launches. However, discussions are ongoing to define HAL’s liability under India’s forthcoming Space Law.

The landmark ToT is expected to pave the way for a new era in private sector participation in India’s space missions.
