Record of empty shells must for arms licence holders in Gurugram


Gurugram, Sep 23 (IANS): To curb firing incidents in the city and keep foolproof records of weapons along with shells and empty cartridges, the Gurugram police have made it mandatory for arms licence holders to keep proper records of the use of their firearms.

This will include records of used cartridges, balance shells, purpose of use, time and date.

The Gurugram police will update these details at the time of renewal of the arms licences.

According to Gurugram police officials, this became possible after a technical team of the Haryana Police prepared an in-house software for digital tracking of arms licence holders. This was prepared during the lockdown, a first in Haryana.

Under the new system, the Gurugram police have introduced two forms -- one is an 'undertaking form' and the second is an 'armer report' of licence holders.

"At the time of renewal of arms licences, it will be mandatory for the license holders to fill these two forms. If they fail to give records of cartridges purchased and the ones used, their licences will not be renewed," said a senior police official on the condition of anonymity.

Recently, the Gurugram police had sent three notices to arms licence holders who were booked in different cases. There are more than 6,685 arms licence holders in the city as per the official data.

"Records of shells, empty cartridges will surely curb unwanted incidents across the city. With this new system the arm holder will have to think twice before he uses his weapon unnecessarily. A record of bullet shells will prevent show-off weapons and unnecessary firing during marriage functions and other events," said DCP (headquarter) Nitika Gahlaut.

"We have digitised records of licences issued from 1990 onwards, and records dating before 1990 are being digitised. Now, with the click of a button, we can get all details of licence holders," the DCP said.

The arms licence software automatically sends an SMS alert to a licence holder two months before the lapse of the licence, and also on the last date of renewal.
