No Haj subsidy from this year, 'empowering without appeasement', says Naqvi


New Delhi, Jan 16 (PTI): There will be no subsidy for Haj from this year, minority affairs minister Mukhtar Abbas Naqvi said today.

Naqvi told reporters that despite the subsidy withdrawal, a record number of 1.75 lakh Muslims will undertake the pilgrimage this year from India.

Naqvi also said that the Saudi Arabian government has in principle agreed to allow Haj journey from India by ships and officials of the two countries will sit together to finalise the modalities.

"This is part of our policy to empower minorities with dignity and without appeasement," Naqvi told reporters and cited a host of measures for the welfare of minorities.

Earlier this year, Naqvi had said that the Centre would abolish the subsidy for Haj pilgrims in accordance with a Supreme Court order.

"A constitutional bench of the Supreme Court had, during the Congress regime in 2012, directed that the Haj subsidy is done away with. Hence, in the new policy, as per the recommendations of a committee, we have decided to do away with the Haj subsidy gradually," he had said.

    An Indian Haj subsidy that did not exist!
    Thank you Prime Minister Modi for ending Haj subsidy that never existed.
    I completely welcome this move making the announcement, minister Mukhtar Abbas Naqvi said: “We believe in empowerment without appeasement.”Naqvi did not elaborate what he meant by “appeasement” but for decades, Haj subsidy remained a whip in the hands of right-wing parties to attack political rivals. Bharatiya Janata Party to embarrass rivals by accusing them of “appeasing” Muslims by subsiding expenses involved in the pilgrimage to Makkah and Madina. Angered by this attack, several Muslims have been demanding an end to the subsidy.
    However, it is important to understand what this subsidy was and whether Muslims actually benefitted from it. In 2016-17, the government budgeted Rs 4.5 billion subsidy for around 100,000 Muslims who performed Haj last year. Each pilgrim paid around Rs 220,000 (amount varies each year) for airfare; stay in Makkah and Madina and for miscellaneous expenses. This money is paid to government-managed Haj committees which then transfers this money to other agencies. In other words, each Muslim pays for his/her own Haj expenses.
    A significant chunk of money paid by Muslims goes to India’s government-owned national carrier Air India which enjoys a virtual monopoly on Haj circuit. The airline picks up passengers from around a dozen cities and flies them to Jeddah. The Air India inflates India-Jeddah tickets during the Haj season. This so-called government subsidy is used to pay for tickets that are always higher than the prevailing airfare charged by other airlines. A breakdown would show that an Air India ticket to Jeddah would cost more than a trip to Los Angeles from India. Essentially, the government takes money from one pocket and puts it back in another. Muslim have always demanded global tenders for Haj flights and for providing accommodation in Makkah and Madina..
    However, while Naqvi sought to take a high moral ground by claiming that his party appeases no section of the society, his own government spends billions of rupees on organizing Hindu pilgrimages every year

    Haj is mandatory for wealthy people so there is no question of subsidy for Haj pilgrims. One more thing that a big weapon for the BJP lost because of cancelling subsidy they are using this for election campaign that muslims are getting these benefits.

    Good Move, which was a demand by Muslims and justice Aftab Alam of Supreme court judgement requested then UPA government to stop the subsidy by 2022 in phases and allot that fund for the upliftment of educational level of muslims. The subsidy was used to revive the loss-ridden national carrier Air India who in turn was getting grant and sub leasing other airlines (saudi and turkish airlines) on a lower rates. if Muqtar Abbas Naqvi says that the haj subsidy was removed to stop appeasement politics then what about Kumb Mela and Manas sarovar yathra, recent Yogi's announcement grants for Kashi, ayodhya and mathura, it clearly indicates vendetta politics of BJP

    Subsidy is Govt. money and it is tax paid by Indians. People who want to worship God should spend their money not Govt money. Why this subsidy started no one knows. It can be used for poor patients who suffer with unbearable illness cannot work because of pain and no money for medicine. In some places no good hospitals.

    Subsidy for Haj pilgrims was started by the Congress Party in order to appease Muslim voters, which continued till date. There is no logic in offering subsidy to perform Haj as it is not mandatory if a person is not able to finance his travel to Makkah. Though the subsidy was meant for poor people, it is misused by others who can afford to finance their journey, thus depriving the needy people. The government is not snatching the “gift” from Muslims. Instead of providing the subsidy, it is now going to use the fund for minority education.
    Having said this, I don’t think any country, in particular Muslim countries, provide subsidy to their Haj pilgrims except India. So if the subsidy is stopped by the current government, don’t make hue and cry out of it.

    We Muslim's welcome this cancellation move so called " Hajj Subsidy ". There are certain rules for those who travel for Hajj. Who made Hue and Cry ? Check Our minister U T Khader response.

    We are capable enough to go for Hajj of our own and for those who cannot afford rich people are providing charity , and i can provide examples of those poor came for Hajj as well. And in Makkah and Madeena, people who works in Saudi Arabia, we do free volunteer service for 1 week without any salary or payment. All Are United ..

    Too many corruptions in Hajj Subsidy name and money going to pocket of officials...

    You being a muslim must have understood the principles of Haj in Islam and took a right decision in doing away the subsidy for Haj pilgrims. Yes Islam allows Haj only if you have your legally owned money earned in a rightful manner. One is not supposed to borrow, take a loan or receive any subsidies for one's Haj pilgrimage. Hats off to you and your government in allowing the muslims to follow the right practices of Islam for performing Haj in the eyes of Allah.
    As a muslim yourself, you must be aware of the procedures of talaq in Islam which is being wrongly portrayed today. It is not as simple as uttering three talaq's at one time. You need to follow the set of Shariah principles of Talaq, where counselling and consultations are involved to try and reconcile the concerned. This is usually lasting over a period of 3 to 6 months. May we now request you to educate the government on the principles of shariah in talaq and also allow the muslims to follow it as per the directives of Islam.

    If there is subsidy for Hindu pilgrimage let that also be banned. Let reservation based on caste also be banned. Let reservation be provided only to economically poor irrespective of caste and creed. Today more than BJP it is Congress who is doing caste politics. Siddh is a known face in this. Today Congress high command has given karnataka Congress green signal to do both caste and religious politics.

Presently, Member of Parliament, Asaduddin Owaisi is openly opposed to it.
    Today, as a fashion, everybody is opposing the so-called Haj subsidy, in his or her chosen way, and again without knowing or trying to know the basic facts.

    I am not sure how good or bad by removing subsidy but I would be very happy and will whole heartedly appreciate if Government can remove QUOTA SYSTEM entirely
    This will take country forward by many ways especially, there won't be any brain drain and only merit based progress. Also our Politicians don't have to travel abroad for medical treatment thus saving lot of money that spent on medical along with family picnic expenses

    Hajj is compulsory only for those who are capable (financially/ physically) to do it. I personally feel that it is not ethically fine to use taxpayers' money to perform Hajj.

    But what I have learnt is that the government takes the money for Hajj in advance which it utilizes to give discounts during travel time. So ultimately there is no loss to the government.

    But I am 100 % sure that BJP can never be impartial in its actions

    We are very happy.
    Thank you Modiji and Thank You Supreme court of India.
    First of all going to Haj pilgrimage is compulsory only for those who can afford it.

    The Haj pilgrms from India were not getting any benefit from this subsidy.
    They had to pay more than 2 lakhs per person (with subsidy.)
    Actually it should be possible to go for Haj for less than 1.5 lakhs per person (if they allow them to go in any airline through any travel agent of their choice).
    Our ailing National carrier Air India was getting most of the money from this Haj subsidy. They were collecting about1.5 lakh per person for the return ticket.

    At least from now on we Muslims will be free of the accusations that we are getting tax payers money for Haj pilgrimage. It's a great relief.

    Glad this is done. Haj subsidy has been an affront to the constitution as the SC had ruled in 2012 because it favours a particular religious group which the then ruling Congress continued. No country in the world grants such special treatment to a minority to undertake a pilgrimage even though it is required by their religion. If India had continued this discriminatory privilege at the taxpayer expense, it would have taken a century or more to continue to give the subsidy, taking into account population growth.
