Daijiworld Media Network - Belagavi (SP)

Belagavi, Mar 8: In a joint operation conducted by the city police along with the police personnel from Miraj, Maharashtra, homeopath, Babasaheb Khidrapure, who has emerged as the prime suspect in the case of destruction of dozens of female foetuses over a period of time in spite of possessing no qualifications or legal sanctions to conduct abortions, was arrested from the city on the night of Monday March 6.

Maharashtra government had requested the state police to extend help to them in their investigation. The kingpin of the racket, who was taken into custody from his hideout here, was produced in the court upon which he was remanded to ten days judicial custody.

The illegal activity of sex determination and elimination of female foetuses was going on at Bharti Hospital in Mahishyala village in Maharashtra, which is located just seven kms away from Karnataka border since the last several years, it is gathered. However, it came to light after the recent death of a pregnant woman aged 26. The woman had two daughters and had got admitted into this hospital for abortion after she came to know that the third, yet to be born child too would be female, the police who investigated this death found out. The police, during further investigation, found 19 female foetuses having been buried on the banks of a stream near the hospital. They also gained access to records to prove that illegal sex determination tests and abortion by unqualified doctors was going on in this hospital since long.

By the time the police reached this conclusion, Dr Khidrapure, a qualified homeopathy doctor, who was conducting tests and abortions, had gone missing. In the meanwhile, Nationalist Congress Party leader, Jayant Patil, said that sex determination and aborting of female foetuses has been going on not only in Sangli but also in Satara, Miraj, Kolhapur districts of Maharashtra and some border districts of Karnataka with the connivance of doctors, radiologists, sonography specialists, gynecologists, general surgeons and anesthetists.

After the opposition parties erupted in protest, Maharashtra government has promised to bring all the culprits involved with this illegal activity to book. The opposition has been demanding the scalps of state health minister, Deepak Sawant, and women and child welfare minister, Pankaja Munde. Condemning the heinous act of the doctor, Mahishyala village in Miraj taluk observed a day's bandh. A case under different sections of Indian Penal Code has been booked against the doctor.

there is a strong law, PC-PNDT, by central government since 1994 to prevent female feticide.

this acts has become a double edged sword. because the act is written in such a way that, any small clerical error in record maintenance of pregnancy scans is considered as serious offence.

for every pregnancy scans done, one has to fill a lengthy form F of the act, keep the filled form for two years in the scanning room. the xerox copies of each & every filled form should be sent to DHO office every month. in addition the copies of dispatched report & the requisition letter for scan should be retained in scanning room for two years.

all these measures mentioned in the act, so that if anyone terminates pregnancy it can be cached.

but it has resulted in huge cost of running & ultimately pregnant has to pay for this exercise.

In India, radiologists & a few gynaecologists & a few MBBS graduates with some unrecognised certificate courses are are doing pregnancy scans...

till now since 1994, crores of papers were used to fill form F while doing pregnancy scans by radiologists & a few gynaecologists & a few MBBS graduates with some unrecognised certificate courses... and many good doctors were fined, arrested for spelling mistakes in filling form / missing xerox copies of form or forgetting to sign the form... BUT NOT EVEN A SINGLE RADIOLOGIST WAS FOUND CONDUCTING FETAL SEX DETERMINATION,

    BUT

Reported cases of fetal sex determination were done by practitioners of alternative medicine , who neither know what is ultrasound nor have permission to do pregnancy scan & there is no question of filling forms of PC PNDT act or retaining the forms or submitting the copies of the filled forms to DHO.
    TWO ASPECTS :-
1.) genuine doctors , most legitimate people of the scans are being harassed for silly clerical errors under the provisions of the act...
2.) the people who neither have expertise, nor have legal permission to do scans are doing femal feticide without any documentaion.

I think at the heart of this issue we have a major problem: calling anybody and everybody a doctor.

Anybody and everybody that learns about some ointments and powders, whether tested or not, claims to be a doctor in India. And horror of horrors, the society and the Government accepts them as doctors.

The Government must ban the title of doctor entirely.

Instead, the person must provide their highest qualification (with the name of the university in brackets) after the name.

So, after looking at the qualifications and the university, a patient will know in advance if he would be alive or not after the treatment.

Every patient deserves to know a medical practitioner's qualifications. And university (as some may prefer Bihar graduates to Karnataka graduates, for example).

BTW, homeopathy and MSG (Japanese: Aji no Moto) ideas started from the same principles, around the same location (Germany). For some reason, people seem to think MSG is evil, and homeopathy is science.

It is very sad that female fetuses are killed like this in modern day India. A daughter is a good as a son. We must always respect life. Daughters are like goddesses, They bring happiness and peace at homes. The Doctor who committed this inhumane crime does not desreve any mercy. Hes a bad doctor and he mut be punished in such a way that no other Doctor commites such a crime. Sex determination and killing of female fetus is a inhumane and horrific crime. I am feeling very sad at this incident. We must empower women and upgrade the position of women in Indian society then only we can improve our status in society. Women and girls must be repsected. I am feeling very upset about this incident.

eye for an eye makes the whole world blind. Yet, he deserves punishment as per law. ie. if law is not rigged by a larger system that can buy it off.
