Why his name and face is hidden on what purpose? When he can know and not lagged behind to harass ladies, then he is gutsy and courageous... Such faces should be made viral...no proper control at home and no proper correction when mistakes are done....

Sometimes mob justice is the only way. Cops will at the max slap him couple of times, call his parents and send him back. In no time he l be back to doing the same thing elsewhere. A nice beating in the public is the only way out to heal such itchings.
