Mangaluru: Karnataka opens border for non-coronavirus patients from Kerala

Mangaluru, Apr 7: The contentious issue of allowing patients from Kerala to enter Karnataka and visit Mangaluru for treatment has been resolved with the intervention of the Centre. The Centre on Tuesday informed the Supreme Court (SC) that the issue between Kerala and Karnataka relating to the latter closing the border has been resolved. Solicitor General Tushar Mehta appeared for Centre and told SC that there exists no issues now and guidelines have been prepared for transportation of patients between the states.

The row over the border having been blocked by Karnataka had sparked a debate with some complaining against not allowing genuine patients to get treated at advanced hospitals at Mangaluru. Karnataka was worried, rightly so, over the possible influx of coronavirus positive people from Kerala entering Karnataka, which would have nullified the very purpose of blocking movement of the people to control the virus.

After the central government took the initiative to resolve the issue at the instance of Kerala chief minster Karnataka agreed to allow non - COVID 19 patients to cross over to Karnataka for treatment. The patients will be required to produce medical certificate to that affect.

There have been divergent views on this decision. While people from Kasargod district in particular are happy that they can now get treated at Mangaluru. People of Dakshina Kannada are worried about the influence this decision can have on the coronavirus pandemic.

    Karnataka Govt should have a strict and proper Medical team along with force in the border to check the condition of people crossing. The docs provided by them can be a genuine or manipulated. If the patient coming for check up or continuation of his treatment, they should carry the approval letter (Physical or Digital or message) from concerned doctor or Hospital and should be verified by Border force.     Only serious accident cases or emergency cases which need life saving treatment should be allowed to enter Karnataka border, on humanitarian ground. Rest any other medical treatment cases, should not be allowed. It should not happen, people cross border with complains like fewer, cough, cold and then it turns out Corona case, while test report comes out!
    Wenlock hospital may not accommodate cases coming from Kasargod region, which is expected to be high.

    The news report says “Karnataka agreed to allow non - COVID 19 patients to cross over to Karnataka for treatment. The patients will be required to produce medical certificate to that affect.” This is absolute non sense on Karnataka’s part to agree to such a stupid condition because THE SO CALLED CERTIFICATE IS NOT WORTH THE PAPER ON WHICH IT IS WRITTEN. Who will issue the certificate, the doctors on the Kerala side? In other words, keralites will certify themselves fit to travel across the border. If this is not a joke, then what else is? There is no provision in this great “agreement” by Karnataka to prevent asymptomatic people INFILTRATING into Karnataka as non-COVID patients.

    My dear Zaifa... Karnataka people stuck not only in Kerala but everywhere. They are not forcing the government to open the borders like this. To check people over and over again, even doctors /nurses/police personnel have families. You know how many of them are not going to their houses to see their loved ones? Some go just stand outside the gate and get back to their duty. They work 24 X 7 and stay. Our own Karnataka migrant workers are stuck here and they spend sad moments for not able to go back to north Karnataka..... See, everyone adjusts if they want to build healthy state. Why only you speak about people stuck in Kerala? They have no problem. Their chief minister looks after them well..

    This is a really worrying decision. With influx of people from Kasaragod and other parts of Kerala, we have allowed our self to be vulnerable for a corona outbreak. What is the meaning of lockdown if patients themselves are allowed to pass between borders ? Kasaragod is one of the districts with highest numbers of Corona positive patients in the country. Also people from Kasaragod have shown very irresponsible behavior by roaming opening inspite of being advised to be quarantined. How can we gaurentee that they wont repeat this behavior again ?

    I wished our politicians if they had put enough pressure ( like how the Kerala CM had put and was successful ) we would have been able to avert this. The biggest worry is asymptomatic people/patients moving across the border. Also we all know how easily medical certificates can be manipulated. It is impossible to verify their authenticity. I am not sure how we can protect our district after this unfortunate decision and failure of our representatives.

    I hope our district authorities will make sure that proper process is followed before allowing anyone enters Mangalore and also make sure they follow the lockdown rules seriously within Mangalore.

    Non covid 19 patients of Kerala should not be allowed to enter into Mangalore because there may be many who will be asymptomatic (No Symptoms).Also the kasargod district alone has around 150 patients. How will they decide whether the person is Covid 19 patient or not? This is very huge risk for the people of Mangalore.

    Just saw in some mathrubhumi channel news that police is still not allowing ambulances. Some one needs to explain ppl that its ONLY emergency cases that will be allowed. You cannot hop on to an ambulance and come for any random medical check up. We mangaloreans are asked to stay home, not take our vehicles out and if we have to visit hospital we need to call 108 and there you have a bunch of people who can hop onto any ambulances and get into our hospitals. WOW.

What kind of test certificates are you talking about and what ambulances??just imagine someone from your family is facing such a situation, what will you do ? you are sitting at home because you are asked to and so do the people from other cities.     When you knew the borders are sealed and blocked they should have thought twice before making an attempt to come to mangalore, instead they could have taken to other hospitals within the district/state. Now coming to what you said, she did not have symptoms, thats precisely the major problem with corona. people could be asymptomatic carriers. Also along with the old lady there would be her whole family in the ambulance. How can the police at the border be 100% sure that none of them carry the virus ?

Tell me one thing and answer me honestly, why her family members kept her at home till she becomes serious? From her house kasargod border is close-by. Within the matter of few minutes she will die unless she was very serious at home since days.     KL have Trivandrum and Cochin as IT hubs. yes, they are not flourished as BLR. True. But do understand that "flourishment" in BLR is also due to folks from different parts of the country - including Kerala.
    And this is not a gesture - it is just humane to do it. And we are not divided as a separate country.

    The ask was never to let common public or normal patients to move across the borders. The ask was just for emergency patients for whom Managalore side is closer and easier to reach compared to Kasaragod. I agree to the point that Kerala should have a good medical facility. But I think we are in no shape to set it up at this point. And I'm sure it will be taken up after this whole fiasco.

    But as a country, this is the time to support each other and NOT blame one state or the other for a pandemic.

    According to you and your ilk, if IT hubs in other south Indian states are flourishing, it is because of folks from Kerala and from other states.     Overall it is a very bad idea and will effect the position of Mangalore . People must oppose this and should not allow. I came to know the Kerala Govt closed the Kasargod border with KANNUR??? if it is true then they only dont allow Kasargod people to move to Kannur then why Mangalore?? Is the border is equipped with medical personel and equipments to check the patients . If not they must do it first

    An AI should be developed to track movements of those entering from outside Karnataka. Main purpose of opening the border is not ambulances there are a lot of items that goes to Kerala from Karnataka and then get re-packed in export bags like lulu's and get exported to the middle east. so it was a request from middle east leaders to avoid disturbing food supply chain to the middle east.

    I welcome opening the border for genuine patients(Non Covid-19) many patients especially ongoing treatment patients need urgent help. Same time there are chances that people will misuse the facility given. I recorded a video where people passing from Kerala to Karnataka using the boat at night, it's reported in Indianexpress yesterday. Just blocking the road is not enough there are more than 12 other ways near talapady border. The administration must be alert. ALLOW REAL PATIENTS WHO NEED HELP, BLOCK ALL Illegal entry points.

    Exactly GM. We are humans in the first place and in the last place. We never never stopped or rejected anyone till now to come to Mangaluru. Henceforth too, you all are welcome. Since, this situation is completely different from all other issues our humble request to you all to open up with temporary hospitals. When you all need assistance and help our government officials will be ever ready to do the needful. Tell me what's the use, all of us sit inside for three weeks ? Will anyone be allowed to walk inside the house, in neighbourhood etc with the symptoms of infection? No right? He will be isolated right? Same thing this also na dear?
