Mangaluru, Jul 13: Registration of private hostels, paying guest accommodations and service apartments in the city is compulsory as per the order sent out by police commissioner Sandeep Patil. In addition, the occupants residing in them also should provide their full details to the concerned.

"Many people, who arrive to the city from outstation districts, states and foreign countries, reside in hostels, paying guest accommodations, service apartments and accommodations provided by the educational group institutions. There is a rise in crime and drug mafia related incidents in the city of late. In order to bring them under control, this order is sent out," informed Sandeep Pail.

"Installation of CCTV camera is a must in hostel and paying guest accommodations. One CCTV camera should be facing the main entrance approach from the road. A minimum of 30 days of footage of this CCTV should be available for verification on a later date. If these rules are not followed, case will be filed against the erring owners of such facilities," added Sandeep Patil.

The order contains the following important points:

*Owners, partners and administrative committee of hostels, paying guest accommodations, service apartments and accommodations provided by educational institutions that are situated under the limits of Mangaluru Police Commissionerate have to get permission for operating such facilities from the competent authority without fail.

*The owners, partners and administrative committee members of such facilities should compulsorily provide the details like name, address, telephone number and identity card to the police station under which the said facility is situated.

*Names, telephone numbers and identity card of the occupants of such facilities should be compulsorily provided to the concerned police station.

*If the occupants of such facilities are students of foreign origin, their complete details along with visa and passport should be submitted to the concerned police station within 15 days of their arrival. If they are not vacating in stipulated time, the same also should be informed to the police.

*The owners of such facilities should make suitable arrangements to prevent the entry of strangers to such facilities.

*Precautions should be taken to prevent any acts of crime, illegal activities and immoral activities taking place in such facilities.

    A hotel chain in the USA has recently agreed to pay $7.6 million as penalty for regularly passing the list of guests who stayed in their hotel to the US immigration and Customs department. Is was considered invasion of privacy even though the immigration was able to catch a few illegal immigrants. Authorities cannot have these info without a warrant from the court.

    Is it a requirement for OCI holders visiting Mangalore and staying in service apartment? Central Govt. rule says that there is no need to register with police (FRO). Is it a State law? Please make sure police do not harass the OCI holders when they visit Mangalore to see their friends and relatives. All our relatives do not have AC and we have to stay in service apartments. Most of us are well settled abroad and law abiding people. All our info is with Govt. of India. You can get it from their data base, if required. Please exempt OCI holders from registration.

    One Cent of land in Mangalore cost more than tel lacs, In Hampankatta very little place is there for parking for that matter any other places too. And this very little place occupied by people who come to work in that area since morning till late evening as if it is their ancestors property for free of charge. Now it is easy to buy cars because Banks are ready to give loan of any amount to but any type of cars. So these people each one of them come in their car and making free use of ancestors property. Why can't police make paid parking everywhere so that everyone in need get a place to park and instead of towing and all these trouble this will generate more income to concerned departments. Let those come to work and park vehicle 10 to 12 hours, make use of public transport like Buses Autos or let company provide alternative arrangement. I am sure many wont like this and will get maximum disagrees.

    Many private educational institutions run Hostel attached to it.These are run by powerful people.Not sure whether it is registered.Authorities needs to monitor fire compliance requirements,trained staff & other basic facilities.

    Cannot understand about PG there are in cases only a single student/working person staying in a house with a local family. Does the family in this case have to install CC TV camera. In the above case there is no actual definition of paying guest.

    Can Mangalore police commissioner confirm that he has completely stopped the supply of drugs and mobile inside Jail Road Prison. If he has not then he has no right to advice PG hostels and apartments. Also he should plug all entrances of drug supply which he cannot because bigger fish are involved in it.

    It might be of help if tourists coming into city are made it compulsory to mention in their travel arrangement, about where they will stay. I know its mandatory for air-travel tourists but if its applicable to rail/bus travelers, I'm sure the data can be collected by monitoring authorities.

    The measures taken by the commissioner could be for security reasons but a point to be noted that these unregistered property owners don't report their income. This deprives the nation of tax revenue.

    Cheating is an offense. People need to be honest to anticipate an honest governance.

Those who giving rent out any of the property should register in POLICE STATION otherwise the owner should be included in case of crime originated from his so called rented house or property !     First Control the outside atmosphere "Drug Supply". The hostels/flats/apartments will control the inside atmosphere. Govt and police is dumping its failure on the common man. Everybody knows that Drugs means Crime. Drugs issue is not a recent issue and it is being going on for years. One student in the hostel caught for drugs can spoil the atmosphere of entire hostel. Mangalore is a small city and the police should do its job which they are not.

    Good initiative to curb on one committing crime and vanishing. In the national capital this is compulsory as all hotels report guests details to the concerned department with personal details and purpose of their visit, during of stay etc. Residents must feel proud and back such decisions.

    How come Drug mafia is flourishing in Mangalore. Who is responsible for this. How do the PGs get drugs. Can the police find out the source of these drugs first, then the peddlers and the users. First the police should plug all loopholes of Drug Mafia and then the city will be free of crime. There is a lot of prostitution going on among the PG students. Mangalore a city of elite class of people where students from the remote of other states come to study in the city. Seeing the city high life style the youngsters are unable to control their greed for more money. Their parents cannot afford to fulfill their financial needs and then they get involved in drug activities as peddlers and then also into prostitution. The police manpower is insufficient to control this mess. Instead they are targetting Hostels for this mess. They are dumping their failures on the PG Hostels.

    You cant make public pay from their pockets for the incompetency of your department.
    Please also advice that PG rooms should shouldn't have doors. Even bathrooms too should be doorless coz there is a chance the paying guest might smoke weed in the bathroom!!!

    Rightly said. Police can't control drug source. Drugs is the main problems for increase in crime. First plug all loopholes for drug supply. Today police are using informants (who are caught in drugs usage and as peddlers) to provide information to them so that they can target the student and its family to extort money. The recent IMA gold scam in Bangalore where a Asst. Commissioner of police is involved, a Muslim Priest in involved and a IAS officer also. Time the police set right their house in order than blaming PGs Hostels and Flats etc.
