M'luru: DC promises to streamline property card issuance within a month

Daijiworld Media Network - Mangaluru (SP)

Mangaluru, Feb 20: After the deputy commissioner of Dakshina Kannada district made is mandatory for property owners to have property cards for all transactions with affect from February 1 within the city corporation limits here, there has been huge rush at the Urban Property Ownership Records office here.

With the increased pressure, there have been confusions and doubts about certain properties and how to address problems encountered by officials. The district administration has been finding it hard to deal with these doubts and provide immediate solutions to the problem. Because of technical reasons, some issues cannot be sorted out immediately. Dakshina Kannada district deputy commissioner, Sasikanth Senthil, who noted that there has been some confusion over registration of property cards and distribution, assured that all these problems would be addressed within a month.

The district administration is aware that certain land mafia have been undertaking behind-the-scene exercises against making property cards mandatory, as encroachment of government property by them would be revealed in this exercise. The middlemen too tend to lose as property cards will provide conclusive record about ownership, and hence they too are against it.

So far, out of a thousand applications received by the office, property cards have been issued to 752.

The deputy commissioner has called for a meeting of bankers on February 20 to address problems encountered by banks in disbursal of home and land development loans because of the need to meet property card requirement.

Thanks in advance for your assistance to streamline property card issuance. Even I had same problems with the lazy unorganized staff members. Just to enquire about where our file has reached, you need to wait in a long question, which after getting your turn, you realise, the file is still pending. Reasons unknown. Finally, had to create a rukus stating I would meet DC and complain, someone looks into the computer and I forms that my builder hasn't submitted his part of documents . After 5 visits, they realised where is the delay cause.

Please DC sir, look into the matter and resolve the situation

Govt can amend the property card rule to make it mandatory only for independent buildings and exempt flat owners because frauds mostly happen in land or independent buildings dealings. This way rush can be prevented. If at all govt feels that flats owners too should go for it, it can be done in second phase ie after finishing for independent structures.

Hello dear Sasikanth Senthil first you people get organized then you can tell people to get organized. You should know how capable your staff are.You have a couple of dumb staff and officers just sitting on office chairs and they are just either dreaming and just don't know what to say or explain. Last time when I went ,The lady who receives files for giving tokens was so tensed and she couldn't just handle crowd and was saying SALPA KULITHUKOLLI ALLI. Then one old man said AMMA KULITHUKOLLALU JAGA ELLI UNTU THORISI. I was feeling pity for this lady staff. If you want you can stay in a line and see the situation there by yourself.

Anyone can get property card by influence,if he has no land for him. But a registered owner of property is finding difficult to get maps and records as given by the seller . Department wants to verify and give ingress and egress roads for other surroundind areas though that way is not in those neighbour's record. What kind of harassment is this?

We people are fools for sure. Any new process that government starts, we don't ask questions, we don't resist. We run to get it done FIRST. Lots of fees, lot many copies, long ques, nothing deters us. Then we blame. Just stand aside and ask government what happened to propert records that we submitted. If they have lost them, why did they collect? There are no PIL kind of lawyers also in Mangalore.

If a property is bought or sold it is the Duty of the government to issue a property Card and ALL THE REVENANT DOCUMENTS SO THAT IF HE HAS TO SELL IT WILL BE DONE IN A CLEAR MANNER
    WHY HARNESS PUBLIC
    ESPECIALLY THE AGED PEOPLE
BUYING AND SELLING SHOULD BE MADE SIMPLE
ALL LAND MAFIA LIKE SAND AND TOBACCO

One must need to visit the Property card record office to see the reality. There is only one person sitting at the FRONT DESK to handle all the property related queries and there is another one who receive the application.

People are made to wait even if all the documents found in order. By luck if at all you go behind their back and get the draft ready then you have told that you will receive a call to collect the card after 30 days. Unfortunately your Phone never get a call.

And workstations inside the office are sometime under repair/rearrangement. Don't be surprised if your file got disappear and you need submit all the documents once again.

May be if you know any well wisher who can speed up the process for you then your file from the Tashildar desk get cleared for draft if not be prepared to stand in the queue.

Where can one find detailed information about this? The registry office has details of all registered properties, make a card and send it. Why should we run around?
