Udupi: Toll collection - DC says Navayuga has complained against her

Daijiworld Media Network - Udupi (SP)

Udupi, Nov 20: Deputy Commissioner (DC) of the district, Priyanka Mary Francis, stated that the district administration is now under compulsion to cooperate with Navayuga Company which has been entrusted with the right to collect toll charges in its toll plazas in the district. She said that both the union ministry of transport and National Highways Authority of India have permitted Navayuga to collect toll charges although the road works have not been finished.

She said that Navayuga Company has complained to the state government, pointing out that the deputy commissioner and superintendent of police of the district have not been extending cooperation to it.

The DC was replying to questions raised by media persons during the district administration's programme held on Monday January 19 at Hejamady gram panchayat near Padubidri. "Navayuga has also applied for arbitration against the government. If its allegations are proved, crores of rupees would have to be paid to the company by way of fine,” she said.

“It is true that road works have not yet been fully completed by the company, and the district administration had reported about it to the government. But we have no other go but to support the company in collecting toll charges including from local vehicles," she explained.

The DC also said that Navayuga has told the district administration that they do not have absolute hold on the toll charges collected, as banks adjust the collections made towards loans raised by the company.

In reply to a question, she said that she has brought to the notice of the superintendent of police about the fact that private vehicles, auto rickshaws etc are found parked on service roads built by Navayuga at Padubidri, Katpadi and other places.

Tollgate Action Committee of the twin-districts said that Navayuga Company has not properly undertaken works on national highway. The committee's office bearers insisted that the district administration should not allow collection of toll charges on local vehicles.

Insisting that they would not budge from this stand, they wanted both the MPs from the coast to keep their promise made in the past. They also wanted the Navayuga Company to meet its promises made in the meetings held at the office of the deputy commissioner earlier. They warned to hold protests and agitations if the company fails to keep its own promises.

Valid point by DC No toll collection of Road works not complete
But then Navyuga will say if not complete don't use the road allow us to complete
The fact that road is in a usable condition might have allowed them to collect toll
The money used by Navyuga construction if was given by banks ultimately that money is Public money .Banks have right to collect
    Very difficult situation
Local vehicles should be exempted is a valid point .But how to differentiate between local and outside vehicles need to be sorted out

    Dr Kamath,

Road is usable is not the criteria to collect toll.
All works related to the contract need to be completed.
Money goes to the banks for loan is bull shit argument, in that bank should run the toll gate ...not the contractor ...we should receive the receipt in banks name
Who knows how much navayuga collects and how much goes to the bank .

    Dear DC,

We appreciate your efforts in raising against the injustice done to people.

Agreed that , when we had entered into contract with Navyug there is a clause which gives them right to collect toll from public.

Where we not aware during the signing of the contract that there should be a clause to exclude local vehicles from toll collections?

Navyug would have violated various other clauses like not providing service road, flyover, underpass, not finishing the work on time etc. Govt should initiate action and levy penalty for the same.

I also urge Central Govt , State Govt , MP's and MLA's of the region to support DC in this regard.

Just quoti g so many thi g and asking is it not there before 2014 is a childish comment. See the difference in pace of development since 2014 and first 50 years of Independence. Can you pinpoint a single "gotala" after 2014 in Central administration? From 2004 to 2014 it was gotala every month.
Banks were nationluzed in 1969 to help poor and till 2014 nobank accounts were opened to the DBT because khangress wanted to loot in the name of poor. Now all DBT goes directly to needy. That is the main difference between MODI and khangress

Real failure and great tragedy is that the Police and the Administration as made to dance to the tune of politicians. Politicians are not held accountable by the voters. Get Rs 5,000/= during the election and vote to criminal candidate. He negotiates with companies to get back what he spent to bribe the voters. Business as usual. Nothing new under the Sun.
