Mangaluru, Oct 15: Officials of the Transport department along with police on Monday, October 15 swung into action against private city bus operators who failed to issue tickets to passengers. The city traffic police also intercepted buses for using shrill horns. 

Officials seized 34 buses for the failure of conductors to issue tickets and also for using horns of high decibals. The seized buses are parked at Nehru Maidan. A report was sent to RTO against the 34 buses for necessary action.

The RTO and police has issued strict warning against bus operators who were not issuing tickets to passengers. The action follows after the department’s repeated directions to issue tickets were not adhered to by the operators.

The buses offending the rule were penalised the last time around. Commuters’ complaints in the police phone-in programme over non-issuing of tickets in private buses were the highest.

It is gathered that action by RTO and police against buses for not issuing tickets to passengers might continue even tomorrow.

Meanwhile Dilraj Alva, president of Dakshina Kannada Bus operators association denied that buses were seized and said that the police instructed the drivers of busses which stopped for checking for shrill horns to park at Nehru Maidan to avoid traffic jam in roads.

“Police mainly stopped buses for shrill horns. The bus drivers and owners demanded to check the decimal of horns. Police handed over this job to RTO. But RTO officials declined to check the decibals as they did not have decibal checking equipment. Then police released all buses and instructed their owners to meet officials when they get call from them,” he added.

    This is the great thing Police has done by stopping vehicles for the high decibel horns and unnecessary honking by the bus drivers. Driver licencse and bus permit should be cancelled for such blatant violators, as they have no regard for other people's sentiments.

    THE ONLY SOLUTION TO ALL THE PROBLEMS LIKE OVERLOADING, HORNS, ISSUE OF TICKETS IS START GOVT. BUSES IN ALL ROUTES FREEQUENTLY WITH SERVICE ORIENTATION.
    WHY GOVT. HAS OPTED FOR SOME OF THE ROUTES THAT TOO WITH LIMITED TRIPS IS A QUESTION MARK.

    I do not quite agree with the commenter who wants to know why the rules are "poor" bus drivers/conductors, and not other professionals such as CAs, doctors, lawyers etc.

    For every 1,000 journeys by bus, a citizen might acess a doctor once.
    For every 100,000 journeys by bus, a citizen might acess a CA or a lawyer once.

    A large number of pedestrians are killed/maimed by the vehicles - something the CAs/lawyers/doctors do not do!

    The shrill horns used by buses are horrendous.

    I have witnessed with my own eyes the buses not stopping (but driving slowly) - even when an elderly woman is trying to board the bus. This is heartless. Note that the conductor/driver could have grandparents as old as these passengers.

    So, there is an acute need to fix the errant ways of the bus owners/drivers/conductors.

    Absolutely no excuse.

    Not obtaining the proper receipt for the purchase is culpable offence of tax evasion by the customer. The customer must demand receipt and the merchant must issue one or else both cab be prosecuted Per Se. By not demanding the receipt, the customer is abating tax evasion.

    All this drama is only for short period. Just watch and see.
    It is similar to corporation people clearing illegal roadside shops. In no time the come back. Same will be the case with these buses. If anyone has a different opinion, let them wait and watch.

    (12) Why is the police - even after 18 years of the notification of the Noise pollution rules 2000 and 13 years of the Hon'ble Supreme Court order in WP (C) 72/98 - not booking noise polluters under the EP Act as lawfully required but instead use the more lenient MV Act? And are the cops charging them Rs.100/-(outdated MVA law) or Rs.1000- 2000/- for violation under MV Act (amended )?

    (13) Why - even after 18 years of the notification of the Noise pollution rules 2000 and 13 years of the Hon'ble Supreme Court order in WP (C) 72/98 - the police are still issuing loudspeaker permission under the Karnataka Police Act(redundant as far as noise pollution is concerned)?

    (14) Why despite several complaints brought to the attention of the Top cops, yet in not a single case has a sound system been SEIZED for violation of the Noise rules even though the law requires the police to do so? I’ll tell you why :sound system chaps are big time business!

    (15) Why despite many representations to the Top cops yet Noise pollution rules violators are not being booked under sec 15 of EP Act i.e: upto 1 lakh fine, imprisonment upto 5 years or both, a cognizable offence?

    Pls. someone tell me WHY is there no rule of law!

    (7) Pls enlighten me : according to which law of the land are buses required to issue tickets?

    (8) I have travelled by city buses within Mangalore city and yes the conductor has not issued me a ticket but I have never seen them charge anybody twice or even harass someone claiming that they have not paid. Bus conductors(most of them ) have superb memories.

    (9) It is not the business of the govt. to run buses but to provide good law and order and infrastructure for development - in all of these the govt has miserably failed.

    (10) We must thank the private entrepreneurs who ran/run bus services when the govt. bus companies did and still do not see it viable to run buses in "hallis". Yes the private chaps run the buses for business and not for charity! I thank them for their enterprise.

    (11) Why only private buses are caught by the authorities what about the shrill horns used by KSRTC and other govt. buses? Why the hypocrisy?

    You may not find any legal provision in Motor Vehicles Act. But, as a traveler, it is my right to get the ticket issued for having paid the fare. It is a receipt and a valid document to travel till the destination. If the conductor is not issuing ticket, the traveler is always at his mercy as he can be caught at any time as a ticket-less traveler. What is your problem for issuing a proper ticket as directed by the authorities...?

    I have travelled in private bus for many years. When I was a student, I remember I had not taken my wallet. As I was frequently traveling in the same bus, the conductor informed me to pay the ticket money the next day but they let me travel to college. I am settled in Bangalore now. Even today when I come to Mangalore and if I meet them, we still greet each other and share pleasantaries.. that's how they respect and value their passengers..

    Secondly, I thank private bus owners and drivers, because they run the bus on time and to all areas of Mangalore. How many ksrtc buses run on time? Some ksrtc buses doesn't stop in few places. Example Valachil bus stop where you either have to go to Srinivas or Expert college. You need to ask the conductors of ksrtc buses if he will give a stop there. Whereas any private bus you board, even if you are the only one to get down still they will stop the bus. Private buses drivers and conductors do all favours for a passenger but yet they are the ones always punished..

    Nothing justifies ferrying passengers without a ticket. The city buses stuff people as if somebody is evacuating people from a war-zone. This is not one day affair, its same everyday. How will a conductor find space and time to take money and issue ticket ? In the melee, many just walk away without paying, actually the conductor doesn't remember from whom he took money and from whom he didn't.

    If they are so helpful, they should run buses for free - do they do that ? They may ask what we will eat ? How we will feed out family ? Similarly, the nation is a family head for all of us, whom public facilities need to be put up. Blaming the government is not the solution - the solution is, how you have cooperated in bringing up an un-corrupt administration.

    Let us join-in and help a better future, if our past wasn't upto our expectation.

    Firstly, I once again applaud the CP for the phone-in sessions. It is a pity that the much tom-tommed IAS is severely lagging behind in citizen friendly admn. and mgmnt. reforms.

    I partially welcome the action taken by the authorities. It is a step in the right direction. But we need action as per the rule of law(not whims and fancies) applied to every law-breaker irrespective of who their “mai –baap” is.

    As we are at a stage where not a single govt dept feels they need to respond to a citizen’s written letters and complaints –right from DC to CP to Ministries and elected reps. Therefore, with regard to the topic connected with this article, below are my submissions:

    (1) How many private rickshaws & cabs issue tickets/receipts to the customers? Why the hypocrisy?

    (2) How many shops issue pukka receipts to all customers? Why the hypocrisy?

    (3) Let me shoot myself in the foot by saying this loud and clear – How many private practising lawyers, doctors, CA’s, engineers etc (various professionals) issue receipts to their customers? Why not a single whimper from the so-called concerned citizens? Why the hypocrisy? Taxes paid? Hahahahaha!

    After 71 years of formation of this nation not a single govt. official has noticed the above? [i agree there are exceptions among the above 3 categories and I do not refer to them]

    (4) I only and only use public transport. Let me say this for the bus conductors, I have found them to be the most honest (comparatively speaking) to all of the 3 categories mentioned above.

    (5) Bus conductors and drivers get targeted the most. Why? They are dispensable? They are mostly poor hard working people?

    (6) I have seen policemen stop express buses and take a minimum of Rs.100/- from express bus conductors on Police Flag day. Yes they do honestly issue a sticker or coupon but I do not think it contains the amount received. It seems to me that on police flag day policemen are given targets to sell a particular amount of coupons.

    Great work. Let the buses stay there for a week then the bus owners will realise what law is.
    - buses make Center of the road as bus stand
    - honk unnecessarily
    - use shrill horns
    - high speed and left side/foot path over taking.
    - don’t follow traffic rules
    - no lane decipline
    - do not give way to other vehicles
    - incase Of accident do not wait at the spot, tell the victim do whatever u want.
    - if questioner driver/conductor will talk abusively.

    Really hope government will put more busses.

    Private buses Don't have proper emergency exit doors .Some buses have placed seat Infront of emergency door.Some doors are only for name sake they cannot be opened .The responsible department must take some action against this also.

    Some smart conductors hang the ticket vending instrument around their neck but do not issue any ticket, I noticed this in the 33 number route. People should demand for tickets only then the conductors will issue a ticket. Good move ACP traffic, but there are so many builders using the public space like footpath, road for their construction purpose what are the police and MCC doing in this respect.

    This is surely a question asked by a bus owner. A common man's job finishes upon paying the money for the ticket. Who knows how much of it reaches the owner and how the owner's income is accounted for and taxes paid ?

    Along with the bus conductors, please make the passengers too responsible. We felt me & my husband are the only people demanding a ticket on a bus.

    One day, a conductor was carrying a letter from the owner stating that the ticket printing machine has gone for repair. On the next bus, the owner was seated on a seat behind and upon asking for a ticket the conductor asked us to go to the owner and ask for an explanation for the non-availability of tickets.

    We questioned him if we are his customers, or if he is doing charity of ferrying us around.
