Mangalore, Mar 7: In her first interaction with the media after being made city mayor in a dramatic turn of events, Gulzar Banu said that the BJP had so far given only promises regarding 24-hour water supply without taking any action. "But I will ensure that the citizens get water round the clock," she said.

She brushed aside talks of no-confidence motion against her and said that there is no provision for such a move.

Gulzar Banu was elected as corporator of Katipalla twice. She discontinued studies after class 8 and then married Shamshuddin. The couple have ten children, of which four are married.

In a dramatic and agonizing development for the ruling BJP, the nomination papers filed by its lone candidate, Roopa D Bangera, for the post of the mayor, were not found in order. The returning officer observed that she failed to submit her caste certificate, a requirement to verify her eligibility criteria, in the prescribed format, within the time prescribed today.

The BJP candidate was given ten minutes to set right the anomaly. When she sought to get the help of the lawyer, the Congress corporators including former mayor, Shashidhar Hegde, raised technical objections. BJP had not put up any dummy candidate.

As such, Congress nominee Gulzar Banu, corporator from Katipalla, has been declared elected unopposed. The BJP, which was in a shock, demanded holding the election, but the returning officer M V Jayanti, divisional commissioner, Mysore, said that there is no provision to hold the election as only one candidate was in the fray.

The BJP, which faced loss of face, had to send back the teams of musical instrumentalists, who had been summoned to celebrate its success. The mood in the party circles is somber, in view of the fact that it had several eligible persons for the post, but lost the chance because of a small mistake.

Gulzar Banu is the 26th mayor of the city corporation, and the first woman from the Muslim community to bag this post. She happens to be the sixth lady mayor of the city corporation. Her predecessors are, Eunice Britto, the first woman mayor of the city, who was elected in 1993, Hilda Alva, Sundari, Vijaya Arun, and Rajani Dugganna. 

There is information that some BJP activists, who had assembled at Kadri to celebrate the election of the new mayor, burst crackers, without realizing that the party candidate could not contest the election. The players of musical instruments, who were returning, were invited back by Congressmen as a need for them arose, albeit unexpectedly.

 

Mangalore: BJP Bags Post of Deputy Mayor

Mangalore, Mar 7: While the election for the post of the mayor held today came up with shocking result, the election of the deputy mayor proved to be on the expected lines.

Amitakala, BJP corporator nominated by the party, came out victorious in the election, by securing 35 votes. Congress candidate, Appi, could muster only 21 votes. Hence, Amitakala was declared elected by the returning officer.

The terms of the new mayor and deputy mayor will be valid from March 7, 2012 to February 20, 2013.

In all probability, BJP, which suffered a loss of face in the mayoral election, will be studying its prospects of making a comeback by moving no-confidence resolution against the mayor. There is no doubt that it will be examining subtleties of law governing elections to local bodies to wrest the power back. Because, this being the final year of the present five-year term of the city corporation, its presence at the helm is very much necessary before the elections are held next year.

    Rohit Poojary, mangalore in 2002 MCC elections congress adopted the back door in the name of reservation which made congress to win nearly 40 seats. Please make a note of it. The reservation system for the respective wards will change every year. So dont eye only on BJP accept the defeat of congress in the 2007 MCC elections.

    I have seen this lady several times in congress protests/rally. I am sure she must be dedicated congress member. He hard work is blessed by the almighty by offering her mayors seat. This is a miracle for Gulzar Banu but for us a reminder to be honest and hard working. Gulzar may not be highly educated but she knows water is important for any human being than any other requirement. I hope and pray her wish to provide 24 hrs water to people of mangalore city corporation come true.

    Some people are saying that Congress has adopted back door. I think they don't understand English. It has been clearly mentioned that BJP has failed to give proper Caste Certificate. Therefore it has lost the election. BJP has lacked basic requirement, that is Common Sense, which is required to contest Mayorial election.

    In the 2007 election it was BJP which used the backdoor to climb the Corporation election. Nagaraj Shetty, who was the District In Charge Minister in 2007 adopted the
    backdoor to climb the corporation. He used his kuthanthri by reshuffling the reservation of all the constituencies. Which made the corporators, who were contesting from their respective constituencies to move to other constituencies. This made the corporators to leave their constituencies where they used to serve the people from the
    beginning of the formation of Mangalore Corporation in 1980.

    In 1980 Mr. Gundu Rao, the then Chief Minister Of Karnataka gifted Managlore University & Mangalore Corporation to Mangalore. In 1980, he d that Mangalore Municipal will be Mangalore Corporation from then onwards.

    Therefore right from 1980 -> 2007, Congress used to win 45 to 50 seats out of 60 seats in all these 27 years. BJP could not make the congress to loose its foothold
    in Mangalore Corporation. Beacuse the Congress corporators had very good & strong relationship with the people of their respective constituencies. They used to
    always involve themselves to solve the peoples problem. Therefore BJP came to know, if this is the case then BJP will never come to power in Mangalore Corporation.
    Therefore, they reshuffled all the constituency's reservation, so that the Congress Corporators who had a good relationship with their respective constituency's people
    loose their foothold from their Constituency. Though reshuffling was done, Congress Corporators have given good fight to their oponents, many CongressCorporators lost only for 11, 25, 50 votes. Reshuffling is the fact.

    If it is properly planned, Rs. 200 crore special grant is enough to do the Dev. work of Mangalore city. Previous regime has done most of the road concrete work as sachin said without this type of spl. grant. I agree with sachin's comments. Dont tell present regime has not done. But they can do still better.

    Sachin Poojary, Mangalore, I totally agree with your comment. When Congress was in power in State and MCC, BJP oppesed to do charge the Swayamgoshitha Asthi Terige. But when BJP came to power, by themself put all charges on the citizens of MCC. Its a shame on them.
    All the time this BJP was on the streets for protesting the problems of road. But now the situation is more worst than the earlier. excepting the concrete roads in the city, we cannot see a road which have proper tar.

    Anyway's I suppose you are in Bengaluru @ present. There you have International Level Fly Overs Constructed by our former IT Chief Minister S. M. Krishna. Who brought not only Bangalore into the Map Of the world but also the entire SOUTH INDIA. The future Flyover planned by Krishna everything came to standstill b'cos of Kumaraswamy, Yedyurappa etc. During S. M. Krishna he had appointed Infy Mr. Narayana Murthy as Chairman of Bangalore Development Board. That was the vision of S. M. Krishna. Nobody can beat S. M. Krishna. Nowaday's Bangalore has become horrible due to the corrupt government in Karnataka. The pace in which the Fly Overs construction had to be done in Metropolitan City, it is not happening. Daily Road block. No plans, future vision etc etc by the present Government. When Kumaraswamy & BJP Coalition was formed Mr. Narayana Murthy resigned Bangalore Development Board, as he knew it that these government will never think about Development.

    Swayamgoshitha Asthi Terige (Property Tax) was not implemented when Congress was in Corporation Of Mangalore. This will not be implemented, was ensured by Sri. B. Janardhan Poojary. And he did what he said.

    All the Charandi Kamagaari's were Completed neatly when Congress was in power. BJP is doing all incomplete work. Thus claiming lots of Innocent lives.

    My dear friends most of the concrete double roads are completed during Congress government,
    1. M.G. Road -> Inaugrated by S.M. Krishna.
    2. Managudda Road -> Inaugrated by Sri. B. Janardhan Poojary.
    3. Pumpwell to Milagres -> Foundation Stone Laid by Sri. B. Janardhan Poojary @ Pumpwell. First Phase starting from Milagres to Jyothi was inaugrated by congress mayor Vijaya Arun. The second phase from jyothi to Bendoorwell & third phase from Bendoorwell to Pumpwell was completed by DC during governors rule.
    3. Airport Road (from Polytechnic to Yeyyadi) -> during Congress Shashidhar Hegde's mayorship.
    4. Lady Hill to Urwa Store -> during Congress Mayor Diwakar
    5. Urwa Store to Kottara Chowki -> This was done much before M. G. Road, by Congress.

    BJP yavarighe Ondu Thodu (Charandi) Sari Madoke yogyathe ella.

    From the past 4 years we are insisting our BJP corporator to repair the Charandi. But he never responded.

    Therefore BJP only tries to gain Hindu Vote, but when it comes to work, they avoid the common Hindu people.

    Congress wins or does'nt, it does not matter but BJP should be completely eradicated from the Country as it has happened in the present elections. Its status is 1/5 (Only in goa). Atleast Congress situation is 2/5 better than BJP.

    The comments in this column are either supporting or blaming the two parties and a few about BJP candidate being un-educated. But has anyone looked at the real picture? Gulzar Banu was the scape-goat from congress as they certainly knew that she would lose the elections, but some how won by, 'luck by chance'. Look at her CV, a class 8 out, what does she know about the governance?     yeah definitely BJP lost 4 seats compared to last election. But what happened to congress in Goa? and in UP too Congress displayed themselves as the strong contender for ruling after SP. Infact they returned as 4th in the list not even 3rd. Even after campaining with so called big guns of congress Rahul Gandhi, Priyanka Gandhi Vadhra (Does not want to change her name to vadhra from gandhi want to rule with the name of gandhi) etc etc.. Finally they ended up at 4th position.

    Swayamgoshitha Asthi Terige (Property Tax) was not implemented when Congress was in Corporation Of Mangalore. This will not be was ensured by Sri. B. Janardhan Poojary. And he did what he said.

    All the Charandi Kamagaari's were Completed neatly when Congress was in power. BJP is doing all incomplete work. Thus claiming lots of Innocent lives.

    My dear friends most of the concrete double roads are completed during Congress government,
    1. M.G. Road -> Inaugrated by S.M. Krishna.
    2. Managudda Road -> Inaugrated by Sri. B. Janardhan Poojary.
    3. Pumpwell to Milagres -> Foundation Stone Laid by Sri. B. Janardhan Poojary @ Pumpwell. First Phase starting from Milagres to Jyothi was inaugrated by congress mayor Vijaya Arun. The second phase from jyothi to Bendoorwell & third phase from Bendoorwell to Pumpwell was completed by DC during governors rule.
    3. Airport Road (from Polytechnic to Yeyyadi) -> during Congress Shashidhar Hegde's mayorship.
    4. Lady Hill to Urwa Store -> during Congress Mayor Diwakar
    5. Urwa Store to Kottara Chowki -> This was done much before M. G. Road, by Congress.

    BJP yavarighe Ondu Thodu (Charandi) Sari Madoke yogyathe ella.

    From the past 4 years we are insisting our BJP corporator to repair the Charandi. But he never responded.

    Therefore BJP only tries to gain Hindu Vote, but when it comes to work, they avoid the common Hindu people.

    Congress wins or does'nt, it does not matter but BJP should be completely eradicated from the Country as it has happened in the present elections. Its status is 1/5 (Only in goa). Atleast Congress situation is 2/5 better than BJP.

    It’s very surprising to hear for people from particular caste to prove their cast with certificate too. It’s a lesson for all reserved candidates to prepare themselves with cast certificate even though they belong to other caste!!!!!! In the very first statement issued by Gulzar Banu that she will ensure to provide 24 hours water supply to Mangaloreans. I think she might have forgotten that few years back all most all posts in Mangalore held by Congress only. GULZAR BANU became mayor only as per the procedure and not through the election. The biggest mistake which the BJP did is that they didnot file in a dummy candidate for the post of mayor. If they had done so there would have been the mayor election and GULZAR BANU would have been not eligible for post of mayor at all.

    Its an accident and chance. Its not by choice... It happened a month back where a BJP candidate was elected unopposed as the congress candidates nomination was rejected on technical grounds. By the way, Who is BJPs mayoral candidate who cant understand simple english/kannada. If elected, what she would have performed. God saved Mangalore from an illiterate mayor...Congrats to new mayor and sympathy to BJP.

    Roopa Bangera is not suitable for Mayors post, as she don't know the requirements for filing nomination for mayors post.     Congress can't rule states anymore, so they will be content with posts like Mayor as after the just concluded elections Chief Minister from Congress Party seems a distant dream. Downfall of Congress from ruling the whole country they have lost on to states and will soon loose cities and village panchayats in the next 10-15 years if they dont change their model of functioning and improved governance. Shameless Congress has ruled India for more than 50 years and there are 600 million people in our counry with no access to toilets and sanitation. Is this the development Mr. Amul baby ( Raul baba) was promising, even they have lost their traditional bastion of Amethi and Rae bareily.

    Just for filing to submit a Caste Certificate, can the Mayor post be changed from BJP to CONGRESS ?? This is just impossible.. You can ask for such missing documents by giving sufficient time frame. You can not have even LUNCH in 10mins then, What can you do in 10 mins ?

    This shows how Congress getting in to power every place. JUST BY HOOK OR CROOK. thats all.. filed to submit Caste certificate does not mean BJP lost the Majority...

    When you file a APPEAL in court for any case with INSUFFICIENT documents, then even the COURT adjourn you APPEAL for reasonable time frame. IT DOES NOT the Law in favour of the Opponents.
