Mangalore/Udupi, Jul 10: ‘Anna Bhagya’, an ambitious scheme announced by the Congress government in its election manifesto, provinding rice at Re 1 per kg for below poverty line (BPL) families in the state, was launched in the district by district in-charge minister B Ramanth Rai at Town Hall here on Wednesday July 10.

The scheme was launched across the state simultaneously on the same day. While chief minister Siddaramaiah launched the scheme in Bangalore, the ministers launched it in their respective districts.

Under this scheme, families holding BPL cards will get between 10-30 kg rice per month at Re 1 a kg. One-member family can buy up to 10 kg, two-member family 20 kg and family with three and more members can get 30 kg of rice.

To mark the formal launch, minister Rai distributed rice to around 30 families. The programme was presided over by MLA J R Lobo while MLA Mohiuddin Bava, deputy commissioner N Prakash, ZP CEO K N Vijayprakash shared the dais.

Addressing the gathering, Rai expressed his happiness on the launch of the scheme and said, "One of the important promises made by the Congress government in its manifesto, that is rice at Re 1 per kg, has been fulfilled. The decision was taken by the government in its first cabinet meeting.

"There are various major projects undertaken by the government to support to weaker sections. In our country, rice is distributed to poor people at Rs 3, but our state has moved a little ahead by distributing it for Re 1."

He further said, "During former chief minister S M Krishna’s regime, ‘Akshara Dasoha’, a major programme was launched through which literacy rate increased. It is only through education that we can develop the society."

"The ‘Anna Bhagya’ programme is a milestone in the history of Karnataka. I hope that it will be useful to the poor. It is the duty of all people to ensure that this scheme is not misused," he added.

MLA J R Lobo in his presidential address said, "Giving rice at Re 1 was a difficult task for the government as it had to meet the challenges of collecting the rice stock and more importantly, this scheme will put a burden of Rs 4,000-plus crore on the government."

"Even though the financial condition of the state is not that great, the state government has taken a big decision for the welfare of the poor. It is the duty of each one of us to thank the chief minister and his team for undertaking this big work," he said.

Lauding this scheme as a good step to wipe the tears of poor people, Lobo said there was no politics behind it and it was mainly implemented for the betterment of the society. He wished this scheme runs smoothly without any problem.

"The central government is also planning to enact Food Security Bill. If that is implemented, there is a possibility that this scheme may stop, or it may even continue," added Lobo.

In Udupi district, minister Vinay Kumar Sorake launched the scheme and distributed rice bags to deserving families at Kaup Veerabhadra Sabhabhavan and Kundapur taluk office. He also inaugurated the scheme at Byndoor and Karkala.

"This scheme is one of the most important promises made by the Congress in its manifesto. This scheme is purely meant for the poor. Through the implementation of this scheme, the state government wants to tell the people that it is with the poor. Nobody should go hungry from this date onwards," Sorake said.

The scheme will cost Rs 2.32 crore to the goverment in Udupi district. Also, 6 kg of wheat will be given at Rs 2 per month, he added.

"The scheme should reach those who cannot afford three meals a day," he said, urging officials to work towards its success. In the coming days, schemes will be launched for the welfare of APL families too, he assured.

There are one lac BPL families in Udupi district and 87 lac in the state.

But the scheme is only for the BPL card holders? Do you think really the BPL families are holding the cards? There are many who are much above APL yet possess BPL. So the Govt should scrutinize and issue BPL card to the real BPL families first.

Polished rice is useless, it does not have any nutrition except carbohydrates. Rice is not staple food of entire Karnataka. Ragi, jowar, bajra rich in nutrition is the food of working class. By asking them to switch over to rice you end up with pot bellied people like mangaloreans good for talking. Rice also needs curry, means there is an additional expense on other things. Ragi, Jowar rotti you can relish with just raw onions.
According to me it must be:
Raagi Bhagya in Mysore Area
Jolada Bhagya in north karnataka
And for Coastal people, Meenu Bhagya

scheme is not at all good.............state government can transfer the subsidy money directly to a/cs of BPL family instead of distributing rice on open market this scheme will end up very soon do to black marketing or corruption charges.
If govt really thinking the welfare of the society they have do more than this. this scheme will make people more lazy as they are getting rice for a one rupee.
today in a place like mangalore this very hard to get labors for any sort of work whether this for a simple household work or construction work. due to these tyoe of scheme people will never bother about working 6 days a week or monthly basis as their budget will be lower than before.
One thing is sure these political parties BJP or congress are wasting our hard earned money(tax).

Anna Bhagya Scheme will wipe out tears from many economically poor families. There are families which are dependent on widows or women for survival. Burden on such families will be reduced a lot. There are families where Men drink n loiter irresponsibly. They expect wife or mother to take care of children/siblings n take care of Men too. Such women for whom living everyday life is a big challenge will find some solace though this scheme. Hungry people need to be fed first, then they can be prepared for nation building - said swami vivekananda.

Hunger for people like mahatma Gandhi became a powerful tool to explore truth n fight against injustice. It also is a tool for self-awakening. This conscious hunger practice is different from hunger of poor people. As MLA JR Lobo pointed out, it was not easy for the government to organize sufficient food grains for Annabhagya. Government had to slog hard to make this scheme become a reality. To that extent governments efforts are laudable n praiseworthy.

I am sure if someone helps us in dire needs, we will remember their help forever. People who benefit from pro-people programs will remember government for help. The ambulance service of 108 of previous government also helped many poor people.

One criticism with Annabhagya is it will make youth idle and people may not work. Let us see after feeding people well, whether they will sleep or they will work.

It would be great if the Government had identified alot of Ashrams and Homes which care for the poor and the needy who have no one to care. There are so many homes which depend on Individuals to donate .Why cant the Govt see into this and provide rice so that the burdern on these homes comes down.There are so many Charitiable homes who pick up people lying on the road who have no one to care for ?why not sanction rice for them every month?In the pics above only a couple of them looked BPL.If Government feeds like this , these BPL families will have 5 to 6 Children and Population will increase causing a big threat to the Country.I Hope our Chief Minister has heard Mohan Das Pai saying spend this money to improve skill of the BPL families.

Very Good program by Both Central & State Government. It will definitely help the poor people. But I am thinking why we are still in such bad situation even after 66 years of Independence. As per information 1 Crore BPL families (may be around 2 crore people) in Karnataka. It is almost 1/3 of population. Central govt saying 2/3 of india population is going to get benefit of “Food Bill”. So I am not really understanding whether this is the Present Government achievement or Big FAILURE of Post Independent Governments. Majority of the post independent period ruled by Congress. Why government couldn’t make people at least self sustainable.. Why 2/3rd of population still below poverty level. Who is responsible for this condition of Indians ?
