Capt Ganesh Karnik Responds to Open Letter, Assures Justice to NRIs

Mangalore, Jul 26: Following the open letter in Daijiworld and the resulting public outrage over his apathy in addressing issues concerning NRIs, Capt Ganesh Karnik, within a couple of hours of the letter's publication, assured that he will do everything in his power to get justice for NRIs.

Capt Karnik, who called Daijiworld editor-in-chief Walter Nandalike on phone in response to the latter's letter, said that he regrets the inconvenience caused due to lapse in communication, as he was busy with Presidential poll and the ongoing state legislative session. "I regret that due to my busy schedule, I could not concentrate on these issues. I am aware of the problems faced by NRIs in Mangalore Airport customs," he said.

"Once the legislative session gets over on August 2, I will visit Mangalore and meet the Airport customs commissioner, and address the issues faced by NRIs," he assured.

"Working for NRIs has always been a priority for me. I consider it very important, and I will do my best to ensure that NRIs get justice. All NRI issues will be addressed to the departments concerned and efforts will be made to find appropriate solutions," he said.

In addition, Mangalore south MLA U T Khader also read and responded to the letter. He too called the editor-in-chief and offered his services and help in tackling the issues concerning NRIs. "I am ready to do everything within my capacity," he said.

We hope that prompt action will be taken on the promises, and that Capt Karnik will look into the problems at the earliest. We also hope that we will not need another open letter as a reminder.

Sub : Your negligence in addressing the problems of NRIs from Coastal Region


Dear Sir,

In the year 2008, when you were appointed Karnataka State's first NRI Cell's deputy chairman, we the people of coastal region, especially NRIs, were very happy, and had high expectations from you. Being young and dynamic, you inspired many through your good work and your humble nature.

You have inspired the people abroad, especially in the Gulf region to start NRI associations in order to work for the betterment of NRIs. Your intention was two-way - to get benefits from the state government to the NRIs, and from NRIs to the state.

When you attended the inaugural function of Gulf Karnataka Forum, you, like any other seasoned politician, gave many assurances. But people had confidence in you, as they consider you not as a politician, but a true intellectual who easily understands the problems of people, and approaches them in the right way. You made a commitment to the people on working out the following issues:

Treating NRK (Non-resident people of Karnataka) children on par with locals in CET exams, and introducing Kannada oral exam instead of written;
NRK identity cards in place of ration cards;
NRK helpline offices at three places as a single window;
Insurance schemes in collaboration with national insurance companies;
Encouragement to NRI housing projects;
High-level delegation to inform and educate NRKs on welfare activities, children's education, investment opportunities, etc;
Partner in progress in the welfare of Karnataka people living in the Gulf

Later you travelled around the Gulf, attended public events, assured several things. In Kuwait, Doha, Muscat and Bahrain too people placed high hopes on you.

But sir, what has happened to the NRI Cell now ?

Is it still alive ?

If so, why are you neglecting some of the burning issues pertaining NRIs, like the recent problems faced by them at the Mangalore Airport ?

When our correspondent approached you on July 17, 2012 to brief you on the latest problems, you said you were aware of them, and that you read the content in Daijiworld. You told our correspondent that you were busy in Bangalore in connection with the Presidential polls

Yes, we agree that for you, Presidential poll is more important than understanding the problems of NRIs.

On July 19, once again our correspondent called you for a follow-up. You said you were in a function and would call us back shortly.

You never returned the call.

Fine, we called you again on July 24, 2012. You again told us you would call back.

Same day, we called you again, but you disconnected the call.

We sent you SMS asking whether you were still holding your position in the NRI Cell. No reply.

You were simply not bothered to return our calls or reply to our SMS, not even for courtesy sake. Perhaps, you too felt that NRI stood for Not Required Indian !

Is this what we expect of a highly educated Member of Legislative Council, that too one elected by the teachers of this region?

For your information, when we called MP Nalin Kumar, he was more than happy to assist us in every possible way. He not only assured us his support, but even took the initiative to follow up on the issue. He has given us enough time to listen to our concerns.

When we called Udupi MP J P Hegde he was in a public function, but exactly after an hour he called us back and gave us a patient listening. He assured us that he would fight for us in the Parliament.

We are aware that the state government has nothing to do with Mangalore Airport or its customs problems. We are not demanding any solution from the state government.

But as you are officially responsible for NRI affairs of the state, you would be the ideal person to take up the matter concerning NRIs with the central government.

We had hoped your action would carry weight, and that the central government would address our problems quickly.

In case you have forgotten all those promises made to NRIs and need to be reminded about your duties towards the people, please follow the two links we have inserted from daijiworld archives.

We are forced to write this letter as there was no other way to reach you.

In case you are still interested in working for the betterment of NRIs of Karnataka, we will be more than happy to join hands with you by briefing you on our concerns.

Kudos to Walter for a well written open letter. It is unfortunate, but a necessity in present times to remind public officials of their roles and responsibilities to the general public by means of an open letter. Seems like "all" elected officials are the same. They promise the moon until they get elected and then forget all about it and go their merry way of looting people.
This seems to be the norm of all elected officials - from center to state.
Thank god we have media like Daijiworld now to expose such incidents and make people aware. Life is difficult as is, and these corrupt officials make it difficult even more.

Are there any "sane" public officials anywhere??
Have public forgotten that they have the powers to elect such people??

Hold such people to task for not doing their jobs. They are paid to do the job.
Without accountability, democracy does not work.

Thanks Daiji and Team. I appriciate your open letter. In fact that Capt.Ganesh Karnik represents Teacher constituency. What he has done in last six years ? He never called a single meeting any teachers.My direct question to him being elected Representative of teachers at least once in a month can he call a meeting of Government official of education department, teachers, parents, general public. This is in the purview of his, his state government. I had gone through his excuses - busy in presidential polls, Busy in meeting etc, etc. But tomorrow let it one more elections - all these politician runs at your doorstep demand your valuable votes. Fortunatively this time he wins very thin majority. Our teacher are given messages.

NRIs must abide by customs laws and pay customs duties as applicable. Off course no harrasment by customs officials is to be tolerated. Harrasment by customs officials is only to pocket bribe.
Teach a liesson to custo,s officials by not bribing them, pay duty as apllicable or if you cannot do not bring items beyond allowed allowance. Customs officials do not make the rules. If rules need to be changed approach relevant higher authorities.

Best thing what I would suggest is stop entertaining those tricky politicians when they visit gulf or any other overseas trip.They visit,enjoy your carpet welcome,nice bouquet of flowers,memento to their honor,lavish party thrown for them in five star hotel and give some hulka phulka speech,endless promises and so on.After enjoying all these at the end what they think NRIs are doing better than their compatriots back home and hence don't bother to heed NRIs pleas/problems.Give some lengthy speech,give heaps of false promises as long as they with you people.Once they leave the place Hare Ram hare Krishna.

No need to listen to NRIs problems,they are doing well without knowing the real problems in depth faced by NRIs and finding solutions for that.We can not blame them squarely for our own mistakes.In reality we are to be blamed.Don't give hospitality,don't throw lavish party in five star hotels,don't honor them,don't give them VIP treatment and over all instead take them to remote labor quarters/camps and show them the reality of problems faced by NRIs,their living condition,place where they live.But they may not be interested to visit those places thinking that they might loose their identity.That depicts what exactly the life of Gulf bound NRIs.Some blessed people(20%) may be enjoying but 80% of the NRIs are in real difficulties.

Gulf is not the heaven for minting money.We can not pluck the money from trees,have to toil day and night under scorching sun,winter with so much of emotional attachments with us.Hence please help those people who are returning after two three years and don't harass them at the airport/custom.Lend your helping hand.sort out the loopholes in the system.Don't make NRIs sacrifice goat.They are the real backbone of Indian economy.Honorable MLAs,MPS,Ministers,Govt machinery please open your eyes,don't close it.

Today I walked through the customs, there is big disconnection between passengers and customs, the passenger also need to be blamed as many think they think they have immunity from paying duty as they are NRI’s. Many brought dutiable items and argue with the customs, I saw a passenger brought Nido milk powder for which custom guys stopped him , I don’t know why Indians bring milk powder where you can get same over here, I had electronic item with me , custom office tried all his trick but I stood firm on Rs 35,000/= rule which read from Daijidubai (Thanks to Daiji) finally he gave up , he let me go. So guys don’t argue on un necessary things get on the point and discuss ad you will win.

To narrate, when I had been here to Dubai initially in 2009, same arrogance was showed by the authorities including the Immigration officers by questioning the reason you are going to Dubai and why you have to stay so long in Dubai, I immediately answered none of your business. Being a Mangalorean, these idiots shows this arrogance to their same native mates. Same treatment was initiated for my brother while he had come for a visit and he is a teenage boy and was carrying a small zippo fancy lighter inside his luggage on which most of the businessman or anyone carry it for litting up the cigrate. But these guys have seized his lighter and have made him sign on the paper for apologizing.....

Maybe this "Captain" Ganesh Karnik was captain of Kabbadi or lagori team in school days, or in neighbourhood playground. It is highly unlikely he was a Captain in the Indian Army, Navy, or Airforce, because, usually people in the armed forces are trained to be responsible for their commitment and actions, (which I don't see in this guy). If they take up a responsibility, then they are duty bound to follow it up, and complete the job. It comes naturally to them after years of training in a highly disciplined organization.

There are many more politicians in and around Mangalore...so far they were not woken up by Daijiworld ...May be...!!!!??? Is there any way to get chemical laced currency(or at least chemical), so that we can handover these corrupt customs officers to Lokayukata police. Mr Karnik must be joking when he said he was busy in Presidential Elections. Is he also a member of Election commission? It is a well known fact that the so called ‘Presidential Election ’ is mere Media created propaganda that started in early June’12 .
It would be good to know as to how much he draws in cash and kind from the Government of Karnataka in the capacity of Deputy Chairman of NRI Cell? I doubt if he was sincere in his two way theory, it looks just one way -Get benefits from the Government for himself.
I also like take this opportunity to draw the attention of the Custom officer who spoke to the editor of DW on the condition of anonymity, trying to justify the actions of his gang (sorry to use this word). I wonder how much custom duty (from passengers)they have collected for the exchequer since the Mangalore Airport was awarded International airport status? Why are the custom officers lenient to the women who arrive with gold jewellery? Most of these women might be highly paid utives or spouses/relatives of utives and rich businessmen. On the contrary they should be lenient to the unskilled labourers who toil with their blood and sweat in extreme weather and bring some valuables for their loved ones when they visit homeland once in two or three years?

Did anyone think about filing a writ petition in Karnataka HighCourt challenging the duty free allowance for gold ornaments? The antiquated free allowance of Rs.10,000 doesn't even cover the "Mangalsutra". If the stay is granted, it will effectively stop the harrassment to certain extent.

Hats off to Walter Nadalike, for taking up atleast this issue to start with. I am sure you are aware of several other issues faced by the NRI's from Mangalore and karnatka state. In fact I would like to request Walter to take another imporatant issue of "Direct Flight from Riyad to Mangalore. This is long pending issue and several NRI orgainisations from KSA has tried very hard to realise this dream. I personally met Capt. Karnik in Karkala 2 years back and had given him a request for Direct flight on be half of "KWAR" from Riyadh. However it seems that no serious effort is done from him.We need now atleast from "Daiji" to take up this issue with External Ministry along with other influential politicians. Once again thank you for trying to bring in "Limelight" a seriuos issue. We urge you to take up these issues one by one. Atleast let us make a sincere effort, United we stand..Divided we ??...-All the best to Daiji World again.

It is really a regrettable and shameful behavior from Mr. Ganesh Karnik.

Here I have serious question on title " CAPTAIN" used by Mr. Karnik? From where he gets this title? Is he was a "CAPTAIN" in armed forces of India. This option looks unlikely as people from armed forces are much more disciplined and would not behaved in this manner.

Secondly does he get title "CAPTAIN" from merchant navy where master mariner is called Captin. Which cannot be used as a official title.

Hope at least now Mr.Karnik wakes up and does justification for his posts MLC & Dy Chairman NRI Cell.

GOD BLESS YOU - one issue the present is customs and other is AI INDIA EXPRESS - looting of AIR INDIA EXPRESS join with other air lines - GO TO THE SITE AIR INDIA = MANGALORE TO MUSCAT - rS.18500/_ FOR THE flight charges to Muscat.
hardly it was from 5800 to 9000.
What AIR INDIA AND BJP government got the right to increase the fair 100% to gulf countries? Is Minister Ajit singh also joined with the looting team to persuade the poor white coloured employees of the Gulf????
Is congress party of Manmoan Singh and Sonia Ghandi and Rahul Ghandi also aware of the looting?? is they aware then it is fine?? please look into it and be justified why these 100% increase to these poor workers. their salary is hardly increased 4% only and not 60% as the Indian Government employees or the MP/MLA of india.
please look into it and help them.

The issue of Customs at Mangalore Airport is not the only problem. There are many more burnig issues on sufferings of NRIs. Every rule in India seems to be formed against NRIs. People are jealous of NRIs probably because they think they NRIs have better income than residents. The fact is, NRIs spend their life's savings in getting a job abroad, slog like pigs to earn their livelyhood, sacrifice their family life and social life. At the end, they are being treated like Alians in their own country.
The interest rate for NRE accounts was less than 2% till recently when the Govt realised that Foreign Exch reserves were running low.
NRI senior citizens are not given the extra Income Tax relief. They cannot invest in PPF, Infrastructural bonds, NSC etc.
NRI senior citizens are not given higher rate of interest on NRO deposits.
Even in schools and colleges, the fees for NRIs is higher.
Finally every other citizen assumes that NRIs need to be charged more just to sqeeze more money out of them.
All this is because the Govt thinks that NRI has committed a great sin.
