Mangalore, Jul 10: Ever since international flights were allowed to land at Bajpe airport, passengers flying to and fro have been facing problems one after the other. Air India Express flight itself has been a major trouble maker in terms of inconsistent schedules, price wars, attitude of ground and crew staff, missing luggage, diverting flights to other cities  and many other common problems. On the other hand, one cannot deny the huge benefits gained by the passengers of the coastal region, whose travel time has been reduced drastically due to the direct flight facility.

The other problem faced by the passengers is from the customs authorities. 'Harassment' by the custom authorities has been a common complaint, but this has become part and parcel in any airport in India, hence, one cannot point out only Mangalore.

But the recent problems faced by the Gulf-bound passengers are quite serious, and need to be addressed widely. For the past 3-4 weeks, Daijiworld offices in Mangalore as well as Dubai have flooded with complaints of 'harassment' by customs officials at the airport.

Until recently a man or a woman could walk out from the customs wearing sizable articles of jewellery. But all of a sudden, without public notice or media announcement, Mangalore customs officials are stopping women wearing jewellery (mostly gold) worth more than Rs 20,000 and men with jewellery worth over Rs 10,000. Even if one wears the gold, one is subject to pay the customs duty!

Hence, if you are stopped by the customs for wearing gold above the specified limits, don't be surprised!

When Daijiworld discussed this problem with customs officials, P A Mohammed, superintendent of customs, Mangalore airport, who visited Daijiworld office to explain the customs rules and requested us to educate passengers through this website, said that passengers must possess 'export certificate' for their gold and other valuables to avoid any hassles. When passengers leave from Mangalore, it is advisable to declare the gold and obtain the export certificate, or gold value must be certified by an authorized jewellery in Mangalore or elsewhere. "One such authorized jeweller who can value the gold jewellery is Canara Jewelers in Mangalore,” he added.

"If they produce the same certificate while returning from a foreign country, they can walk out without any hassles. If there is no export certificate available with the passengers, then a tariff value of $ 507 per 10 grams will be levied when the gold jewellery is brought back on arrival," he said.

"Due to constraints of time and facility, it is difficult for the customs authority at the airport to evaluate the value of the jewellery studded with diamonds and precious stones. To ease the problem, one can present their jewellery to customs at least 24 hours in advance. As an alternate way, they can also present documents like purchase invoice/ valuation certificate issued by government approved authorized jeweller for obtaining export certificate."

Is this a New Rule ?

Daijiworld tried to learn whether this process is newly implemented, but no accurate answer is available with any of the officials. When Daijiworld tried to seek more information on this issue and tried to contact the assistant commissioner, there was no response.

Now, Daijiworld has decided to file for an RTI to procure documents explaining when such a rule was brought into effect, and other nitty gritty in connection to the rules.

In the coming days, passengers may inform if the rule is strictly implemented. But visiting the recommended jewellery unit in Mangalore and getting the certificate is impossible, as there are hundreds of passengers staying away from Mangalore who choose to fly from its airport.

There is another point to be mentioned here. What happens to those who already travelled last year or even before - when they arrive in Mangalore, how will they be treated? Where  can they get tehe xport certificate? Why have the customs authorities woken up only now? Why can't they educate every passenger when he or she departs from Mangalore?

Will Export Certificate Encourages Corruption?

As of now, the major complaint among most of the passengers is about the rude attitude and behaviour of customs officials at the Airport. "First they give us a scare by quoting a big amount as customs duty, and then they negotiate for cash," this is the common complaint.

Below is a letter from the husband of a passenger, who, with her two little kids faced untold harassment at Mangalore airport. The letter has been reproduced briefly for the benefit of the readers as well as the higher customs authorities.

Letter dated, July 8, 2012:

Last week my wife along with my children travelled to Mangalore on vacation. Since she is traveling alone with the children, a direct ticket was booked with Air India Express.

My wife was wearing a necklace and four bangles and a wedding ring and my daughter was wearing a small necklace.

The customs officer on duty stopped her and valued the gold at around Rs 2 lac (I would have been happier to take Rs 2 lac and hand over all the items to that officer). He asked her to pay a duty of Rs 40,000. Since I sensed this gimmick from the customs I told her not to pay anything and to tell them that she does not have that much of money. He came down to Rs 30,000, then to Rs 25,000, down to Rs 20,000 and to Rs 15,000 and finally Rs 10,000.

By that time all the passengers were out and it was too late. My wife called me again to inform the status and also informed me that the customs officer had held them and one more family back, while the whole airport was empty.

Again I told her to tell the officer that she did not have that much money (and in reality too she was not carrying much cash). The customs officer did not oblige to her request to enter the items in Passport so that we could take it back.

Finally, the officer came down to Rs 5,000, and since it was already dark outside, the children were tired and hungry, and with 70 km to travel home, she paid Rs 5,000 to the officer and came out after about 50 minutes ordeal with the customs officials. She reached home at 12.30 am.

Now, although we made the offence of paying a bribe, not only us but anybody would be happy to settle for Rs 5,000 instead of Rs 40,000. Passengers are in a confusion, specially with regard to duty on gold. How much gold can a person wear? What is the permissible limit ? How is the duty calculated? Can competent custom authorities listen to my plea?

Gold and Women

No doubt gold is one of most fascinating articles of jewllery for any woman. Any woman or a girl child wears at least a chain or mangalsutra, a few bangles, rings, earrings, etc. Women who travel from abroad wear minimum gold worth between Rs 60,000 to Rs 1,00,000. Does that mean every passenger will end up paying Rs 40,000 - 50,000? or Rs 5,000 as bribe?

Is this Rule for Mangalore only ?

There is still a question whether this 'Export Certificate' process is only for Mangalore passengers. When daijiworld contacted a couple of Gulf-bound passengers who arrived via Bangalore airport, they said "There was no such harassment in Bangalore airport. We passed the checkings without any trouble, and no one at the customs bothered to ask or check us on how much jewellery or gold we were wearing."

However, Mangalore custom officials say this rule is applicable to all international airports in India.

As maximum number of passengers from the Gulf arrive in Mangalore during this season (June - July - August) due to summer vacation in the Gulf, the 'export certificate' problem might cause much inconvenience to both the customs as well as the passengers.

Hence, it is advisable for the authorities concerned to come up with a solution so that passengers have smooth sailing in Mangalore. If this continues, there is a danger that passengers may give the airport a skip, especially if the money demanded by the customs is not a small amount!

Harassment by the custom authorities is very much there in all airports in India. My Worst experience is at Mumbai and Hyderabad airports. I had to carry my wife's some of ornaments as she left before me and there was some function to attend in hyd. customs officer opened every thing then he scared me by some big figure some around rs. 50k. after arguing a bit,I said, there is no clarity about the rules, please tell me whats the limit then he said, dont waste my time, you are supposed to read and know before coming. fianlly I said I dont have that much money, he asked me to pay him rs. 10k and leave. I dont have even 2k i said... finally I gave him just Omani rials 20/- and left. on the whole, I can say in short " Really they are worst than roadside Beggers". Even today i dont have clarity about the custom duty. I dont know where is correct and d info is available. I`` really appreciate if some one post info. or provide links of the same

Dear All,

I went through the same hassle recently when I came to India through Bangalore Airport in Nov 12. I was lucky as I just had to give Indian rupees to the customs officer in exchange for a Qutar currency. This was agreed after my wife had a long discussion with two customs officers.

Now I have enquired a lot with Customs- Bangalore Airport and obtained the directions to get an ' Eport Certificate' for the gold
you are wearing and carrying in hand baggage.

I am yet to get this certification done in next week.

Follow the steps below:

1. Obtain the gold valuation certificate for all of your jewellery including the ones you wear on you at the following address.

I spoke to them and they have informed me that they will charge
Rs. 5000 or 0.5% of the value of the gold being certified.

This certificate is valid for 3 years. Hopefully, gold rule may
change soon to give more comfort to all NRIs.
Worth spending this much rather than getting harassed by customs.


2. Take this certificate with you to the airport and show
it to the customs officer. They will issue the 'Export
Certificate'

if this incident happens,who is available at airport to take the decission on the spot if the if the passenger is right? to whom one should contact ? is this that first bribe them to come out & then give a complaint about this ? who will read all these & come forward to take desciplinary action ?whether police is available along with customs officer to give a complaint if this type of misbehavior happens ?

I am surprised at those who want to run down any comment from people that merely points out the law. There seems to be some sort of mob mentality at work here. Coming to the law- The law says that a man can bring up to 10,000 rs worth of gold (and a lady, 20,000). This is the law. you many not like the law (and I too feel it is outdated), but what do you expect the law enforcers to do? Ignore the law just so that you and I dont like it? Remember all govt departments have an internal vigilance that ensures govt officials adhere to rules. I am even more amused at people talking about the cost of living in 1967 and what not. I mean, whats the point? Law enforcers are here to enforce the law, whether you and I like it or not. If you don't like the law, ask the government to change it. Simple It's silly to ask customs officials to ignore laws that you don't like. Next, should a thief will ask a policeman not to catch him because he feels punishment for theft is too harsh?

Provide additional pages in Passport for " GOLD IN & GOLD OUT " and mention the name of ornament with weight and not in terms of value. Enter the weight in the system alongwith passport no. put stamp for gold in/out page also. Take tax for the addtional weight. Start from passenger going out of India. I hope this may work-out.

Even if we sit a whole day and read the rules does that 1967 rule of carrying Rs 10000 worth gold on men and Rs 20000 for women sound applicable to you in todays time?. Looks like you are not having a family and looks like your not providing your wife and kids the right to wear gold on daily basis. If it was applicable to you,then i dont think if your staying in dubai and travelling back to mangalore you would have such a comment. Im still saying we are ready to pay the required duty if the amount is reasonable. Make it Rs 1lakh or 2lakh But when gold prices have sky rocketed it doesnt make any sense to allow only Rs 20000 worth gold to be carried. As even a small finger ring bangle,and chain which are basics for women in india will weigh approx 35gms which will approx cost AED 6300. so please educate yourself before educating others. We are not un-educated people who stay and work in gulf,you maybe as your totally unaware of the laws which need to change with time. Else you along with Sangeetha and others will have to leave the city and stay in a forest. Why get civilised and come to gulf for a living. Go back and work in Mangalore and see how you will like it being there itself.

Please check the excise of other countries as well if its as outdated like the indian rules. If milk prices are hiked by a rupee or two you all raise voices and put a strike,then why should we not object the old rule for a better permissable limit considering the rate of gold.

I wish all citizen of India as educated as Ms Sangeetha ,who have prior knowledge of what to carry & what not to carry, if doesn't know also , keep their baggage at one corner , look for board which is stating the rules and regulation of baggage, read and understand the things and match with what they carried along with them and then disclose how much is dutiable and non dutiable items they carried.

Arey Sangeetha , those who working in gulf less than 30 % percent of them them probably doing white collared job and those above 70 % of the people travel back India once in a year or two year. People who doen't have patience to unlock their seat belt until flight completely comes to rest (which is wrong), do you thing think they have a patience to read the rules and regulations at the airport. Just think at the level of common people understand the reality and practicality of the situations.

While reading u r comments , it look like u r the agents of Mangalore customs or u r self are the custom personnel’s and wanted to get rid of the curse of million people suffered by specially Mangalore customs. May be u people have sleep-less nights for the curse of the people for looting their hard earned money. Now will u pls (Three of u) tell us, till date how much u paid back to government in form of sales tax/ income tax /surge charge/VAT ete. Nafisa, how much u contributed to our government as u claim our country run through taxes?. Do u know how much tax v pay for air ticket? Buying gold from India, are u ensure it is 22ct. While trying to exchange(in Dubai) the broken chain purchased from India, surprised me to find out it is 20ct.

Export Certificate for the gold and other valuables are always helpful when you return. But the customs officers at the airport, always dissuade you from obtaining an export certificate. This is common in many airports. They simply say there is no need for EC for your personal camera, laptop, smart phone, small or medium quantity of jewellery. But on your return, they harass you for not having EC.
Last time when I insisted on EC, the officer asked sarcastically, "How many kilos of gold are your carrying abroad?" Mangalore customs normally do not harass passengers. But it is a pity that they have also changed now or some bad elements have joined in.

Absolutely right as explained by Ms Sangeetha, the rules governing the import/export of gold.

If passengers do not wish to pay the relevant duty, do not bring that item. it is simple. Is gold not available in India ? In fact it is much cheaper in India and making charges are any time lesser than in UAE.

In USA our India people do not use this yellow metal. Nor are they bringing this gold when they are coming to India for holidays.

Sooner or later this has to stop and Government has definitely found malpractices and want to plug them rightly.

Take up the grievances with the Government. Jai Ho !!

We are not against paying customs duty Nafisa. If the law was implemented in 1967 and those days if 1 gram was costing less than Rs100,then obviously carrying Rs 10000 worth gold can be an ideal permissable limit imposed by the central excise and customs. But in todays price how would you expect to pay customs every single time you buy gold and return or travel from ur homeland. Does this make any sense to you Ms. Nafisa?

Im thinking your not aware whats the gold price today and just talking your way out. If i go other way round,when this rule was implemented in 1967 why all of sudden the customs officers have woken up and why they dint peform thier duties earlier.

In my reasoning,most people staying in india as pissed bcoz they think living in dubai and the cant pay customs. But for all the people residing in india and who think a 1967 rule has to apply in todays time where gold price is hiked so high then i guess you need to really open your eyes. Just because your not paying it doesnt matter to you but if you were travelling like us,all would be taking the other side of the coin.

So judge yourself only if you would also be paying. and as some say why buy gold abroad buy in india,which foolish person staying for more than a year would buy gold in india. and what do we wear when we reside here in uae..? Stones...? Does it make any sense to buy gold in india,wear it for a month while we are staying there and leave it in lockers while returning,if we need to live this way what sense does it make.
Nafisa learn ur lesson well before coming to any conclusion. Better not talk when your not in the same boat like us. Only when you shell money from your pocket you realise.

First thing they look for the address are you from Karnataka or from Kerala . if he is from Kerala then he is gone for a toss

Madam,looks like ur living and residing in india unlike us. If you were us and if you were staying abroad for a year and come on vacation im sure you will buy valuables from UAE just like us. And would you like to pay customs everytime you travel? Obviously as a lady, every lady wear minimum no of valuables on thier body which is very common in india and it doesnt make sense when we have to pay each and evry visit to our homeland. Also some of us live here for more than a year at a stretch so that doesnt mean we have to pay customs duty for gold we buy on every visit.

Also when its coming to custom duty why are you getting so alarmed. We people though staying abroad,come back to india,pay our regular taxes back home for the entire year even though we never use any services back home. I dont think anyone should be upset just bcz the gulf govt provides us tax free income,its not ur business. We all living abroad pay our taxes (muncipality tax, income tax, etc) each and every year we come back on vacation.

Coming to rules,how many rules you indians residing in India follow unlike what we indians do abroad here. Its not rules what matters but how we change with time.If rules cant change with time,then i suppose you should live in stone age and not use modern appliances in todays time.

If you had to attend a closest friends wedding and you had to carry your gold to a gulf country would you pay customs of Rs 40000 or above for atleast Rs2 lakh gold that you would atleast be carrying with you. Think Ms Sangeetha,dont jump to conclusions when your not in the boat. We all work hard,save money and spend it the same way just as you wud do in india. Its a global world now and everyone buys gold in every part of the world,but never pay customs like whats implemented in Mangalore. One day Mangalore aiport will be closed.
Lets all join together and travel via Mumbai and Bangalore and stop this hassel. I guess that should solve the problem

Dear friends,
As per the rules, the person can wear gold jewellery, but a male person ncan not take more than 10 gms og GOLD by way of coins or in any form not in the form of jewellery and a female carry 25 gms of GOLD. This is a new thing which is heard recently. In such case, they have to inform in advance, and all of a sudden one cannot implement this overnight and illtreat or make the passengers stranded.
Dear Officers, those who bring GOLD for trading or smuggle would do it inthier own way with their hands in with the custom authorities. Do not make the innocent passengers stranded . They might purchase this gold for self use or for the use of the kin and kith for theiur for their marriage. Let us curb smuggling and those culprits who really escape from the grip of law enforcing bodies and stop targetting teh middle class family who have come over to gulf for vocation andheactually struggle and live a difficult life for the betterment or comfortable living for their kith and kin back home.

Punidsh those who required to be punished. Even the constitution says do not punish an innocent only on the pretext or on prejudice unless it is proved properly.
Recall teh incident, where in 11 Custom Officers were csaught refd handed with abooty of over 40 lacs in the airport. First put you in the position of passengers and question yourselves what u are doing is just. Let us punish the culprits but at the same time let us not troublle the innocents.

Naveen Shetty, you first paragraph make sense to read. While the second not. People who work for years in the gulf need not to purchase gold and jewellery in India. They can buy it in the gulf where best quality with strict halmarking on the purity check in practice. In India who is confirming the purity check in halmarking process? the corrupt govt officials?

If the jewellery shop wala bribe them they can hallmark 21 carat jewellery as 22 caret also. What is the control? But in the gulf market there is strict trade practice in this industry. So quality is super.

Secondly you mentioned about keeping the jewellery in the locker in India while returning to the gulf? If someone works for 10 or 15 years in the gulf with family, can we expect them to buy gold/ jewellery everytime for use? can't they travel back with the same jewellery wearing on thier body?

There are only two possibilities here. One put pressure on political brass to change the archaic laws which have become redundant due to inflation and depreciation of the Indian currency. They need to increase the duty free allowance immediately. As citizens of India we have the option to file a Public Interest Litigation asking the court to direct the government to increase the limits. Another option is directly pursuing the matter with minister concerned. But the later may take longer time than the first one.

The other option for the NRIs is to comply with the law of the land fully. What they can do is remit the entire money to India through regular transfers and buy the gold in India. There is no much saving when you compare the gold prices in UAE and India. Only issue is of quality but we need to understand that today most of the gold which is being sold is coming from India. So the simple problem for all the problems is SEND MONEY TO INDIA AND BUY GOLD IN INDIA. DON’T BRING THE GOLD TO DUBAI WHILE YOU ARE RETURNING. PUT IT IN A BANK LOCKER AND SAVE ALL THE PAIN.

by the final announcement over to board in and our names are called by the AI announcers and they searching for us 2 passangers and we are in the customs cabin. finaly I opened the door and come out and informed we are the passangers. They waited few miniutes and we rushed into the plane. Luckly we boarded the plane. See what is the cruelty to the passangers and if we are not controlled or out time is bad, we would have been booked for misbehaving in side the air-port and our planned journey is in trouble. Since I was traelling for the last 25 years, of course we travelled and arrived and checked out all the air port, Delhi, mumbai,ahamadbad, trivandrum, kochi, however this is the very bad situation happend in the Mangalore Airport check-out.
so people are to know these two - air india and now customs also jointly torturning the gulf passangers. These are known to every one, but all eyes are closed to them and sharing the profit in evening from sweeper to these sort of officers. Infact there were no time left for me to make a written complaint after this incident to the customs officer and handover to him with the officer name is still. i feel as a guilt in my part and follow it up with the authorities are the right way. so please watchful while entering this in the voucher book also, otherwise you will loose your valuable. If some one steel from jewelery shop is called theft and this sort of attitude by an offer with his white dress coded is called what????? Why they given the white dress colour code ??. THESE ARE SOME WAY OF LOTTING THE GULF POOR PASSANGERS. I arrived in Mumbai from Dubai on 6th July (with my family) & customs authorities did not even ask us to screen our baggage thru' green channel (as it is pre-screened on arrival)& asked us to exit the airport without asking any questions. It was the fastest exit ever!!! (Yes, my wife was wearing gold).

When custom officers demanding bribe in foreign currency ,the passengers were not giving them their demanded amount . Then they will threaten the passengers that ,they will book a case for holding foreign currency. But when they get the bribe in foreign currency ,who will book a case against them for holding foreign currency and where they exchange the currency. It is totally illegal to hold foreign currency without proper documents and foreign visa.Any comments from Mr. Vasudevan?

another one http://www.airindiaexpress.in. I think these are jointly looting Gulf bound passangers during the summer holidays. See air india ticket published Rs.18500/- there is no one there to ask. For customs, perhaps some one suggested the people can follow the custom officers houses jointly. However it will be a crime if we do something like this, which is avoided by the Gulf poor white colourd workers. May be after 2 years they go when the school is closed with the children, they there are people who want to loot them like thiefs who are getting our Goverment salary. Last year when I am returning from Mangalore, we carried out Gold ornments since no one in the house. We asked the custom department to endorse in the passport, they refused and said we are not doing it. We asked to see the incharge of the duty officer, then the counter man said he will come only evening, while our flight was 10.30am. We were not comprimised with it and me and my wife stand at the counter after check in without going. after 35/40 miniutes the counter office took us into the closed rooms and started to see the valuables. while weighin and entering the ornaments, he ask several questions and divert our attentions. he put a chain inside the table drawer under his writing pad which I was noticing while my wife unpack and show her ornaments. all counting finsh he signed the paper from the book, tear and given the slip without entering the chain. I asked why you put the chain inside the drawer without writing this? he said it is his chain in the drawer. we started argument and other officer arrived there. they had chat in their language which i could not follow. I did not leave it and time is passing, the argument is getting hot. When they fine I am not leaving the situation, another officer came there to intervene and he find us are not tollerable, he picked up the chain and given to us. By thing time the final checking call over and

Earlier Customs Superintendent officers like Jockim Pinto ,Vinod Poovappa and Shubha are really helpful for passengers both in Arrival and Departure sides.They used to guide and resolve any problems faced by the passengers in the Airport. I feel we need such kind of officers in the present situation.

Millions thanks to DAIJI Team to act on the issue. The issue is too complicated due to lack of knowledge on import/export rules with the customs officials in the said airport.
In principle, charging duty on gold/jewellery worn by the passenger can not be a lawful act. Of course, if the items are kept in the luggage being crossing the custom gate, then officials have right to question on its value, qty, etc. But if the jewellery is worn in the body,then they dont have legal right to ask anythig.
Myself and surely, many others might have already visited India several time wearing the same items during thier exits and entries in Mangalore airport, how can they arrange export certificate for those items. If such confusion is taking place on dailiy basis, then all the gulf passengers MUST resist this and bring an end to the dectatorship from these un professional officers in Mangalore Airport.
All the NRIs must get together and address this matter to Indian Embassy, request them to sommon Indian customs Head, relevant minister in India, may be the President of the country. Let them give us a clear justification as to what is import/export rules on this topic of carrying jewellery while travelling.They must ensure that the rule is common to all the customs department in all the airports country wide. Else, this harrassment and bargain for bribes keep mounting up in Mangalore. ...The Embassy must act on the concerns of NRI's.

Dear brohters n sisters after reading all the above comments more than 200,i hv a suggestion when nothing is done by the top officials then it is time we do it ourselves.As in airport a passenger is rounded by 4 or more custom officers,we can do the same outside the airport.He too may have family wife and childrens.Just need to track his home address/accidents keep happening every day.

How many of us are willing to see the guideline boards put up at the departure and arrival halls in the airports. Show me one single public individual/passenger who has accepted the rules inspite of explaining to them and making them understand, let alone paying duty. Everyone of us take the shortest route to getting out of things. We don’t mind waiting for hours together at other countries bending down to their whims and fancies but make a hue and cry back at home. We have a tendency of following only one single policy- When in india don’t follow rules, don’t try to understand rules even if explained, try to take a shortcut and blame others and try to break rules.
There are boards placed at the departure hall of airports for taking export certificate and the arrival hall explaining the rules and regulations about baggage. But how many of us see them if we have any doubts. No. We don’t have time.
For all the readers of this forum, has anyone bothered to check the rules? No.
There is a website www.cbec.gov.in/travellers.htm for rules pertaining to baggage for international passengers.
And also see the customs notification no.12/2012 dated 17.3.2012. in this notification please see serial no.321, 322 and 323 for the rates of duty on gold and silver if imported. Also see the condition no. 35 at the next table in the notification where the details about passengers are clearly mentioned. The government has fixed a rate for gold and silver imported which is mentioned in the customs notification no.55/2012-Non-Tariff dated 29.6.2012 which is also available in the cbec.gov.in website in the customs notifications down menu. The present limits are very small compared to the value of gold at today's rates. it is better to request the govt to look into the matter to enhance the limits rather than blame others. we should take export certificate for gold when we leave india with gold and show it on return. Or don't buy gold in foreign countries.buy here.

When Mr. Jockim Pinto was the chief of customs at Mangalore Airport, this kind of harassment was not there. Now, mostly non-Mangaloreans are in there and therefore, it has turned out to be a money making racket. The corrupt officials deserve punishment and passengers the justice. It seems all out agitation outside Airport is one of the options. Recording in secret cameras and uploading in Youtube is the other option. Naming and shaming the corrupt officials in a big way the third option. I don't think corrupt seniors will punish the corrupt juniors. We have to work out our own strategy.

If with educated people, they bargain like this, then, how they will swindle the uneducated poor people!!

According to the Baggage Rules gold bars are charged at 300 INR per 10grams and ornaments at 750 INR per 10grams 3% education cess over and above the free allowance of 10000 INR and 20000 INR for gold imports. I do not know under what rules the Customs Officer claims to charge 705 dollars per 10gm.

Our country runs through taxes and to an extent it is we who are bearing the fruits of our own income. As an Indian I’m ashamed to see the laziness in us to know our law and to quickly resort to bribe for our so called convenience. We are the real culprits. I request the passengers to have a look at the site www.cbec.gov.in and not blame the law enforcers for following something which has not been made by them. And if they encounter any unscrupulous practices being done to them , please voice out your opinion against it rather than give in to it for the sake of being time conscious.

We cant blame the officials if it is we who offer them money as we can be held equally guilty for the same. Be educated. Know your rules. If you have to pay duty pay it the right way , ask the officers to issue a challan and pay it via the bank account. For the uneducated people payment done thru challan does’nt go into anybody’s pockets it goes to the government. Its upto you to make the choice.

It is common practice of the people of India (myself included) to jump into self- made conclusions overlooking the core reality of the issue. Be it the corruption at the highest level of office in the country or the issue of the ‘so called’ harassment of customs in the mangalore airport we are first to point fingers to the nearest target rather than overlooking our role in the whole matter.

Having a look at all the comments posted regarding this issue I’m surprised at the support it has garnered from all quarters without checking out the basic issue they are talking about. We are all focusing on and making a big hue and cry about the duty you have to pay for the gold and other commodities being carried from abroad into the country and the nuinsance and hassles it is creating amount the passengers who after a tired flight just wants to return home but when it comes to paying the VAT at a restaurant or spending thousands in a shopping mall on tax inclusive items , it is pretty ok with us. If the rules which apply to these day to day pleasures are ok by us to follow them, why not this duty? Why are we partial to certain taxes and not to a few others?

Coming to the customs duty at the airport, the law which for furbished a few decades ago for the duty to be imposed on the gold carried by passengers and which is insignificant according to the current gold rates, are decided by the law makers of the country. How can we point our fingers at the law enforcers? What is their fault when they are just following the rules laid down by them to follow? Coming to the corruption aspect of the whole issue, corruption starts with you. Corruption applies to people GIVING and TAKING bribe. To those unaware the procedure to be followed while paying duty at the airport is through a challan which the officer in charge issues the passenger if he/she is liable to pay the duty which in turn is to be paid to a bank account set up at the airport.

Then where is the question of the money going to the officers hands? Bribe surfaces when the thought pops in the head of the citizens to bribe the official.

People talk about no customs duty by the customs officials in other parts of the country well to sharpen their memories duty for gold has been charged from all corners of the country, even from celebrities. Statistics show the maximum revenue collected from airport duty is from the metropolitan cities. Why this hue and cry about making an export certificate. Why should we blame the rule, for our laziness to take a bit of trouble. Why are we so lazy to study our law and enquire about it? Im sure many of u may have bitter experiences but is it justified to blame the entire system for one or two black sheep?

People coming from the gulf are exempted from paying taxes in the country and when it comes to paying a pittance to your country for the actual amount of wealth you are garnering throughout the year it becomes a burden? Our country run

I landed at Mangalore Port on 4TH March at around 7.00 AM. From 7.30 to 9.30PM customs of Mangalore port harassed me like anything and forced me to bribe them Rs 2000/- for the gold ornaments I had with me. They stopped around 8 passengers for possession of gold ornaments worth value more than Rs 10,000/- or More than 4 Gram Weight. Everyone had paid Min of Rs 500/- to 1500/- according to the demands of Customs ppl. I was the last one to who left the port that morning.

They openly demanded us to pay, otherwise to leave the port without carrying the ornament. Also they said the amount what we are paying is distributed to many employees who are in their team. They showed some documents for penalty, which will be prepared on our name, if we are not willing to pay them. and the amount of penalty will be Rs 13000/- for my ornaments. They were in hurry b’coz of change in their duty at 9.30 AM. So finally they accepted for Rs 2000/- from the original demand of Rs 5000/-.

Since I had many commitments during my days of vacation, cud not think and do anything against this subject.

In Addition to this problem Air India express representative’s behavior is very worst. They are not treating the passenger well and they don’t have manners how to talk with passengers. I will also would like to suggest all the travelers to avoid this flight unless until you have an emergency. Once the travelers are reduced then only management and the government will understand the situation. Thanks Daijiworld. Please raise this issue to higher authority. I Hope there are some sincere higher authority people will understand the difficulty of travelers and will resolve the problem. And also we have to raise a voice to concern department to revise the law for baggage rules.

It is usual practice of mangalore airport customs officials to grab money.I had also this bad experience before 6 months for a TV.First one lady staff started to negotiate with me along with one male staff.I denied to pay.Finally they reduced the amount.By too much argument lastly they allowed me go out.I felt scare because number of passengers bribing these terrorists without any words and taking their goods out.Just imagine how much black money turnover per day?In the name customs these people enjoying salary bribe.This is india.Mera bharath mahan.

Regarding this customs duty i would like to suggest that, Customs duty should be reduced as it should be very nominal like RS.100 per gm on gold & also there should be slab wise increase in duty. Slab should be given in terms of qty & not in terms of value of gold. Ideally one person 100 gram gold should be kept as duty exempted. cap should be fixed for maximum limit of gold. If any other electronic items then there should be two methods for calculating duty.

One for common electronics & other one for luxury electronics. Under common electronics category mobile, wrist watch etc & luxury electronics category like LCD, Laptop, handy cam, etc. common category electronics should be fully duty exempted & luxury category electronics duty should be levied but one person one each from different type of electronics should be kept as duty free. This points are in view of common air travel passengers of abroad who are working in gulf region & this should not be applicable to those passengers who are travelling abroad in relation with his/her business in India with a motive to make profit by utilizing this new rule. If such public friendly rules would be implemented then 100% bribe taking and giving practice will be reduced. Let us see if nothing is going to govt officers pocket how many of them are there to work sincerely like the working interest which is currently appearing in Mangalore airport customs officials.

this is one of the worst news that i have ever heard. So now this tells us that married people wont be able to wear a ring or a mangalsutra?? will they charge customs on that also?? if they do then that is the most unexpected customs duty a person can ever pay to the government... India has soo much money especially the politicians who steal the money from us normal people who struggle and work hard to earn that money and they keep it in their swiss accounts and enjoy life. Now for these government officials, why not the politicians remove some money from their pockets that they stole and increase the salary of the officials but i guess this will also not make any difference as this world has become a greedy especially we Indians and for the first time i will say with all courage that i am not proud to be an Indian. And also i would give great thanks to Daiji world for exposing these thieves to us.... i guess from now on i will not travel directly to mangalore but take an alternative flight and wouldnt mind spending time in Mumbai or Bangalore or any other place then give money to people who are not worthy of it.

If Indian Govt. newly introduces a NRI income-tax and asks NRI's to pay about 0.0005 percent of their income as income-tax how many of us will honestly pay the tax....? No man wants to pay a tax so even the one who has got a bill from customs is crying here.... tell them to make known to the NRIs the right duty, pay it and get a receipt OR the other option would be dont carry any gold and tv. Dont be against payment of right duty but fight only corruption.

First of all I thank daiji world for taking this intiative. I had travelled on June 5 from Muscat to Mangalore with lots of difficulties due to non availability of ticket (as per air Inida express)and after paying OMR - 120 (approximat - Rs.16,000 that time) for one way, but when i boarded to Flight not more than 50% of seats full, to my utter shock i asked my friend who as travelled on 3 June he aslo informed the same thing. I reuest daiji to look into this aspect also even when seats are not full why they looting the passengers and even online booking also its show seats are not available why this is so..... and in Mangalore Air port... on that day as i came on emergency leave i had no lagage... aproximately 15 kilo i had, so one of the passenger who also travelling to Mangalore requested me in Muscat air port to share his lagage, as only 37 kilo is allowed per passenger, during our conversation at air port i came to know that he is working as a technican and returning to home town after two and half years, so he shopped bit, as a courtesy i taken his one lagage around 10 kg
on boarding total my lagage came to 27 kg including his bag. In Mangalore after custome clearence i was waiting for that gentleman more than two hours out side the airport, atlast 9.45pm he came and i asked why the delay... he informed that custome people stopped him for enquiry stating that he has duitiable items like perfumes and other and asked to open the bagage, when is about to open it others are sorounded him asking questions like how many years after you are coming back and asked 10,000 as cutom duty, when he refused they taken assport and threatend him to ceases the passport etc. at last ended up with paying them rs. 4000 that to in terms of OMR.and one redlabel whishky and cigarate packe..i request air port authority to put clear rules in advance that we must follow, and custome chek with CC TV which can be by viewed by all to make it transparent.

I had booked ticket Muscat-Mumbai-Mangalore. Now I cancelled and I am travelling till Mumbai only because i have some jewellery for my sisters marriage. I will never take Mangalore flight.

Every visit I makeup my mind to waste at least 1-2hrs (thanks to my wife who supports me) in the customs of Mangalore airport. This is become a habit to me since AirIndia express started their services. I'm proud that till today I never paid any bakshis to these officers, whatever is there it is thru receipt only. But, I’m not sure is this money goes to govt. because there is no serial no nor any register maintained. All these years I was wondering how to raise a voice against these corrupt people thank you Daiji at last you have given us a chance to raise our voice.

I would like to share my recent experience with you guys i.e 3rd May ’12, due to no luggage my friend asked me to take a 32” LCD TV which I agreed. For my surprise the officer stopped me and asked me to pay Rs.4000 customs. When I asked him why? he said, it is LED TV worth Rs 48,000/- in India. I told him to open his eyes and read properly on the box and there our argument started that was lasted for an hour. At last he tore a bill for Rs 2,300/- for a TV worth in Dubai for AED 1,200/- or sometimes with offer it comes free!!!.

If a politician visits they salutes them because he is their baap in corruption isn’t it? I want to know what these officers think of us a criminals or a way to their extra income? Some where we need to put a full stop…come on lets join hands together and fight.

This is a chainlink racket from top to bottom in customs dept. at Mangalore Airport. During my last visit to Mangalore,Iwas carrying 12Nos. of Brass Coated Hinges (4"size) costing around IRS.90/- each piece. To my utter surprise, the customs people demanded Rs.3000/- whereas the total cost of these hinges will not be so much. I refused to pay the said amount and the argument went on with three more guys from the customs dept. To start with,the so called customs man demanded the duty amount in his authoritative voice no response from me. Then those two guys started talking to me in a polite way, to pay whatever I can and clear the place. I told them to keep those hinges for themselves for which they didnt agree and threatened to file a case against me.After long arguments they let me go without paying duty as any lay man can understand that this small quantity of hinges doesnt attract any duty whatsoever. Moreover since these customs people from top to bottom have share from their "something", there is every chance to put off the watchdog camera, if at all there, during their illegal operations are on. We need not be surprised in a short time, if we find a small board saying "mobile and cameras prohibited in this area" by these crooks.
Finally, a humble request to the concerned authorities to view this matter very seriously and put a brake to this racket of harassment and looting the NRIs' hard-earned money in the Gulf.

Mangalore International Airport was in news in past for their achievement of tracing / detaining passengers travelling with fake passports...wow! how competent, how proud the officials were in declaring its as flashing news, each one wanted to get credit for that !!!! Now when so called day light robbery in form of bribes, taking away stuff, harassing passengers is put forward no officials are ready to take credit or boldly come forward??!!
May be that fake passport holder got passport in other name due to unavoidable reasons just to go abroad work and feed his family. He is anydat better because he lives on his hard earned money, unlike these so called officers who loot people thinking it’s their right.
That’s the way rather in wrong way…survival of the fittest !!!!

Well,seeing the comments on this article all that i can say is Awesome,Fantastic Support by all the Daiji readers.I would like to Thank Daijiworld for raising up the issue on behalf of all the people.Well,this topic/issue must be taken seriously & forwarded to the higher customs authorities.We NRI's know that how difficult it is to work in abroad.Myself being a Professional Aeronautical Engineer I wont even get 6 hours of sleep in a day here,we leave our country come far away & work hard without peace of mind,rest & finally when we step down to our homeland to have a peace of mind these Mangalore custom people screw our time as well as our Happy enjoying mood.None of them are happy here with this custom issues,feels pity for the ones who has lost their money on Customs.I guess the future of NRI's are very bad, Just a few days back there was an report in the news saying that 12% deduction will be done from all the NRI based account on their credited amount which may come to exist soon.Now the trouble from Mangalore Custom authority has been a big problem to all the ones who are traveling on a direct Flight by Air India Express.We must be just happy that there is a direct flight to Mlore thats all,who the hell is interested to pay more and come down in that bludddy Air India Aircraft when the Connecting aircraft's charges lower fare than their's which may also help us all to solve the customs problems as well.These Mlore Custom people are really an headache to everyone traveling through Mangalore airport.Finally i Request daijiworld to report this issue immediately to Higher Authority.My special thanks to all the readers here for your Wonderful & valuable comments which may really help us to solve this issue in future.Anyway Let us all Hope for the Best result.

I had a similar experience in the month of April this year when i was teravelling with my wife. Custom officer stopped me for 1 hour and demanded Rs. 7,500 because i was carrying just 24 grams of gold and a sandwich maker [electric appliance]. when having discusion all custom officers[they were 4 at the time] with loud voice started telling in kannada that Dubai [foreign] country inda sikka patti Gold theko bartaarey. But i said that it is not that much [just 24 grams] then the custom officers said we can allow you only 4 grams and a small electric appliance. I was shocked and requested that i m not aware of the new law but i remember in college days we have studied in Income Tax subject that we can get 24 grams of gold. For this matter they started again speaking rude to me and said Mr. if you want to go you have to pay the custom duty and dont teach us income tax n all.
At last i was forced to pay a bribe of 2,500 rupees [after negotiation] as my was wife was pregnant and we have to travel 140 kms from so called Mangalore International Airport.

Very good article by Daijiworld. It is an eyeopener for the travelers from the Gulf to learn the rules, than act smart without knowing the rules. It is high time that the Govt. changes these outdated rules and increases the free allowance in respect of the qty or value of Gold per pax. My understanding is that duty is put to bring gold prices on par with the domestic rate. Earlier passengers used to smuggle gold in their underwear etc, but now have become bold and brazenly display it openly. I hope all the pax request for an export certificate in future to prove that their gold is locally bought and travel without any hassles rather than cribbing on their return.

I am travelling Mangalore next month for my brother’s marriage, I have my mangalalsutra, 4 bangles, 2 chains, my babys small bangles and chain, all are bought may be 2 – 3 years back. (mangalalsutra now costs more than Rs 1,00,000) what I will do ? Can I keep all the jewelley here only and attend my brother’s wedding without jewellery … plz advice anybody

Thanks for the very Informative article of the customs at Mlore Airport these officials are a shame to Society.Capture them On cameras and expose them to higher authorites ,and know your rights by downloading the latest documentation from the Indian customs website also all airports are supposed to have a customer care officer who you could talk to. All latest informations should be carefully read before you plan a journey the next time.

The customs rule and the limit has to be reviewed as it was done couple of decades ago when the gold rate was probhably 200 to 300 Rupees per gram. Therefore, the limit must be increased in proportion to the current gold rate and inflation ratio.
Now the time has come to join hands with Daiji and fight aginst the corrupt customs officers at Mangalore Airport. Our Daijiworld is doing fabulous job..!

I have noticed one thing the note on the immigration counter which states that the maximum amount to be carried with you while on travel is Rs 10,000/- INR or US$ 10,000/- per passanger. So how to pay the custom guys an high amount wouldn't we be caught by other authorites for carrying an high amount??? Please Mangalore Airport you need to check how other internationl airports in India work in order to improve.

thanks dajiworld for this wondreful article i myself experielced this when i has come to india in 2011 we werw waiting for our luggage to come when we got it it had a cross mark on it the custom officer lady stopped us on our way out i told her there is nothing in the box except a charging light she argued me on that then i told if u want u can open the box and see but u have to close and give us as we have packed then she kept quiet and turned to me and started asking me whether i have i have the bill for the gold im wearing when i told her that when i came before 2 times nobody told me that there was this system and im listening for the 1st time and i started shouting with her on this matter then seeing here and there she let us to go its not fair we are so tried travelling in the plane after that we hae to face this problem also i have been in bahraib for 12yrs and before been travelling from bombay but never had this problem before. why this rule is in mangalore only.

Some of us are still asking Daiji to take up this issue more seriously, asking Daiji to bring an end! Daiji has done its best to expose the problem. Now it is up to us travellers, to boycott AI Express or all travellers support each other when the other is harassed, stand up for each other, we are not alone there are 150 passengers on the flight! When we have travelled via Bombay or bangalore in our earlier days , why can't we do so now? When the revenue of the Mangalore airport decreases, then the aviation authorities will realise their mistake and serious action will be taken. Why is AI express able to raise their ticket so much? Because we are ready to pay, hence first it is our mistake. We must boycott them.

Beware, most emails ids ending with gov.in are non-functional or ever do they respond. It is sad that communication culture is very poor or redressal system within the country is pathetically poor. Most of the appellate bodies employ former retirees who have always supported and created the mismanagement. How do you expect them to infringe the system while they were in power misused them?

Raid these officers & take back the loot, instantly. Bureaucrats are fearless in doing wrong things and law and justice in supports it by way of never ending delays.

I also experienced this in 2010. I was travelling with my 2 kids. also my aged mother, my brother & his fly & my sister & her son also were there with me. our flight went to kochi because of bad weather and we were sitting inside the flight for more thaan 5 hours in kochi. after that again we came to mangalore and landed around 2:30 in the afternoon we were hungry specially kids. my son was just 3 years and my daughter 5 1/2 yrs old not eaten anything from previous day. above that customs people stopped us and harassed us to pay customs for gold. I had only my mangalsutra in bag. we were not ready to pay anything. i got very angry because i was nervous with hunger and tiredness. i just sat there & told them to write in the passport they were not ready to do that. i told this gold what is there i had taken from here not a single new thing is there then why should i pay. the lady there was telling men are not allowed to wear gold. i was really very upset and raised my voice and they told they also know to raise their voices but atlast they have to leave us without getting anything to fill their pockets. i told them Bombay is much better i will travel from there but not from mangalore. i told you people are spoiling our mangalore airport. hope people in authority look into this matter and solve the problem. i travelled from Bombay in Dec 2011 with 5 bangles and chain and necklace and Mangalsutra but no one said anything so I think problem is only in Mangalore airport.

a friend of mine who was travelling to Bombay from Muscat went via Mangalore sot that he can accompany my mother who was travelling back to India, as usual he had 2 liters of spirit with him as most of the international passengers would have. But the idiots at the Mangalore airport, would not allow him to travel to Bombay with the spirits, apart from that since he could not speak the native language, he had to go through all sorts of harassment, so much so that he in the end traveled by bus.
the one monkies working there at the airport says its ok to take it, while the other monkey says its not allowed & HE would not allow it. MANGALORE AIRPORT IS ONE OF THE WORST IN TERMS OF CUSTOMS HARASSMENT & UNTRAINED STAFF ATTITUDE.

It was 2007, and I was travelling for my brother's wedding... I was carrying some old gold ornaments along with a gold chain for my brother. I was stopped in customs, asking me abt the wt of the ornaments, as it was old i was not sure abt it... they made me wait nearly for an hour and told me to pay the duty as it exceeds 20,000 Rs mark. My brother was supposed to pick me up from the airport so I was not carrying any substantial amt of cash. There was this lady customs officer(I am not sure she is customs or police, she was wearing police uniform)who argued on my behalf, saying show me one woman among all these people including your wife who is wearing less than 20,000 worth gold. I was let go just because of her arguement. I am eternally thankful for her. Now I dont carry or wear any ornaments other than my mangalasutra, travelling from Mangalore Airport. Though I did carry and wear the ornaments while travelling through Banglore airport and was never harassed there.

Good article daiji,thank u very much for u r info.Same prblm i faced in 2006 april in mng airport,moving from kuwait,that time in my bag 10 pavan gold,officer forced me to pay rs 5000,i asked y i pay to u,one of coolie told me dont argue give something,that time i told to officer my home is near to airport,i will wait here no prblm but i cant pay u money,at last he compramised for 500 ruppees,i paid rs 500 then i went outside.
