Mangaluru: MCC to conduct property assessment survey from Feb 1

Mangaluru, Jan 29: Mangaluru City Corporation (MCC) commissioner Akshay Sridhar on Friday, January 29 said that the MCC will hold a property survey for the assessment of property tax in all the wards MCC from Monday, February 1.

He was speaking during the general council meeting held at City Corporation Hall here.

"The city corporation has already begun with the property assessment survey to gather details on the pilot basis. The multi-purpose workers will go door-to-door to gather information and the residents should provide information as per the information on Self Assessment of Property Tax Form," he said.



He also said that the MCC covered 2.5 lac properties in the city, there are still other properties under the limits of Mangaluru City Corporation, which are yet to be covered. The survey will take at least 45 days to complete, informed Sridhar. He also said that the multi-purpose Workers will be roped in the survey to collect details of a property.

Congress corporator Anil Kumar in the meeting complained that the officials have suspended a Wallman in his ward and that officials are transferring the concerned following pressure from other corporators. Reacting to this, mayor Diwakar asked the officials not to suspend or transfer any of the Wallman from their duty, without first bringing it to the notice of mayor or the MCC commissioner.

Corporator Shashidar Hegde also pointed out that the residents in the city are not receiving the water bill on time. "Residents are receiving water bills once in three months, this becomes a financial burden. There are residents in the city who pay the water bill on time when they receive bills on time. Hence, MCC should provide the water bill on time," he said.

Later, he urged the mayor to provide Rs 25 lac to the corporators for the development of wards. In response to this request, the mayor said the matter will be considered after a discussion with the accounts department is held.

Responding to corporator AC Vinayaraj's query over the compensation for the victims of Pachhanady landslide, commissioner Sridhar said, "MCC received as many as 102 applications seeking the compensation. Of which, 69 are original. Rs 14 crore compensation has been provided to a few families for the loss suffered by their homes and land, excluding the compensation for the crop loss. Government has also sanctioned Rs 2.66 lac but we are waiting for the written order from the court in this regard."

Vinayaraj also said that the MCC should have introduced the online app for accessing the trade license application or the renewal after studying the merits and demerits, "When we look for the application on Google Play Store we find 10 similar applications, which one is genuine?. The app on the other hand is only available on android and not iOS.

To this, the commissioner said that he will display the QR code of the app in front of MCC so that people can download the app from Play Store by scanning it. In the coming days, the application will also be available on iOS and Windows mobile operating system, Sridhar informed.

Lady Hill circle to be named after Narayana Guru

The MCC council also passed a resolution to rename the Lady Hill circle after spiritual leader, philosopher Brahmashri Narayana Guru.

It may be recalled that many organisations were demanding to rename the circle after Brahmashri Narayana Guru. The resolution will be sent to the government for approval. So far the authorities have received 41 objections against renaming the circle.

    The MCC should have a policy by which they should say that they will conduct this exercise once in 5 or 10 years. Then I accept it. Tax for retired families should be less as also for self occupied and older buildings

    In many other cities , self assessment means during the survey apart from municipal officials the owner is also present and photographs and measurements of the property are taken. A draft bill is sent with the measurements and formula of calculations. The owner is supposed to verify the details and if there are errors they are corrected. Then every year bills with the measurements and formula are sent, which has to be paid by the owner.Surveys are carried out every 10 years unless there is a change in the constructed area. Unlike here the owner does not have to fill a 5 page form in duplicate and stand at 3 different queues for paying the bill.Bills can be paid online or physically.I hope the same method is adopted here too.

    Sir ..Is this an open statement from the MCC saying that "Our current Land records of MCC residents is not ok?
    Why is there a need for another survey ? .From Nadawali ,Khata to E-Khata to UPOR (Property record) ..what happens to these ? are these null and void if so ..why did we spend so much time on all these? If a Citizen has to visit the MCC offices is a nightmare .
    From table to table we have grease your palms to get even a oral response .Please visit each area and do the collection yourself .Bring this activity to our homes directly .Similar like the Phanchayat visit planned by DV and deputy DC. You can win some credibility back. Else it will be treated as another proxy activity for corruption .

    Your current revenue collection from property tax collection is flawed .There are many technical gaps which threatens the quality and integrity of the data that the MCC has.
