Bengaluru: Schools to reopen in July, admission to commence from June 8

Bengaluru, Jun 3: The department of public instruction has planned to reopen government, aided, and private schools in the state on July 1. It has given the go ahead for the admission process to begin from June 8 onwards.

This decision is in tune with the stand of the central government to relax coronavirus norms and allow schools, educational / training / coaching Institutions etc to be opened, after consultation with states and union territories.

The headmasters of schools have been asked to convene a meeting of parents, guardians, partners, and school development and monitoring committees (SDMC) to put together opinions about the way the respective schools have to be run. The department said that if the opinion emerging in the meeting is not supportive of the plan to reopen the school, it can suggest alternative date. The meeting also has been given the responsibility to decide whether classes should be run on shift basis or not.

A meeting of the state chief secretary, primary and secondary education department commissioner, commissioner in the department of public instruction and officials of the department of education and senior educationists held by the state government on June 1. The meeting, presided over by the state primary and secondary education minister S Suresh Kumar, decided to hold meetings at the school level with the proposed dates of reopening of classes as follows:

1. 4th to 7th standard – July 1, 2020
2. 1st to 3rd standard – July 15, 2020
3. 8th to 10th standard – July 15, 2020
4. Pre-primary class – July 20, 2020

The meeting at the school level will discuss about maintaining social distance between students, consider proposal to hold classes on shifts basis (8 am to 12 noon and 1 pm to 5 pm) and also the desirability of splitting the classes and holding classes on alternate days.

The schools have been advised to undertake safety measures and prepare for holding parent - teachers and SDMC meetings. They have to begin admission process by June 8, and hold meeting of parents, SDMC committee etc as above between June 10 and 12, collect opinions and upload the same in SATS software. Between June 15 and 30 they have to conduct admission campaign and see that children who are left out of the schools are brought back. They then have to take all necessary steps to open the school.

The scheduled date for high schools has been worked out by the government, duly taking into account the fact that SSLC examinations will be held from June 25 to July 4 and evaluation of answer sheets will be undertaken thereafter.

    Starting schools in July in the present pandemic situation would be a foolish decision, as this will put a burden on the public / school infrastructure. Firstly it is nearly impossible to conduct classes for all students by maintaining physical distancing in the already limited infrastructural constraints faced by most of the schools. Even if the classes are conducted in batches, it will still put burden on the public infrastructure? School children may become carriers and even victims of Covid, in the overzealousness of the authorities to start schools. The monsoon adds to this risk.

    Moreover the present examination system anyway does not serve any meaningful purpose other than assessing one’s memory retention skills in the upper primary sections. Similar to what Kerala Government has done, Karnataka should conduct online classes for students. My suggestion would be no classes till 4th , online classes from 5th standard onwards with mandatory viewing hours and online assessments without any regular examinations. Regular classes may be conducted for 8th standard onwards after 6 months depending upon overall pandemic situation in the state. This reduced number of students will facilitate easy implementation of physical distancing too.

    Govt should stop experimenting on children. We should all voice against this. I dont completely agree that social distancing has resulted in less flue cases. It is because of lockdown, children used to stay indoor and have hot lunch on time by prepared by parents and avoiding of junk food, hotel food etc. To certain extent, hand washing also got rid of risk of infections.
    But once they start going to school in rain, by auto, buses etc naturally immunity there will be risk of getting infected. We are hearing since last two days that the people have forgotten social distancing and get into crowded buses. When learned people, adults are doing this, how can we expect small school going children follow social distancing. The govt should stop this idea and postpone the school reopening atleast until October, hoping that covid-19 situation might improve by that time.

    Amidst COVID 19 and people facing a lot of difficulties, schools have started collecting a hefty fee, with no confirmation on the mode of classes being conducted, safety precaution they would be taking or even any new of starting school, why are people forced to pay a fee at this point of time.

    Many have got messages from school/colleges to pay the fees. Some of them paid the fees too because of the fear that, their child may loose the seat or thinking of one year getting wasted. They sent the messages on which base ? It seems there was no message whether the child has been promoted or how safely they will conduct the classes... Children are made to pay the fees but there's no guarantee when the schools will open? Once the fees are paid, they are not refundable. Now a days, many parents are having only one kid.. may be school going or college going. Do you think any parent wants to take risk? Are there sufficient hospitals? Medical instruments? Medical staff if it spreads rapidly.... Look at our own udupi... See the condition of Maharashtra.... Let them put effort and start online classes...

    No School till Zero Covid case is a good thinking, but Not Practical.

    Udupi had ZERO NEW cases from March last week to May 2nd Week for 1.5 months.
    After lockdown opened, now it has highest case in India.

    Till there is Total lockdown happens, Udupi cannot go back to ZERO Covid case. Until, other parts of India also become ZERO Covid case, which is impossible.

    Even if Passenger travel is banned, people may use Trucks or Lorry as a mode of transport.

    ONLY Govt School children will suffer Now.

    - 3 years of No Physical School (Assuming Herd Immunity of 70% achieved by 2024). But, poor children will lose out (without monthly Internet & digital gadgets) & may commit suicide as it happened in Kerala.
    - All teachers & Support Staff will NOT get salary & other benefits for next 3 years
    - Double shift for teachers for same salary.. From Morning 7 AM to Night 10 PM. Compromising their personal life & attention to their own children.
    - Poor children & parents need to be supported with digital gadgets
    - No Games period OR physical activities. Teachers doing co-curricular activity will lose job.

    I agree with you. No school till zero covid cases is impractical.
    There are thousands of jobs of teachers and other educational staff are at stake and poor children are going to be badly affected and many students and parents have unpaid education loans. (Unemplyment etc) Education is important because we would not have the doctors, nurses, engineers, teachers etc
    When one door closes another opens. Edtech firms are hiring because they have seen a jump in new customers/users.

    We have to make best use of time and oppurtunities.
    Whether schools are going to remain open or not, for the next few months there will be damage on both sides.
    Many school going children are dependent on the government for mid day meals. I suppose the government has taken some measures.
    What happened in Kerala is a sad thing. I believe it could have been avoided. There must have been pressure from someone or somewhere that may have caused the student to commit suicide. If this problem had been voiced out atleast some good person or the government would have helped. The reason why poor students are suffering is because not many people raise concerns about it and fewer people offer to help.
    At same time poor students are more likely to contract an infection because they cannot afford to keep line with all the rules and safety measures. There is a lot more to do in this regard.
    There are problems on both sides For/ Against the reopening of schools
    The people and the government should come up with a good and innovative solution so that everyone benefits out of it or atleast the mojority of the people do.
    Everyone should voice their concerns and suggestions so that a good and effective solution can be made.

    Kindly don't reopen schools now. Monsoon beginning itself causes so many kinds of flu fever. How to judge what fever it is? Is our state govt has facility to test every child if at all a child turns to be a Corona positive? Almost every child gets cold cough due to weather change. So kindly make them stay at home for another 2 /3 months. Later depending on the situation we can re think. Now it will be a disaster for sure if schools reopen. Children can't follow masks or any other precaution for sure. Even teachers can't teach with mask on face.
    Pls have humanity dont risk kid's life.

    Because of Social Distancing Doctors have report almost ZERO flu cases.

    Previously, children used to get all kinds of FLU from other children. But, because of Hand washing with Soap (which kills Viruses by dissolving LIPID[Oily cover] around virus).

    In Home, Parents or others go out to work.
    Also, if Home has lot of people. All these people go out for work or some personal reasons.

    If everyone is sitting in Home, like Lockdown, closing School works.
    But, if everyone in Home is Going out, then parents come home & touch children for Bathing or feeding, then Virus will enter Home.

    So, no point in closing school, if everyone else in Home is going out & after coming back touch the children.

    Also, Covid-19 has no solution as of now..

    Only other option is 2 years of children academic year is gone. Most of the cities have 5% Herd immunity as of now.

    Dear Raj... People those who go out for work have the facilities to wash their hands in between with soap. When these people return back they are aware to wash their hands, face and take bath and mingle with other members. Secondly, children those who travel by different modes of transport have the facility to wash hands in soap for twenty seconds? How many sanitizers they will need? They will be carrying money which is given by bus/auto etc in return after paying the fare... What will be the crowd near the wash rooms? Do they have the facility of taking bath as soon as they reach school /College? Please don't compare educational institutions with homes...why you want to ruin the childrens health by supporting opening up the schools? Have little humanity.... Interior villages also have mobiles....if possible do survey and tell me who has no android now a days?? Remember....today's children our future generation of our country.... Remember this..

    Virus can spread through anyone and it's not necessary that schools should be a major source of infection BUT there is a difference between parents and children.
    Parents are more likely to take safety measures and children are careless at times, they are playful and naughty especially the younger ones and its hard to make them understand the severity of the situation. Children are more likely to spread the disease and they are also likely to be asymptomatic which could increase the spread.
    Interaction between students is bound to happen. If adults can't follow the rules then how can we expect children to do so? So far most of the "Super-Spreaders" have been adults but when it comes to children, it becomes difficult to trace.
    Social distance and other measures help but they can't be trusted . There are many problems on both sides that need to be fixed.
    A good solution needs to come up.
    You mentioned about herd immunity. The Government and the experts would have recommeded it but the problem is that assuming 70 percent of the population gets infected (980 million out of 1.4 billion rounded off ) (2024) and assuming a death rate of 0.1 percent then atleast one million people will die. This is just a calculation.
    What about those having cancer,TB, heart problems, respiratory problems and other diseases? They have a greater risk of mortality. Not everyone can handle the virus. Immunity boosting supplements and natural/herbal remedies are great but it doesn't give a guarantee but more research should be done aswell.
    Hospitals will be overwhelmed if any attempt on herd immunity goes wrong.
    A lot of people will lose their family members and loved ones if herd immunity is allowed.
    The most important reason why herd immunity is not preferred is because of the number of deaths.
    If other disease comes up in the future and we go for herd immunity every time then we have to be prepared for a sharp rise in deaths. Life is precious, nobody wants to lose it. I hope it helps

    Raj... Before writing here about herd immunity first go and do detailed study about it... Herd immunity is not possible in India because of our population.... Please study about it and try to know how to implement it... Find out the sources.. One sentence is not enough... Anything writing blah blah blah....if it's truly was working why rich countries didn't opt for herd immunity? Do you want elder people of your house get infected and die because of herd immunity?? Why is our own neighbouring state seeing so many deaths? Don't give Color of political parties.....you are worried about physical teachers are losing the jobs... Are you one of them? you must be having lot of savings... Use it this year.... Don't try to play on poor childrens health....

    LET US NOT EXPERIMENT WITH OUR CHILDREN'S LIVES. IS CLASSROOM SCHOOLING GOING TO MAKE A DIFFERENCE. INSTEAD LET US GIVE A REAL TRY TO ONLINE OR VIDEO BASED LESSONS. TEACHERS WILL BE SAFE AND STUDENTS WILL BE SAFE. The medical facilities to treat Covid patients is pathetic in the state. The migrants are pouring in from neighbour states. Most of them are infected and the quarantine centre's are flooded. How many students are ready to keep their infected children in such centers which are crowded with all kinds of people. So if the pandemic spreads among school children where will they be kept. Students can spread the infection to sick and old family members at home. Doctors themselves are refusing to meet COVID patients. Children of poor parents cannot afford the whopping cost of treatment in case of infection. Private hospitals bills are horrible. Do the teachers who are paid miserable salaries have to take so much stress and additional tasks. What if all the teachers are infected at the same time. Who will attend to the students. Will the school recruit overnight. I strongly suggest online classes for all students and only those who cannot afford can attend school twice or thrice in a week. Parents please please take a strong stand and refuse to send your children to school till things are safe and secure. This government has been a total failure in handling this pandemic on all fronts. They need to consult experts in the medical frater ity and other areas. The ministers incharge themselves are unqualified lot.

    The Education Department should call a Block level meeting of Principals and have a panel discussion in their presence which has Doctors, Education department authorities who can give general guidelines for institutions to follow instead of allowing individual institutions to organise PTA meetings and decide.
    The Parent-Teacher Association should have at least one Doctor on the team along with one person from the Education department & Corporation / Municipality health department official to guide and assist in the decision making.
    COVID 19 is caused by a virus and the Management cannot eradicate it and at the same time the anxiety of the parents need to address to stop community spread and risk the lives of children and the teachers.

    With onset of Monsoon, diseases/ailments such as
    Dengue
    Chikungunya
    Malaria
    Cholera
    Typhoid
    Viral fever
    Diarrhoea
    Common cold and flu
    H1N1, leptospirosis (Rare)
    These diseases pose an additional burden in our fight against Covid-19.
    If any person contracts any of these diseases and also gets infected with Covid-19 (possibly at a hospital or anywhere else), it could be deadly. For all the diseases mentioned here, children are the most affected/vulnerable. Besides, children and youth are generally asymptomatic (Covid-19) and are more likely to spread it.. In most states, the entire state machinery is dedicated towards tackling covid-19 and in some states where hospitals are crowded, the transmission of other diseases ( ex TB is easily transmible) can take place easily. (especially during monsoon)
    Whether it's covid-19 or any other disease, parents are reluctant to take their children to the hospital and hospitals/clinics are reluctant to admit anyone with similar symptoms of Covid-19. The actual spread of Covid-19 is still unknown. Monsoon makes the Covid-19 fight harder. Most people commenting here do not want schools to be opened at this time. Everyone is scared. Children are amongst the most vulnerable. If something happens to them, who will be responsible?
    People with compromised immune systems are at a greater risk.
    Can we expect our children to follow all safety measures such as wearing mask, social distancing, proper sanitation dilligently? The risks far outweigh the benefits.
    Everything will become digital in a few years. Digital learning, if properly implemented (including the poor and marginalized) will give a tremondous boost to the Digital India scheme/program. If they implement it now, it will become better in the future and the takeover of Digital Learning over traditional classroom learning is expected. This is an unnecessary burden on parents, teachers, students and the government.

    Let the parents decide whether to send their child to school or not. Many children have persistent respiratory problems especially in the cities. God forbid if they are infected with Covid 19 it could prove deadly.

    I agree with you. Many children have respiratory ailments such as asthma, wheezing, COPD etc.
    Covid-19 would make things worse.
    In many countries where schools have reopened have seen covid-19 cases.
    Poor Ventillation and greater/longer exposure could be the reason.
    Also, many children with covid-19 have had life threatening inflammation and other symptoms similar to Kawasaki disease and some children have died due to it.
    Most of the people who have died due to Covid-19 have had co-morbidities.
    High BP, diabetes and other ailments increase the fatality.We can expect the peak to happen at the end of July.(according to ICMR)
    Covid-19 + dengue/malaria/respiratory diseases and other pre-existing conditions can be deadly and make it very difficult to treat. (Ex dengue may cause internal bleeding, fluid leakage etc).
    This will complicate things for doctors and nurses. If we call the doctors and nurses corona warriors and if decisions implented are likely to increase Covid-19 then we are indirectly hurting them and making them tired and exhausted. Doctors, nurses and everyone else involved will be exhausted and many of them haven't visited there family members for weeks and some for months.
    Parents should be proactive in voicing their concerns.
    I read something about a parent's association in Bangalore expressing concerns about the same and i think it's a good step.
    By saying this, I dont mean to say education and schooling aren't important. They are important and that's why we have so many doctors, nurses, epidemologists, engineers etc

    How can children learn with so much fear? How can they write their exams with peace of mind? Wouldn't this impact performance and learning? Global recession Is coming and paying school fees will become difficult and this will cause problems to both students and parents.
    If something happens (Covid-19, suicide etc) , no one will take reponsibility instead the blame game will start. Who will be responsible for any long term irreversible damage and any compensation will not suffice. Any trauma especially in the case of children can ruin their life.
    Most parents are reluctant to send their children to school.
    The youth are the future of our country and we should not put them to unnecessary risks. The government should take a wise decision. We have so many intelligent people in our country especially the youth and children but why do we have to put them to risk. Isaac Newton came up with concept of gravity and other major concepts of Physics at his farmhouse/village because an outbreak of a similar kind prevented him from going to college/school for 2 years. This is just an example but the idea is that if we allow our children's creativity to flow freely and that they have access to knowledge that is good and helpful to them and everyone else, effeciency and learning would skyrocket. We can achieve more and at the same time provide our children with good morals and values. (and build a better society)
    The government and the people should come up with a good and innovative solution to this problem.
    Life is precious and we should not harm it in any way.

    BJP/Yeddi Govt., giving up to Private School's Owners Lobby to Re-start school's without any safety plan to protect our kid's at this dangerous situation on ground.
    The Govt., and Private School owner's are not bothered about our kids/parents health, safety but they only bothered about Money/Income. These Lobbying gang of this proposal can sit inside their home safely while our Kids/Parents putting their life in risk!!!
    All parents, Public should oppose this unplanned, ill thought, unsafe proposal immediately until ground situation get's normal or any preventive Medicine for COVID19 found.

    Let the govt. Departments, Parliament and related departments open first . You'll can be used as guinea pigs / test cases before experimenting on children who are most vulnerable. There needs to be a consensus from Parents, teachers, school authorities to reopen schools. Until such time let alternate options be explored to start classes. It is the government incompetence which has resulted in the failure to contain the spread and now they want to pass the buck and say its schools/parents responsibility.     Let us first start vidhana Sabha with at least 90% attendance for 2 weeks. After that Schools can be opened. I just cant imagine small children who do not understand use of face mask properly exchanging it in schools or tearing one another's during scuffle which happens everyday. Also, all these days 8-10 children used to travel in one auto rickshaw. How will they commute now? will parents be able to send 1 or 2 per rickshaw now? it will also increase traffic jam around schools.

    while parents are even asking for SSLC exams to be canceled, these politicians, for no reasons, want to start school as well.

    Sir, according to the guidelines put forward by government children below 10 years should stay at home...Here they have given the dates of admission for children below 10 years also. Children above ten years are not getting infected? Why ...money deriving out of fees is more important than these children...small or big? Why Karnataka only plays like this whereas other states are not !! Parents, rise and protest...save your children...if you dont want anything bad happening in your houses..Let concerned authorities start online classes...let them invest funds in online to educate our future of our country...

    Instead of reopening the scools and risking the children why can't the government encourage online teaching.
    Many schools already started online classes for classes X and XII
    Vaccines for covid 19 may be ready by the end of this year
    Please don't risk the children they are the precious assets of our nation
    Slowly implement online teaching. First let the teachers get trained in digital presentation
    Govt aid is needed for the schools to have speeded internet,digital cameras, servers,audio visual equipment, IT technicians etc.
    I agree there may be hurdles but we will succeed if parents teachers work hand in hand
    Let's support the schools for resources

    Atleast leave the kids out of this mess!!!! Why risk their lives? So that greedy schools can make money in these dangerous times?
    The govt messed up badly which has resulted in the numbers going up daily. Why risk lives of innocent children, why can't you wait till August/September, before taking a call? Who is responsible if God forbids the virus spreads among school going children? It is going to cause unimaginable sadness and heartbreak. Or has the govt become heartless?

    The idea of government to reopen educational institution is premature, hope wisdom and better sense prevails both on central and state governments. It would be a recipe for disaster to even consider reopening of educational institution at this juncture. just imagine the spread of common cold and flu amongst children during normal monsoon months. reopening now, would lead to community spread of Covid -19 in places where there is no such spread now. central and state governments should be more responsible and in their decision to reopen educational institution, and should be deferred, else we may have a situation like Mumbai and Delhi in whole of India.

    Children are more vulnerable to any illness than anyone. No one would want their children to start school now when covid cases are increasing on a daily basis. And having shift duties for teachers is not a good idea at all, as if teachers are machines to teach twice. The government will not pay anything extra for taking extra classes. Already faculty is being paid half. When in the entire world schools and colleges are closed, why is this government in a hurry. Education can wait, if a child gets infection will these people take responsibility? Literally adding fuel to the existing fire. I don't think any parent will take the risk. So better start next academic year. Even if it means losing a year for a child its fine as long as the child is safe. Children and teachers lives both matter equally. So its a big no to start schools.

    Not good i guess. No where in the world have schools started, because kids are more vulnerable. Whats the urgency in Karnataka ?..

    Its not fair to expect social distancing from kids. One case and hundreds have to be isolated. How do we do this?.. How do we quarantine kids at home when they are dependent on their parents?.

    Govt must rethink. I dont think a break of 4- 5 months is a big issue when you see the big picture.

    Why we are so hurry to send our children to school? Cannot we wait another 2 months? . School authority can reduce this year's unnecessary curriculum such as history. In real life History never used in the workplace.

    Before starting the schools, Government must come out with experts study report stating, is the current situation is safe enough for the children and what are criteria s used to ascertain that it is safe to conduct the classes. How the school management will ensure social distancing in all locations of school including the buses they take the children to school. If the government is unable to demonstrate, that they can take car of children's health and safety, parents must not send the children to the school.

    School reopening is difficult decision But must happen..
    Pulse Polio vaccination drive, targeted ONLY for less than 5 year old children, took 20 yrs to control the disease.

    Still Covid-19 Vaccination is at-least one year away, assuming Scientists can find out a Vaccine. Scientists have failed to find Vaccine for Malaria, HIV/AIDS, Dengue, Chickengunya & many more diseases.

    Also, Students from Poor families, SC, ST, Backward classes are committing Suicide as Rich students with latest gadgets & equipments are doing digital learning.
    [Effectiveness & Focus of student in Digital learning class is still a question].

    Vaccine is at-least 1 year away & manufacturing setup will take another 6 months.
    To produce in large numbers & give it to everyone in the world will take 10 yrs(Year 2030 - Optimistic goal)

    So, Building Immunity in Children with Physical Exercise & Ayurvedic Supplements, Social Distancing & Controlling People coming to the District - is only way forward.
    Long term goal should be, Building Herd Immunity - with "FLATTEN the CURVE" & "BREAK the CHAIN" in mind.

    Across the world Lockdown has proven, effective way to Stop Corona virus.

    Udupi & DK district also shown, lockdown was effective way to Stop or at-least keep in control the number of people getting virus. Current cases are coming from outside the state or country.

    Also, few states did not control lockdown correctly & it is effecting whole country.

    In Maharashtra, there is shortage of Doctors, Nurses, Beds, ICUs, Ventilators, Rooms, Oxygen cylinders compared to number of patients coming to the hospital..

    We cannot stop Corona virus, but we can keep the number of patients in a manageable level.

    correctly put. if to the contrary, why do parents go out to work? why can't we continue to work from home where ever possible for another 6 months. education is also a sector, like construction, hotel, software. its not possible to keep education sector closed when the rest have opened. also look at the cases. most of them are due to migrant from other states. For eg look at Udipi. 3 days ago it was green, now god knows in what color it is now. but in another 28 days time, it will cure. and this july date is only a proposal. if anything goes haywire, we can always have lockdown x to the power of n.

    dear SP,
    the migrants in the school will be out after their 14 days of quarantine. also another point i would like to make here is, in kerala the quarantine period agreed upon is 28 days, (though they don't agree in public) that is why the cases aren't spiking. i think by july, the number of days will be atleast 28. i do have 2 kids, by the way.
