Before plastic bags became universal for groceries super markets in Canada put groceries in paper bags which were sturdy enough, now those supermarkets use only plastics charging each bag 5 cents, proceeds to go to environmental groups - if shoppers buy the bags, the problem remains. There should be a total ban on plastic bags; only reusable bags, including paper bags and customers' own bags should be allowed. supermarkets used to absorb the cost of paper bags until they introduced paper bags; now will they start charging for paper bags if they are reintroduced? Just a few medium size stores, like Farm Boy, in Ottawa and other Ontario cities will not charge for paper bags if the buyer requests them rather than plastic bags (which they continue to use when not asked).
Banning paper bags will deprive the environmental NGOs of a slice of their income.
