Mangaluru: CL-5 occasion license made compulsory for serving alcohol during functions

Daijiworld Media Network - Mangaluru(MS)

Mangaluru, Dec 16: The excise department has made it compulsory to obtain occasion CL-5 license from the department in order to serve alcohol to the invited guests during celebration of birthday, dinner, marriage parties in community or halls.

Those who wish to avail this license, should apply for the same a week before the event and get the permission after paying the prescribed fee. After obtaining the license, the liquor should be bought compulsorily from Karnataka State Beverages Corporation Limited (KSBCL).

As per the Karnataka Excise Department (sale of Indian and foreign alcohol) of 1968 rule 8(5) the prescribed fee per day is Rs 10,000 and an additional fee of Rs 1,500 per additional day at 5% needs to be paid to avail the occasion license.

If the excise department comes to know about the host or organizer of the event serving alcohol or beer, including tax free Goan alcohol or foreign liquor or alcohol from military canteens, to their guests without the mandatory permission, it will initiate legal action against the offender, said a release from the assistant commissioner of the Excise Department.

The government charges fees to obtain licenses to wine shops
The liquor sold there is already subjected to huge exercise duty
Now if you want to have a gathering again you need to pay for the licence ?

In Mumbai for one day licence for a party less than 100 people Rs 10,000. Above 100 people it is Rs 15000.

Last week, I attended a party where people were 120. Whiskey consumed two bottles and beer, 12 bottles. Total price paid is Rs 3200. It was although in school hall, no licence was taken. If they had to take licence, the total cost for liquor serving only comes to Rs 18,200. If you take the licence, there are conditions attached like in Karnataka.

This excise department must have found that nobody, even a street dog does not care for them. Just to make their presence felt and just for making quick buck they must have passed a rule.
Does this department have right to pass such rules? Without state Govt involvement, how can Central Excise pass a rule different in different states???

It is like Old Wine in New Bottle!
Why should one pay more for license than the the cost of drinks they serve in any party?
Why force the license holder to buy ONLY form MSIL?
Free country with limitless redtapism & restrictions so department can make hay while sun is out & moon may not be shining!
Who are the people who frame these rules?
Now wholesale Liquor vendors should protest & stop paying Excise to Govt. as it is hitting their business even after paying hefty fees to get their license & some palm greasing to avoid harassment by the department on silly grounds every month!

@Danny paul, please let me know which hotel charges nominal fee? If you are talking about buying booze from Ajman, RAK or similar places, then please don't forget legally you need a licence to consume liquor at home. If you are hosting a party, the guests should hold the licence to legally consume alcohol. Even consuming in the bar/ hotel requires licence as per the Law. All alcohol consumption without valid licence/permit is illegal, though it is not enforced in letter and spirit, but you never know when is your bad day and you are done with it.

So please do not provide wrong information and make people believe like acche din
