Mangaluru: Negligence of duty in gang rape case, suo motu case filed against ASI

Mangaluru, Dec 2: Ravikante Gowda, SP, said that a suo motu case is registered in the Bantwal police station against ASI Raghuram Hegde who did not register the complaint by the victim of the recent Thota Bengre rape case.

The residence of the young lady, victim of the heinous rape act, is under the limits of the Bantwal police station and accordingly she had gone to the Bantwal town police station to complain about the incident. However, Raghuram Hegde, who was acting in-charge at that time did not register the case. He did not even make arrangements to send the victim to the corresponding police station under the limits of which the crime has taken place. In addition, he failed to inform such a grave incident to the respective police station.

The SP said that as a complaint is registered with regard to the rape that has taken place on November 26, a suo moto case is registered against ASI Raghuram Hegde.

    Zero FIR , any police station can register FIR irrespective of jurisdictional area but the investigation will be taken up the police in which place of occurrence reported in FIR. The police station register the zero FIR marking it serial no. zero and transfer to the competent jurisdictional area which can carry out the investigation.
    The sanctity of legal process remains same in zero FIR. It is very helpful for people as it facilitate them by not allowing to make rounds of different police station for lodging the FIR.

    Probably this guy was not aware of it or didn't take action seeing that the girl was uneducated or from a lower social status!
    Such irresponsible officers should be dealt with strictly!

    A newly Registered Marriage couple had come to him when I was there, as the boy belonged to his area & it was inter caste marriage with eligible age criteria asking for him to give protection, but then too he didn't record or took any initiative other than asking them to go to the station where the girl was living as a PG, but they said they had sent them here.
    After they moved out he was joking let them give 'X' amount per day for him & a constable then they can give protection 24/7!
    He might make a come back unless he is fallen out with his seniors who might have made him scapegoat or not. Every action by the department has a way to wriggle out as these police officers know without that trick there are no promotions or appointment & plum postings.

    Actually proper training is required in each and every government department officials and not just police department...
    Time to time training should be repeated...
    Otherwise things won't run smoothly...
    Just setting monthly collection target doesn't work anymore 😎

    Raghuram Hegde acted on his own cognizance hence he is punishable and thrown out of the department for good with imprisonment and a huge penalty.
