Bengaluru: Kerala tops in governance, Karnataka 4th, says report


Bengaluru, Jul 22 (IANS): Kerala stands as the best governed state in the country and Karnataka is in the fourth position, said the Public Affairs Index 2018 released by the think tank Public Affairs Centre (PAC) here.

"Kerala has topped the Public Affairs Index (PAI) for 2018 as the best governed state for the third consecutive year since 2016 among large states," said Bengaluru-based PAC at an event in the city on Saturday evening to release its third annual PAI.

Released annually since 2016, the index examines governance performance in the states through a data-based framework, ranking them on social and economic development they are able to provide.

Founded in 1994 by renowned Indian economist and scholar late Samuel Paul, the think tank works to mobilise a demand for better governance in the country.

Tamil Nadu, Telangana, Karnataka and Gujarat followed Kerala among the top five states delivering good governance, according to the report.

Madhya Pradesh, Jharkhand and Bihar ranked the lowest on the PAI, indicating higher social and economic inequalities in the states.

Among smaller states (with population less than two crore), Himachal Pradesh topped the list, followed by Goa, Mizoram, Sikkim and Tripura which figured among the top five states with good governance.

Nagaland, Manipur and Meghalaya were ranked at the bottom of the index among small states.

As a young country with growing population, India needs to assess and address its developmental challenges, said the Chairman of PAC, K. Kasturirangan, on the occasion.

"The PAI 2018 is one example of a data-based framework that provides some basis, even if rudimentary, to assess the performance of states in India," added Kasturirangan, the former Chairman of Indian Space Research Organisation (ISRO).

The think tank has undertaken the study across all the Indian states considering them across 10 themes such as essential infrastructure, support to human development, social protection, women and children as well as law and order.

"The index provides a multi-dimensional and comprehensive matrix that attempts to capture the complexities of governing the plural and diverse people of this sub-continent," added Senior Fellow at PAC C.K. Mathew.

The states were divided into two categories -- large and small -- on the basis of their population. States with more than two crore population were considered large.

A total of 30 focus subjects and 100 indicators were measured to derive the PAI, relying solely upon government data.

The PAC said it was not keen to access private data sources that may be interpreted as "biased".

This year's PAI also included a separate index on the children of India, giving a measure of how child-friendly each of the states are.

Kerala, Himachal Pradesh and Mizoram topped the index on being the states to provide better living conditions for all children.

The former chairperson of the National Commission for Protection of Child Rights, Shantha Sinha, who was present on the occasion, delivered the Samuel Paul Memorial Lecture, drawing attention to children's rights in the country.

"Children growing up in poverty cannot be blamed for their situation and it is the state's responsibility to ensure that they are provided with opportunities for a better living," Sinha said.

    The gulf countries do not give any charity. It is the hard earned money of the people of kerala who send it back home. There is nothing wrong with that. As far as TN is concerned, it is a proof that for good governance you do not need corrupt politicians. They only make the matters worse.

    Who formed the committee is immaterial!. If all the states have been subjected to same set parameters and evaluated, that is enough!. If otherwise point it out!. Earlier you believed and were happy about fake surveys in the name of UN saying saying Gujarat is number one state in the world, Modiji is the best prime minister of the world etc etc!     once we are travelling in mysore region..remote place..surprised to see one hotel and one super market belonged to keralite. When they live in there home..in home town..?? God only knows. Even you find up above in Hill in Hajji Malang...are available malalyam language. When they step down from hill devaare balla. Not even be surprise may be few people already left for MARS as journey takes around a year time. Hope not they given there state on lease for anti-nationals in hefty price. I m really fed up with these.people.

    Kerala tops in highest crime rate as compare to other states.
    Kerala is not bigger than Dakshina Kannada. Still not able govern it properly.
    Most of the men folk staying in gulf and fond of preparing 'puttu' in breakfast..in rocket type vessel. Afternoon it's must have maathi fish with avil in everybody's plate. Back in home state..90% people are in influence of liquor and one of major consumer of liquor. If they understand or not wants to read everybody 'malalyam manoram' in the morning or piece of page distributed amongst all in hotel or in nukkad. As they only aware of there political leaders not much interested to know about people from other states. Only two heroes mammoty or mohanlal will rule upto last romancing even with 20 year old girl liked by all. karatha peene...nina kannana....!! Wants to buy compulsory gold only in joyalukks.or malbar gold during festive season. Onam as a state festival celebrated by all community people at home..some now a days stopped the same for religion issue. Due to there nature anti-nationals are holed-up in there state in large number and enjoying there freedom..which now threat to other.neighbouring states.

    Non BJP ruled states have performed better in delivering 'Good governance' than BJP's own Gujarat Model.

    If BJP's communal politics won't interfere in non BJP ruled states they might be excellent marker for the all BJP ruled states.

    The BJP and Bhaktha beat their chest with proud saying their party is ruling in more than 20 states. But when it comes performance they lack. CM Yogi's Uttar Pradesh Oxygen shortage, Haryana CM Khattar government raising crime against women or Assam citizenship issue are the few examples.
