Mangaluru: Collect pending property tax, water bills within 2 months, Khader tells MCC

Mangaluru, Jul 18: U T Khader, minister for urban development and housing, took to task the concerned officials of the Mangaluru City Corporation (MCC) for not taking effective implementation action in the collection of revenues of the MCC including property tax and water bills in the city limits.

Khader strictly warned the officials of MCC to send notice and collect all the pending taxes within two months. He was speaking at the meeting that was organized to assess the progress of MCC at MCC building in the city on Tuesday, July 17.



"If poor people do not pay the water bill on time, their water connection is being cut. Why is this action not taken against the rich? Concerned officials have to take action on instances of this kind. An achievement report, which gives details of the action taken, needs to be submitted by the commissioner to the department," he urged.

More than Rs 1 lac tax each pending from 144 entrepreneurs

One of the officers giving clarification on the question of Khader with regards to non-collection of taxes said, "The target for water bill collection is Rs 48 crore for the fiscal 2017-18 and Rs 32 crore has been collected. Out of the Rs 16 crore that is pending to be collected, Kannur and Bajal panchayats have to pay Rs 2 crore, Ullal panchayat has to pay Rs 50 lac and Mulky panchayat has to pay Rs 60 lacs to the MCC. In addition, Southern Railway has to pay Rs 7 lac and 144 prominent entrepreneurs have to pay more than Rs 1 lac each,"

Khader asked the concerned officer to give complete details of the defaulters and also the reason for non-payment of the water bills.

Give priority to tax collection

Khader heard complaints that tax from several people including prestigious shopping malls of the city is pending, most of the people are not paying double tax and even the advertisement taxes are not paid properly. He said that officials should give prime importance to the collection of taxes and should not neglect such an important issue.

Radhakrishna, a member of MCC spoke and said, "The non-paying of taxes by the people is one of the issues. People who want to pay taxes do not have a proper system. The software of banks and MCC is not matching. This issue is there in Mangalore One also."

Nazeer, MCC commissioner replied to the issue highlighted by Radhakrishna and said, "For the last two years there is no issue in Mangalore One."

Khader advised to call a meeting of prominent people and resolve the issue.

Single Site approval issue

Premananda Shetty, leader of the opposition of MCC, said, "Issue with regards to the approval of single site is still continuing. Zonal Regulations (ZR), Baila and E-governance systems have to be implemented. Special priority should be given to the economically poor people in order to build houses. The fourth phase of the Rs 100 crore grant of the chief minister should be sanctioned. Only Rs 16 crore out of the Rs 131 crore, collected under the Premium FAR (Floor Area Ratio) Fund has been spent so far. Rest of the money is lying with the MCC."

Issues of land conversion, Smart City project, Transferable Development Right (TDR), the opening of the implementation department to prevent loss of revenue were discussed in the meeting.

MLAs Vedavyas Kamath and Bharath Shetty, MLC Ivan D'Souza, Mayor of MCC, Bhaskar K, assistant commissioner of urban development department Ravi, MCC commissioner Nazeer and deputy mayor of MCC Mohammed were present.

    Dont understand why is there no online payment system implemented by the MCC.
    Its a pain for the elderly to stand in line for a long time.
    Its a waste of time, which could be done in a few minutes with online payment.
    And they say mangalore is going to be a smart city...how about over-smart city?

    Khadera you tax in time do you provide 24 hours electricity . is gutter free of sewage?
    Last time Khadera and jr Lobo raised the property tax so we did not pay.

    First, stop salary of corporation employees if you have a spine.
    Property tax is very high reduce it.

    MCC along with its a few staff is corrupt. I vacated a shop last year that was running a hotel on my premises since last 4 years. New tenant gave me shock when he gave a unpaid water bill of 38000/- ...that also more than 4 years old. MCC workers/Staff are they overpaid by .....

    this issue needs urgent attention :-

    i want to pay my property tax every year, but don't have time. why cant the MCC start online payment of property tax from my home or office ?

    I dont have property tax paid receipt at all. I dont know when i paid property tax . So i took leave from my office duty & went to MCC. Surprisingly, even they dont know when i have paid tax in the past. They are not able to retrieve any data at all. And the Q is so long that, no sensible person will wait !

    You have to fill the form. ... the broker's assistant will fill the form & decide how much you have to pay. issue is without previous receipt, you just cant proceed.

    Dear MCC, please make it digital /online !!

    how many properties are there in city corporation limits ? ( how many khatha are there ? ; because each khatha is a property !!)

    upload the details in a dedicated website. allow each owner to identify his /her property in the web ( may a site or house or flat or office space,etc) by khatha number ( may be permanent or temporary )& ward number, allow to see previous paid amount & direct to pay next amount ... simple solution.. why cant you achieve ? Then its easy to see who has not paid & extract !!! So many temporary khatha numbers are there, who are supposed to pay double tax... imagine the revenue lost !!

    like mescom bill , BSNL bill, LIC premium payment,..... why cant the property tax become transparent ?
    Beloved minister khader sir, please achieve this on priority basis.
    if not, people will not bother. what will happen if a citizen wont pay tax ?? mescom supply will continue, water supply will continue, drainage will continue.. more over MCC cant figure out who has not paid the tax..
    believe me fellow citizens , significant population of mangalore city are more than willing to pay the property tax promptly, provided there is a system of online payment & many more will pay, if you display list of properties not paid tax in the web !!
    first of you dont have a list !!

    Rules have to be followed by every citizen, no matter wherever the money goes.

    FIY a highest percentage of income from southern states is going to central government and most of it being spent only to northern states in the name of development. We have always been treated "Step motherly". What is reply for it...

    If they fail to pay with in time , then charge havey fine irrespective their property. like Income Tax dept. If any body file to submit their return by 31 July, then a fine of Rs5000/ for every file.
