Mangaluru: Kulshekar-Karkala four-lane road project revived, to gather momentum soon

Daijiworld Media Network - Mangaluru (MS)

Mangaluru, Jul 15: The process of acquiring land for the four-lane Kulshekhar-Moodbidri-Karkala national highway road work will begin soon. The project, which was stalled years before due to the protest of locals, is revived again by the national highway department.

45 meters in place of 30 meters to be acquired

Years ago, 3A notification was issued for an area of 33 acres through which the proposed four-lane national highway will pass through. However, during that time the process was stalled as the locals demanded that the land should be acquired for only 30-meter wide road and not 45 meters. Now, the national highway authority has decided to acquire land for 45-meter construction of road and the process is started already.

The 3A notification with regards to the acquiring of land for 45 meters of the national highway will be sent out in the month of September.

21 days’ time to raise objection

National Highway Authority will collect all the documents pertaining to the land acquisition from the taluk office. Survey for the second phase land acquisition is already started. Once all the survey work and documents are available, final 3D notification will be prepared. After this process, the consultant will prepare the agreement for the project, feasibility report and detailed project report (DPR).

Once the 3A notification is published in the state gazette, details of the path of the proposed road, and the name of landowners who have to provide land to the government and the corresponding survey number of the land will be published in the dailies. The affected public will be given a time of 21 days to file any objection from the time of the publication of this notification in the daily newspapers.

Previous notification pending

For the same project, 3D final notification was published on March 15, 2017. However, there was an accusation of not publishing the notification on daily newspapers. Meanwhile, a meeting was conducted on July 18, 2017, under the leadership of the deputy commissioner (DC) and a new map was prepared with some changes. Then the same was handed over to National Highway Authority to prepare the DPR. After the National Highway Authority prepared the DPR, the same is handed over to the special land acquisition officer.

Bypass road to be made at Gurpur and Moodbidri

Recently, after holding a meeting with the National Highway Authority officials in Mangaluru, Nalin Kumar Kateel, MP had informed that all the processes related to the land acquisition for the four-lane national highway project of Kulshekhar-Karkala will be completed in September 2018 and tender will be called in the month of December 2018. He had also informed that two bypass roads will be made at Gurpur and Moodbidri for this project of widening the road to a distance of 45 meters.

Process in the starting stage

"The process of land acquisition for the four-lane road of Mangaluru-Moodabidri-Karkala is in the preliminary stage. Once the centre gives the nod, the next step will be undertaken," said, Sasikant Senthil, DC, Dakshina Kannada district.

BJP will fleece and extract toll from vehicles flying on this road. I dont know what is the purpose of having the life time road tax at the time of registration.

This may take another 10 years for completion given the track record and the opposition for land acquisition.

This is nothing but another poll 'Jumla' .

I read the old DPR (Detailed Project Report) dated October 2016. The RFP (Request for Proposal) clearly states that wherever applicable the scope of survey includes land for Toll Plaza's. That means to use this road local people who own 4 wheeler's will have to pay toll. What non-sense is this?

I think if this is a project model wherein toll will be collected for everyday conveyance then this project should be opposed.

The alignment of road as per the RFP is 30m on either sides of the centerlines but at the cross roads the width of survey increases to 100m. I think people have to be more proactive and vigilant and make sure that all people in the affected areas are provided the final survey alignment report containing the road divider crossings , location of toll booths etc.

The worst quality flyovers in the whole world are found in India. The poorest countries in Africa have better roads and flyovers. In spite of such horrendous quality each flyover takes over 5 years to build.

Quality and Safety, we have a long way to go, we lack pride and honesty. Most Chinese products are accepted readily in the West for their quality and proven safety although the food products from China have been questionable. The rest of the world is marching past us and we boast of the largest resource for Engineers in the world.

Any given flyover or bridge in Mangalore area has taken 10 years or more. The pumpwell flyover is in limbo since 2014. The Flyover near Kulur junction looks like some beggar constructed it. Now coming to road widening of the said highway -Kulshekar - Gurpur - Karkala- Bridge on Gurpur River has to be re constructed to 45 metres width-again 10-15 years . Widening at old Gurpur town will envisage removal of all old houses and also Temple premises. Under flyover near Kulshekar will require removal of all houses for at least 0.5 km.Last question - is why not do the NH 66 - 4 lanes and complete all flyovers till Kerala, construct a new bridge at Kulur-(looks like a refugee structure).Fill up all potholes-
Grandiose announcements without substance has destroyed all progress of this nation.
