New Delhi: Controversial choice of Jio as ‘Institution of Eminence’ - HRD ministry answers

New Delhi, Jul 11: After getting adverse comments and barbs for the perceived wrong selection of Jio Institute as 'Institution of Eminence', the human resources development (HRD) ministry of the union government furnished an explanation about how Jio Institute, which does not have any physical presence and infrastructure, was chosen to be one of the leading educational institutions in the country.

The central government has granted the status of 'Institute of Eminence' to six institutions it has found to be the ones which have the potential to become leading institutions in the entire world. Indian Institutes of Science Bengaluru, Indian Institute of Technology Bombay, Indian Institute of Technology Delhi, Birla Institute of Technology and Sciences (BITS Pilani) and Manipal Academy of Higher Education happen to be the five of the institutions chosen by the government and broadly the people in general and academicians in particular have concurred with the government's choice as these institutions are being run efficiently and have a proven track record. However, there have been discordant voices and suspicion about the choice of Jio Institute, which has no existence as of now.

It is learnt that the government had received 74 applications from public sector and 40 from private sector for the above recognition. The government wants the chosen institutions to improve their global rankings and reach within 500th rankings within ten years and within the top 100 in future. This ambitious goal is set, although so far no university in India has been ranked within 100 best universities in the world.

There have been tweets by people who sneered at the choice of Jio. A professor of Indian Institute of Science Bengaluru wondered aloud in a tweet that how could Jio Institute score over many other institutions like Indian Institute of Technology Madras, Kharagpur etc. He questioned as to how can Jio, which is in the process of establishing its infrastructure and other facilities be considered as an institution of eminence. Tweets echoing similar sentiments totalling to lacs have been made by people about this decision.

Human Resources Development ministry, on Tuesday July 10, came out with an explanation about this decision on inclusion of Jio Institute, which does not have any physical infrastructure as at present. It said that Jio was given this status under Greenfield Project which aims at allowing responsible private investment to build global class educational infrastructure. Under this head, Jio scored high in the four parameters set for the institutions and came out with flying colours.

The parameters taken into consideration were availability of land for the construction of institution, having a core team with very high qualification and rich experience, making available funding for setting up of the institution, and strategic vision plan with clear annual milestone and action plan. The selection committee which examined the applications came to the conclusion that out of 11 applications, Jio Institute was the only one to satisfy all the four parameters and hence its name was recommended for the issuance of letter of intent towards setting up of institute of eminence.

The ministry explained that private educational institutions selected under the scheme will not get any funding from the government. This is as against the government's decision to extend financial assistance to public institutions selected under the scheme to the extent of up to Rs 1,000 crore during the next five years. This is in tune with the announcement made by the finance minister during the budget presentation in 2016 that the government wanted to help institutions imparting higher education to rise to world class teaching and research institutions. He had said that the government wants to make high quality education available to ordinary citizens at a reasonable cost.

The human resources development ministry issued a statement on Monday, stating that the selected institutions will be free to admit foreign students up to 30 percent of student vacancies and also to appoint foreign faculty up to 25 percent. The institutions are empowered to offer online courses up to 20 percent of courses run by them and enter into academic collaboration with top 500 global institutions without seeking permission from University Grants Commission. They are also empowered to fix fee to foreign students without any restrictions.

It is learnt that although the government had thought of upgrading ten public and ten private sector institutions under the said scheme, the committee of experts headed by former chief election commissioner, N Gopalaswamy, recommended only six institutions for this recognition.

An institution proposed to be set up by Reliance Foundation, led by Nita Ambani. With this, the Jio Institute gets unprecedented freedom from the government’s higher education regulations from its very birth.
    So what’s the advantage of having the Institute of Eminence status? institutes get greater autonomy, can decide their fees and have flexible course durations and structure. The controversy over Jio Institute is due to the fact that it has been granted the status even before it has been set up.
    A simple Google search doesn’t even lead to a dedicated website or a page about Jio Institute. Yet, the institution already boasts of proposing 10 schools covering different streams like arts, humanities, medical sciences and more.
    Absolutely astounding! HRD ministry declares a 'yet to be opened' Ambani owned 'Jio Institute' as one of 6 'institutions of eminence', along with IITs & IIMs! Can't imagine a more grotesque joke on the country & a more blatant act of cronyism!
    Dear Indians,
    Before you laugh at the 'Institute of Eminence' status to Jio Institute, remember that the joke is on you. ₹1000 crores of your money is being given to a non-existent institute. And all this while even our Primary Education is in complete shambles. Let that sink in.
    JIO Institute doesn't even exist, but is a already a centre of excellence much like the Master's Degree in Entire Political Science. Thanks to the Ambani's finally we have an institute that will offer a degree in ENTIRE POLITICAL SCIENCE. Is 'Vikas' graduated from non-existent ‘eminent’ Jio Institute?

    Coming back to your point of not giving grants, but only selecting JIO for Institution of Eminence, is like expecting some one to do something in future over 10 years of time, on a non existing institute. If this is the case then any one can get it. Compare the other institutes which are existing and selected vs JIO. Country comes first not an Individual.

    What does the " institute of eminence" mean for a institute?
    If its a public institution, they get enhanced govt funding,autonomy in curriculum selection etc.
    If its a private institution, they do NOT get govt funding but only autonomy in curriculum selection etc.
    If its a greenfield category, they have to show investment worth 1000 crores in a certain time ,as well demonstrate world class faculty etc. They also do NOT get any govt funding.

    so, only IIT -mumbai/delhi and IISC bangalore will get govt funding for the IOE status. .

The closest one I could get was in today's DNA which say ' Jio institute is with no campus, no website and no alumni' It WILL BE located at Kargat, Raigad district in Maharashtra.

    How can a institute which does not even exist can be called as eminent ? It takes decades to build a institute of eminence .

    It is reflected by the alumni of the institute who succeed in real life . Only money and land can not make a institute eminence .

    Reliance Industries employs nearly 9% of the private white collared workforce in India. This is a substantial commitment shown by the Dhirubhai Ambani and Sons led groups in our country.
    And cutting across political eras, the group has done well to lead India's growth story and are legendary across all sectors, be it in Petroleum, Oli & Natrural Gas, Retail, Telecom, Defence, Textiles, Metro Rail, Electricity Distribution and Grocery. Even the Govt Sector cannot compete with the talent Reliance Industries has.

    Also particularly Dhirubhai Ambani had a major soft corner for Coastal Districts of Udupi & DK. Many, Many Top honchos in the Group are eminent people from the Coasts, be it Catholics, GSBs, Bunts, Muslim etc...They are all in powerful positions for several decades. We need to be proud of this fact rather than criticize.

    John Lobo, to answer to your question, the Tata Sons facilities are already Best in Class in the country with no competition. What is being discussed now is new gen facilities with world class amenities. In this category, there were no applicants from the names you've mentioned. Reliance Industries propose to uphold Jio Institute at a different level altogether. Also MAHE is an applicant & their work has been recognized too. Don't look at issue with jaundice eyes .

    Blatant misuse of power by the HRD in choosing a non existing institution as the 'Institution of Eminence' .A lot of money has changed hands,It is an insult to the existing institutions like the IIMs and IIS s.

    One brother got Contract on defense(Rafael) within months of existence. the other brother is getting in education. Is this government is playing with the sentiments of people? Really we see our future very dark under this government.

    They shout against Pakistan but they do business with them. They shout against China they do Business with them. Lankan Maldives Nepal etc all neighbors are looking china as their trusted partners.

    economy is in mess. Women safety is worst.

    Now they want to play with education. Security situation now whole weld know after recently two of our seniors ministers met, Garlanded and shared sweets with convicts. Most of their chief Ministers are having criminal or corruption cases against them. Still they come out and stand and defend themselves. God Save our country. Jai hind

    Without a day's experience in aircraft manufacturing/maintenance Reliance defence gets Rafale deal. Now without any physical infrastructure, Jio institute gets Institute of Eminence status. Almost in line with Modi getting his MA/BA (in that order)

    Any proof required for fekuism!?. I think this is the first time in the world where a non existing institute has been given the Excellency tag!!!. Over that to defend themselves they clarify that 'the institute has to prove itself within 3 years of establishing or the title will be withdrawn!!!. Any sense in this argument!?. Bakhts will chant...jai jai Modi....jai jai Modi....what has congress done in 70 years etc etc!!!.
