Jammu & Kashmir govt collapses after BJP pulls out of alliance with PDP

New Delhi/Srinagar, Jun 19 (Agencies): The three-year Jammu and Kashmir government, wracked by bitter political feuds and worsening security challenges, collapsed today with the BJP pulling out of its alliance with the PDP setting the stage for yet another round of governor's rule.

BJP general secretary Ram Madhav made the surprise announcement after the party high command summoned its Jammu and Kashmir ministers for emergency consultations in New Delhi. A few hours later, Chief Minister Mehbooba Mufti submitted her resignation to Governor N N Vohra amid a swirl of political activity in Srinagar and New Delhi.

""It has become untenable for the BJP to continue in the alliance government in the state," Madhav told reporters at a hurriedly called press conference.

National Conference leader Omar Abdullah, whose party is the third biggest in the assembly, captured the drama with one sentence, "I wish Mehbooba Mufti had resigned herself... instead of the having the rug pulled from under her feet."

The BJP won 25 seats and the PDP 28 in the 87-member assembly and came together in alliance, two months after the December 2014 elections. The NC has 15 seats, the Congress 12 and others seven.

Although the BJP and the PDP had campaigned vigorously against each other, they came together with an Agenda of Alliance in the hope of pulling the state out of the cycle of violence. But the Alliance never took hold and the two parties disagreed on most issues even as the security situation continued to deteriorate.

Both Omar and the Congress said they will not form an alliance with any party to form government in the state. The BJP also said it favours governor's rule.

If imposed, it will be the fourth time since 2008 and the eighth time since 1977.

Madhav said the decision to withdraw was taken after consulting Prime Minister Narendra Modi and party chief Amit Shah.

Immediately after his news conference, senior PDP minister and party's chief spokesperson Naeem Akhthar told reporters in Srinagar that the BJP's decision had caught the party by surprise.

The BJP blamed the PDP for failing to improve the security conditions in the Kashmir Valley. Madhav cited last week's killing of senior journalist Shujaat Bukhari in the heart of Srinagar in the highly secured area of Press Enclave by unidentified gunmen. The same day -- two days before Eid -- an Army jawan was abducted while going on Eid leave and killed.

"Keeping in mind that Jammu and Kashmir is an integral part of India and in order to control the prevailing situation in the state, we have decided that the reins of power in the state be handed over to the governor," Madhav added.

Terrorism, violence and radicalism have risen and the fundamental rights of citizens, including right to life and free speech, are in danger, the BJP leader said.

BJP leader and Deputy Chief Minister Kavinder Gupta told reporters in Delhi that he and his ministerial colleagues have submitted their resignations to the governor as well as to the chief minister.

"Centre did everything for the Valley. We've tried to put a full-stop to the ceasefire violations by Pakistan. PDP has not been successful in fulfilling its promises. Our leaders have been facing a lot of difficulties from PDP in developmental works in Jammu and Ladakh," Madhav said.

"We are not questioning the intentions of PDP but they have failed in improving the condition of life in Kashmir," he added.

Senior Congress leader Ghulam Nabi Azad said here that the BJP had committed a "Himalayan blunder" by forming a government with the PDP.

He said the BJP, a national party, should not have allied with PDP, a regional player.

"The regional parties should have been allowed to form an alliance among themselves," he told reporters.

National Conference leader and former chief minister of Jammu and Kashmir Omar Abdullah reacted on the decision of BJP pulling out alliance with PDP in the state.


Senior Congress leader Kapil Sibal also took to Twitter and called the BJP an "opportunistic party".

    Modi's popularity has reached rock-bottom, and hence if they wait upto April-May 2019 for Lok sabha election the chances of BJP winning may be very bleak. So BJP wants to Pre-pone the Lok sabha election to October 2018, so that their chances of winning at least 200 seats will remain.

    But they want to fight this election also on Religious basis, that is by making the hatred towards Muslims as the main agenda. But if they continue their alliance with PDP in Kashmir their Religious- hatred-card may not work as the voters will point out towards BJP's alliance with Muslim Party in Kashmir and voters will not buy their Muslim-hatred plank. Therefore BJP has dumped Muslim Party PDP to continue their efforts to win Lok Sabha election only with the help of Muslim-Hatred agenda. After all BJP has no achievements on the development front to woo the voters.

    CJI Deepak Mishra is retiring on 2nd October this year only. In his place Ranjan Gogoi will become Supreme Court CJI. Gogoi is extremely honest and upright. So, BJP is afraid that Gogoi may ban the use of EVM in elections and order Election commission to return to old type of Ballot Papers. This ban on EVM may completely shatter the chances of BJP in next Lok Sabha election. Hence BJP wants to pre-pone Lok Sabha election to October 2018 and use EVM to win the election dishonestly. Hence this hurry to break alliance with PDP and plan for Lok sabha election in October 2018 itself along with Assembly elections of Rajastan, Madhya Pradesha & Chattisgad.

    Sir, So half dozen people is controlling the entire valley as per your assumption. Gentleman there are nearly one million Indian army stationed in Valley alone. BJP was in ruling in center and state but can't resolve the matters even close to UPA II were tourists started coming to Kashmir.

    It is BJP general secretary Ram Madhav who served as Rashtriya Swayamsevak Sangh spokesperson should be blamed for this mess. He has ruined the valley, by polarising the forces and Jammu allowing RSS camps.
    Since the BJP runs the Union government at the Centre, it had a special responsibility for the state. For this reason, its participation in the coalition in Srinagar was a good thing. Now that it has pulled out, one this clear: From partial responsibility, the BJP now has full responsibility for the affairs of the state. But the big question here is: Does the party have anything more in mind than a straightforward military operation in the Valley? Or does it want to use Kashmir as part of its election strategy for the next Lok Sabha elections?

    As things stand, the state could well be headed for an even greater tragedy than the one it has been afflicted by in the past 30 years.

    The present dispensation was a curse on the state for the past three years. Alliance of an ultra nationalist and a pro separatist party, each with separate agendas. Was a joke played on the state. During these three years one witnessed maximum violence with increased military, paramilitary and civilian deaths. The people of J&K must be sighing with relief.
