We need to resist: Siddaramaiah calls for southern state CMs to oppose Modi govt proposal


Bengaluru, Mar 23 (Zee News): A certain unity in opinion is developing among the politicians of the southern states of the country. On Friday, Karnataka Chief Minister Siddaramaiah tweeted a simple call to action to the Chief Ministers of Tamil Nadu, Kerala, Andhra Pradesh, Telangana, Maharashtra and Puducherry: We need to resist.

The point of concern was the Narendra Modi government's recommendation to the 15th Finance Commission to use the 2011 census to determine how much money the Centre will devolve to different state governments. So far, this has been done on the basis of the 1971 census.

"Center asks 15th FC to use 2011 census data instead of 1971 census used so far to determine devolution of taxes. This will further affect the interests of the south:we need to resist," read a tweet from Siddaramaiah on Friday morning. He had tagged the Twitter handles of the six other Chief Ministers in his post. He also tagged DMK leader MK Stalin and Congress leader Shashi Tharoor on it.


Politicians - both in and out of power - across the southern part of the country are increasingly speaking in one voice against the Centre's recommendation to the Finance Commission. The point of contention is that the southern states have all successfully controlled their populations, while those in the north, especially in the 'cow belt' have not. This means the population of the northern states has grown faster than that of the southern states. If the Centre devolves funds based on the population numbers of 2011, then the percentage of funds that the southern states get would be at odds with their efforts at population control.

This controversy is further trouble, coming as it does when the southern Chief Ministers have already been complaining about the existing mismatch in the devolution of Central funds. Telangana CM Chandrasekhar Rao and Andhra Pradesh CM Chandrababu Naidu have both openly complained that the Centre earns much more from their states than it gives back. Siddaramaiah had articulated it differently in a column last week, saying the southern states are in effect subsidising the north.

However, these are instances of them complaining about the present state of affairs. The mismatch would become much wider if the Centre's recommendations to the 15th Finance Commission are accepted.

Just days ago, DMK leader MK Stalin had written two letters - one to PM Modi and the other to the Chief Ministers of 10 states - raising the issue of the proposed change to the basis for the devolution of funds. Just days before that, he had also said that he would support any attempt by the southern states to break away from India.

The use of the 1971 census as the basis for devolution on funds from the Centre was codified by Constitutional amendment in 1976. When that period ran out in 2011, another Constitutional amendment in 2011 retained the 1976 census till 2026. The Modi government's proposal to use the 2011 census is likely to united the southern states, where the BJP is mostly a fringe presence, against the north, on the mandate of which it is in power.

    In 1971 karnataka's population was just 3 crores which has doubled in last 40 years.
    But the population of Uttar Pradesh has grown four folds in the same period in spite of carving out a state of Uttarakhand from UP. The present population of U.P is 23 crores.
    So changing the base of funds allocation on 2011 census instead of 1971 census will be a great injustice to karnataka and other Southern States which were successful in Population control. In fact it will be a punishment for doing good job of Population control in south.
    But more important job is to divide Uttar Pradesh into four medium sized states with a population of six crores each. Division of will make the development of that area faster.

    Tamilnadu and Karnataka contribute highest revenue collection for centre. Yet UP Govt announced waiver of loan repayment for farmers based on Center Government support. Tamilnadu and Karnatak farmers had to resort to hunger strikes and suicides to get their loan waived.
    Without any need based analysis or without any cost benefit analysis, bullet train has been announced just for pleasing voters of Gujrath.

    Now it appears that Modi wants to give more share to BJP states using some excuse.

    It is not enough if Siddaramaiah alone protests. Allover mass protests are required to prevent such partiality.

    Isn't this exactly what Sidra is doing in Karnataka?

    Metro and all urban development programs took place in Peenya, Vijayanagar and JP Nagar area, where as majority of the tax paying salaried workers are in the IT corridors of Whitefield or Electronic City. They continue to suffer from huge traffic Jams and terrible work life balance, while getting taxed for a single penny earned.
    Not just within the state capital. How much of a development activities did Sidra undertake in the rural areas of the state?

    That said, I totally support CM's request. I just can't take the fact that people don't realize their own mistakes, but jump around when others do so.

    Only a CM who has experience, knowledge on governance, and the constitution on centre-state relations can speak with authority and conviction. Well done CM Siddaramaiah. CMs of southern states should meet in Karnataka and chalk out an action. If the CMs of other Souther States do not cooperate then the Opposition leaders of these States should be called for this meeting convened by Karnataka CM Siddaramaiah.

    Again Siddu is appeasing minority. What Nidramayya has done to control the population in Karnataka. It is because of educated people of Karnataka and basically south are educated which helped to control population other than some sector of minority who always keep the women uneducated baby producing machines. We require control over rationing and subsidies for bigger families and tax payers money can be diverted for development.

    From the comments it looks like some people just do not understand the implications of modi govt.'s move. People of some states work hard, are less corrupt, develop their states, control populations and contribute disproportionately to the GDP and the national wealth. But what do they get from proposal from modi's govt? Less funds to them and more funds into the sink hole of some other states where the growth is only in the population and development is only in the backwardness. It is high time that the southern states fight this injustice and look for solutions in a more equitable distribution of funds. One way to do this is to provide most of the tax funds collected from southern states to southern states, but then the ruling hindiwalas will never agree to that.

    This is not a case of rich against the poor. Question here is what have the northern states done in terms of development and population control, when they receive the same, or even more, share of the funds from the centre? Each state has the capacity to develop with its own share of fund from the centre, so there is no question of rich south 'needing' to help the poor north. Karnataka's share of funds are for the welfare of the people of Karnataka, it is not justifiable to receive less than what the north Indians get. Also, when the southern states have done so much for India's economy, it is our right to get a fair share of the funds too. We have our IT infrastructure and other modern sectors to maintain and develop (unlike most of north), which cannot happen if the funds are inadequate. Siddaramaiah is only asking for our right and as Kannadigas, we need to support him.

    I understand perfectly. I told one country policy, that means it is our responsibility to uplift the poor people of this country without considering the state or region. if we apply Siddu policy then why only rich/medium class people has to pay income tax which is being used for poor people development scheme. bcoz they know their responsibility. if siddu so serious then he should stop the unnecessary daily advertisement in news paper/TV & other electronic media. so that he can avoid misuse of tax payers money. we should understand his hidden agenda behind this protest. first he & his party should make it clear about control on population policy.
