Kuwait, Mar 20: A decision taken by the Public Authority for Manpower here is likely to put several expatriates working in the engineering sector in trouble.

In February 2018, a decision was taken by Public Authority for Manpower that work permit will not be issued to engineering practitioners unless they provide a to-whom-it may-concern letter issued by Kuwait Engineers Society (KES). The expatriate engineers must get a no-objection certificate (NOC) from KES according to the new regulation to renew their work visas.

According to reports, those holding engineering qualifications from universities that are not accredited by Ministry of Higher Education and not included in Kuwait Engineers Society’s list of accredited universities might be affected by this decision. Engineers might find it difficult to obtain approval to practice their professions especially those holding various diplomas and certificates from little-known institutions.

Indian engineers face tough time

There are hundreds of Indians especially Kannadigas working in Kuwait for the last 25 to 30 years. Those holding certificates from institutions without accreditation from National Accreditation Board (NOB) must clear exams and get fresh NOCs. Here, the engineers appearing for exams might face trouble due to the old syllabus that they have to completely recall which they studied 30 years ago and also the new syllabus. They must also pay Rs 15,000 for the main exam and Rs 14,000 for the preparatory exam.

It is learnt that several expatriates have queued up at Kuwait Engineers Society (KES) to obtain NOCs from last few weeks. Meanwhile, Kuwait unit of Institute of Engineers, India has written a letter to KES to postpone the implementation of the new rules. Apart from it, they have also urged the new Indian Embassy in Kuwait to address the issue.

Mohandas Kamath, an NRI engineer said that over 99% of the Indian engineers working in Kuwait in panic due to the new regulations. They fear that they might lose their jobs and are expecting the Indian government to intervene and solve the issue after due discussions with the Kuwait government. "Other gulf countries too might enforce the new regulations in the coming days. Already, foreigners are losing jobs in the gulf and if the new rules come into force in other countries, hundreds of Kannadigas may face tough time," he added.

However, the officials of Public Authority for Manpower clarified that the decision was not new, but is in effect from a long time. It was circulated along with a letter attached to it from KES recently in a bid to scrutinize and audit the certificates further. Engineers need to have the letter from KES as a prerequisite for their approval in getting work permits.

    If you have a genuine education from accredited colleges (not just degree certificates) and you have updated skills, please try to come to USA. There are plenty of opportunities in STEM field. H-1B Visa scrutiny is temporary -- US is facing shortage of qualified skilled workers. Take a break for a year or two, upgrade your skills in India and start fresh in the USA. If one door closes, another opens. Don't give up. If you have half million dollars to invest in USA, there is a way to get a green card. Every thing must be true, clean and straight forward if you are seeking a job in the USA. Even a spelling error in your documents will land you in trouble.

    Not only in kuwait ,but in almost all forward countriys too changes are taking place.Now it is a new Aera,computer age ,things are being operated according to it .Our old methods are not much appriciated.Nurses ,Doctors all other workers like engineers have to attend seminars,no matter how many years of experience they have.Many have to attend exams ,or write ,give report on it.I heard in canada ,USA etc.nurses ,have to attend study courses on new methods.So no wonder in kuwait too they want new engineers,or their own people to earn since they dont thave their oil sources to feed them.When they ask me today to work withnew methods ,Iwont be able to faster as new ones do. We have to adjust ,or leave is the new motto.

    I do not know ..why us Indians are so much afraid of loosing jobs ..I would say, for a skillful person should welcome such situations ..please take the courage ..come back to India and contribute towards its development by being an entrepreneur ..I know its hard ..but we need to come of our comfort zones ,,

    Leaving behind our mother land for better opportunities and not being grateful for the life that our land breathed into us does not make anyone patriotic. I am ever grateful to my family and the countrymen who have stayed behind while some of us have left our country for better opportunities. I am thankful to you for preserving our culture and heritage for posterity and for pouring your sweat in nation building in the presence of odds.
    After leaving my country, I quickly found out the grass was not all that green here. I soon started missing the comfort of Indian summers as opposed to the extreme weather, the culture and the diet that nurtured us, the carefree simplistic life of the little village and more. Despite better standard of living, life in two worlds is not a grandeur. Please do not envy us and blame our children who are born abroad with blanket statements, not all Indians who have immigrated are unpatriotic and not all children of Indian origin born here are hateful. Our children here are in fact raised in extreme temperatures and endure hardships. Contrary to pretenses by some visiting Indians, we do cherish our Indian culture abroad. The only thing I had asked my friend who was returning from India was to bring me back a handful of Indian soil to incorporate it into my grave here in the event of my death here. Be lest assured many of us living abroad are not unpatriotic. I do not own any properties in India, I have not forgotten my roots and continue to do charitable work by helping the less unfortunate that I left behind. As the saying goes, if we do not have anything nice to say, better not say anything at all.

    The law of the land should prevail anywhere.

    A good speed break for the people of a country where 40 percent of medication is duplicate, where even milk is adulterated and made out from paints in railway station canteens, a country where many get certificates without any exams and driving licenses by paying bribes.
    There is nothing wrong with a policy of Kuwait which needs to verify who is a feku and who is genuine. Unfortunate that some innocent will suffer, but in the long run there will be some control on fake certificate holders. I hope every country follows this rule.

    My father was in Kuwait in early 1950s working in KOC, and with his help several other family members reached Kuwait. After studying in NITK (Used to be KREC) went to Kuwait for a week for an interview and after four months in 1979 reached Kuwait on a working visa in KOC as an Mechanic working in fields. First thing I did was became a member of Kuwait Engineers Society, which I still have as a member since 1980.

    After 20 months of work in KOC, left Kuwait to USA for Master degree education. It was an excellent experience which helped me later to work in other middle eastern countries as US passport holder, thanks to my father who provided us the initial opportunity. Once in US, I always been certified and joined the applicable societies of local professional societies. There are benefits and participation in the professional work areas.

    Lesson learned, while you are a member of a professional society, you get to know local regulations and requirements, There were no LinkedIn and social engineering in 1990s, we depended on our professional societies for current knowledge and technology updates.

    If there are people who need help to clear their exams and to join the Kuwait Engineers Society for work permits, we should help them. If local Indian org can put together a blog or website, it will be very much helpful. If someone needs help, send an email to lobosn@yahoo.com for further discussion and follow-up.

    We have to keep up with local laws and regulations, if you take it easy and delay in meeting requirements for professional jobs, no one except you will pray the price.

    You can live in your happy world just as long as your employment visa is valid or, your local partner doesn't entrap you in some false suit. Then, no matter how bad India had been for you in the past, no other country in the world will welcome you.

    Agreed you are a prince who doesn't like dirt, insecurity, corruption but didn't you belong to the same place before you discovered Kuwait ? So aren't your ancestors, relatives belonging ?

    Don’t denigrate India so much. One day or the other all expatriates have to leave Kuwait. You say there are no bills in Kuwait. What about water and electricity bills? Either these are included in monthly rent or one has to pay separately. What about visiting govt. hospital in Kuwait? Despite paying health insurance an expat has to pay for entrance fees to visit govt. clinic or hospital. What about identity card? An expat has to pay around Rs.1000/- to get a new Id. card. Whereas in our poor India all Govt. Id. cards (Aadhaar, PAN, etc.) are issued freely. Kuwait is no more a benevolent state, it has changed a lot.

ME NOT SPENDING ANYTHING HERE NEITHER FOR VISA NOR ACCOMODATION ELECTRICITY FOOD UNIFORM, LAUNDRY ETC, EVERYTHING FREE. IF YOUR COMPANY IS LIKE THAT YOU HAVE TO PAY EVERYTHING. I TRIED A LOT FOR JOB IN INDIA, BUT COULDNT GET ONE. I AM ALWAYS GRATEFUL TO THIS COUNTRY AS LONG AS I LIVE. BECAUSE I EARNED AND LEARNT SOMETHING.

    People aspiring to be in Kuwait, please don't be misled by this. This gentleman's expenses are paid by his employer, that is why he says he doesn't have to pay anything to live in Kuwait. He must be staying company's accommodation (his residence is covered in his remuneration) and he is given medical insurance by the company. Therefore, he doesn't have to pay to medical issues too.

    For an ordinary salaried person, its impossible to live in a Gulf country without his wife too working because more than 50% of the salary goes for rent and W&E and the remaining for children's school fees. If both, husband and wife don't work, its impossible to live a normal life in any Gulf country.

    One think noteworthy is that no country in the world looks after you for free. Even in countries that give social security to senior citizens, have levied the sum in taxes when they were working.

    @ tauro, during 2004 i found it very difficult to clear my immigration, they told me that for kuwait it is banned. then i spoke to that officer, india is not providing us job and somebody in kuwait offer job and u are not allowing us, then how we can survive. with great difficulty i did this. this is my india.

    Indian Engineers who completed their degrees from many University's are not registered with Kuwait Engineers Society. Secondly many of the Engineers are having fake University degrees/diplomas and working in Kuwait. Some having good positions showing the fake University degrees and Kuwait Manpower Authority aware of such duplicate Certificates. Most effected one are fake Engineers!!! Life in Kuwait or Gulf is not like for the past 20 - 30 years and most of their Citizens are Qualified and have Engineering degrees and requires job. Of course they require jobs in their Country and it's a reality. Thank God most of us here for the last 20 - 30 years and we can't get jobs in Indian City's due to North, East, South and West discrimination in our own INDIA even though we are INDIANS!!!???

    I feel bad about this new regulation by the Kuwaiti government on Indian engineers. Make hay while the sun shines. Get out from there and if possible go to a country where you can get a citizenship for self and family and work wherever you want. Rules are changing every now and then in the Gulf countries. Reasons are many and expatriates have to abide by their rules.

    The major part of expatriate communities in GCC are Indians.
    One by one, GCC countries are coming out with new laws every now and then making it tougher for expatriates to renew their residential permits or to get new employments as well.
    Back in India, we have shrinking job market. We really have bad time going on.
    Only "Pokoda" can not solve the problems. We need to find more products.

    Why airlift? Now there is no any war or disturbance in Kuwait. No engineer in Kuwait earns less than Rs. 1 lakh per month. He can easily afford to leave Kuwait and return to India or even try his luck in Europe, US or Canada.

    Those who worked in Kuwait for 25-30 long years as ENGINEERS, please do come back and do something for your country. Don't you think 25-30 years are long years in a foreign country where if you stay even for 100 years, you won't get citizenship?
    I worked for 3 years in Kuwait and returned back, living happily in my country.
    Allow younger Indians to travel and work there, earn money. Please don't blame their laws for your mistake.

    I agree with you cent per cent.

    People are so greedy, they land there with first employment, marry, have children, educate their children there so that the younger generation gets adjusted to A/c environment hence complains about heat in India. So the parents go the extent of buying property ina country that does not give citizenship to Indians but having property is one leniency to extend their stay (in unproductive years) when their children find jobs there.

    There should be limit to the greed. Good that the country brought up this rule. Else, our people don't mind staying till the day that a casket is arranged by their children. Come back you the ungrateful lot who enjoyed tax rebate all your life, do something for your nation.

    Why your thoughts are only about those who settled many years there.. Looks like you have something personal. Think about those engineers who may be just landed there.. Being in India people like you will have such cheap mentality not all. What is wrong if any one live anywhere they like legally for long years. Get out from your jealousy and grow up.

    The rule is for people who are incompetent to answer an exam that qualifies them to get their NOC. Recently joined young Engineers are not so blunt headed hence your point is not valid.

    No, I don't have any resentment towards those who work in Gulf countries but its obvious to make place to younger generation as we grow old. When you reach such a position, you too will undergo what the current people in question do.

    However, only field that this rule doesn't apply to is the politics.

If the embracing world is anything like her, humans would not have crossed frozen barrier to land in America. We need to live and let live.     People working abroad do more for the country, than us here. They bring back a lot of money, invest in businesses here etc.
    Take for example Kerala, it would be a backward place if not for its gulf workers. And they think communism works there!!

    Is it possible finish the answer paper like young students.......??????? Do they have writing Speed ....??????

    They are Masters in Practical works due to their experience. I don't think so they can clear theory so easily in this age....

    It's possible.more you are experienced easier the exam will be.When Uae announced the exam for doctors and nurses most of us were above 50 yrs.We studied hard for 3_4months continuously and were able to succeed.not all but many.So what's the big deal?
