Palakkad: Locals click selfies while mentally unstable man tied, beaten to death


Palakkad, Feb 23 (Agencies): A 35-year-old tribal man was beaten to death by the locals for allegedly stealing articles from some shops at Agali in Palakkad, Kerela, police said.

The deceased, suspected to be mentally unsound, was identified as Madhu, hailing from Kadukumanna settlement of Attappady, one of the largest and backward tribal hamlets in the state.

The shabbily dressed man, who was living in the forest near Mukkali for some months, used to be seen wandering in the area, police said. He was beaten up by the local people, who accused him of stealing articles from some shops in the town, and later handed him over to the police on Thursday.

Some television channels aired visuals purportedly showing people taking selfies with Madhu with his hands tied up. Though, the police tried to rush him to the nearby Agali government hospital, he vomited, collapsed and died in the jeep itself and was declared by dead by the hospital, police said.

Agali police has registered a case and some persons have been taken into custody, they said.

"They are being interrogated and the arrest will be recorded after verification," a senior police officer told news agency PTI.

Police said the post mortem would be conducted at the Thrissur Medical College hospital later, only after which the exact cause of the death will be known. However, Madhu's relatives told Malayalam channels that he was suffering from a mental breakdown and was staying away from home for some months. They also wanted exemplary punishment to the guilty.

Meanwhile, Chief Minister Pinarayi Vijayan condemned the incident and said stringent action would be taken against the accused. Directions in this regard have been given to the director general of police, he said. "Such violence cannot be accepted in a civilised society. It cannot be accepted in anyway," Vijayan said in a Facebook post.

The Thursday's incident is the third mob attack reported in Kerala in the past few weeks.

Earlier in February, a transgender was harassed and stripped by a mob in Thiruvananthapuram.

In January, a mentally unstable woman was beaten and tortured by three women in front of a crowd in Pallipuram. Her feet were burnt with an iron ladle. When a mobile video of the assault was circulated on social media, the police filed a case against the women.

    What a crime!I remember in my school time, ,there was a mentally unsound man in our village the same way he was doing as this fellow.People used to make use of him to do their work for petty money or a cup of tea.even to steal cocnuts from others or his house.His own people used to beat him,because of theft.Hardly get food.so he used to rob aeracnuts and sell.shopkeeper was not paying him correct.Later I heard he fell from coconut tree and died.People used to beat him suppose he steals their coconuts,beatlenuts or cashew.same story here.Nowadays people are more educated,still not to the extent of understanding.kerala is supposed to be highest educated state.but see,who is now mentally ill.The one who klicked foto ,should be punished first,and do the same with her.I am sure the victim vomitted because of people must have beaten to his head and caused injury.may his soul rest in peace.

This is an unfortunate incident in the histroy of modern India Here an innocent man I agree he stole something from a shop but no one has a right to kill. He stole small things and my be police could have helped him . This is one of the most unfortunate incident that has happend in Kerala. I really feel we must all feel ashamed as such an incident has happend in Kerala. We must make sure adivasis get good development so that no adivasi suffers.     It shows how barbaric Some Indians can become. Mental disorders or diseases in most cases are treatable and can be controlled ,if not cured by psychiatric medication by psychiatrists.
    These disorders occur among rich, poor, prince all races in all countries.

    Unfortunately in India and in third world countries, it seems nobody catres for the hungry. Just look at his body in this site, only bones are visible. Living in inhuman way. He wanted food. If locals would have given him food shelter or admitted to the orphanage institution, his life would have save.

    Some fringe groups irrespective of religion, do not want to do charity and they do not allow other also do the same. Those who have click selfies are also equally guilty as they were buys taking selfies of a dying man but not called the police immediately. What a tragedy. Isn't it shameful.

    I could not stop looking at the image of the person who was tied and heavily beaten. His eyes were pleading for mercy. Very disturbing and heart-wrenching image. He was mentally unstable and hungry and our mentally stable people belonging to the State which boasts highest literacy rate in India, did not understand what forced the poor man to steal things. Some of our rich businessmen and politicians looted our country in billions and some escaped from the country. Recently I made a comment to DW forum stating when you loot, loot in billions and you would of safe. If you loot peanuts, your fate could be like this.

    The anti-lynching law 'Masuka' or the 'Manav Suraksha Kanoon' proposed by rights activists has become a focal point of Opposition unity against the BJP.
    To deal with the epidemic of mob violence and lynching, recently a group of civil society activists launched a National Campaign Against Mob Lynching (NCAML) while senior lawyers and constitutional experts helped prepare a draft law - Manav Suraksha Kanoon (Masuka). This law was unveiled by Prakash Ambedkar, who is the grandson of BR Ambedkar.
    This law for the first time defines mob lynching in a precise manner. It makes mob lynching a cognizable and non-bailable offence.
    While there are provisions in the Indian Penal Code, 1860, to deal with violence and murder, the Masuka draft law provides for stricter punishment (right up to life imprisonment) in case of mob lynching. For the first time, the duties of the police and the district magistrate in preventing mob lynchings have been defined, besides punishment for police and local administration for failing to prevent mob lynching.
    Those who spread offensive material through social media to incite mob lynching will also be punished under this law. Whoever does conspiracy to lynch another person will be punished as well. Since in most cases, local police officers have been accused of being involved or complicit in mob lynchings, there is a provision in the law that the case should immediately be taken up through judicial probe to ensure fair investigation.
    PM Modi Centre rules out anti-lynching law saying "I don't think there is a need to bring changes in the law," MOS Ahir in Rajya Sabha.
    Kerala incident came after two men suspected of raping and murdering a five-year-old girl in a remote northeast Indian state were dragged from a police station and lynched by an enraged mob.
    Today 'lynching' & uploading video became new passion of mob justices. PM who is famous for his "Mann ki Baat", must not ignore this "Jan ki Baat". Manav Suraksha Kanoon is the need of the hour.
