Policy to scrap 15 yrs old vehicles almost finalised: Gadkari


New Delhi, Feb 16 (PTI): India will soon come out with a policy to scrap vehicles that are more than 15 years old, Union Minister Nitin Gadkari said on Thursday.

The policy aims at curbing rising vehicular pollution in the country.

"We have almost finalised the scrapping policy for vehicles with NITI Aayog," the road and transport minister said.

Vehicles completing 15 years or more would be scrapped, the minister said without giving more details.

Gadkari said India is bound to become the hub for automobile industry and the prices were bound to be cheaper as scrap could be used for production of autoparts among other things.

"Raw material for vehicles will be cheap ... plastic, rubber, aluminium and copper - all generated from scrap will be used for autopart generation besides other things," the minister said.

Earlier, the Road, Transport and Highways Ministry had sent a concept note on Voluntary Vehicle Fleet Modernisation Programme (V-VMP) to the Committee of Secretaries on creating an ecosystem for voluntary scrapping and replacement of old polluting vehicles.

The V-VMP policy proposes to take 28 million decade-old vehicles off the Gadkari had earlier said that the PMO is keen on the proposal and once it is implemented, pollution would be checked considerably as 65 per cent of the pollution is caused by heavy vehicles that are more than 15 years old.As per an earlier proposal, a relief of about Rs 5 lakh was to be provided to people who purchase new commercial vehicle of about Rs 15 lakh, if they surrender their over 15-year old commercial vehicles.Gadkari has said that once the proposal is accepted it is bound to result in Rs 10,000 crore boost in tax revenue as the automobile sector will benefit from it.

The draft Voluntary Vehicle Fleet Modernisation Programme (V-VMP) policy has proposed to bring under its purview vehicles bought on or before March 31, 2005, numbering about 28 million.

    These guys usually do non sense rules but this one I will support. Anything which is good to the Mother Nature needs to be supported. The other day I was getting a emission test done for my vehicle a lady came in a Toyota Corolla which was atleast 20 years old and it did not pass the emission and she gave ₹100 extra she got the certificate.
    She did it for her vehicle but if we want a better future for our kids we have
    To scrap the old vehicles and buy new which are atleast little bit better to the nature.
    By taking one set at a time we can get a better future.
    For this rule my thumbs are up for BJP.

    This is ridiculous and shows the utter disregard to common people by this government and completely under control of auto companies!. In India a vehicle is a once in a lifetime opportunity for a large chunk of population. How they will replace their vehicle if they have invested a large chunk of their savings to buy a vehicle of their own!?. Scrapping should be based on the condition, maintenance and pollution levels emitted by the vehicles. Many of the old vehicles specially private ones are much better maintained than the even one two year old vehicles!!!. This government is only helping corporates and helping them escape the country if they are in any trouble!.

    This is nothing but crap idea from nitiless ministry!
    Diesel fuel is the most polluting fuel which once was considered the dirty fuel is the root of all the pollution, curbing its use in smaller vehicles with reduction of petrol rates at par with diesel will reduce the pollution to a large extent.
    Electrical passenger vehicles with less taxation & efficient Tesla battery pack which gives around 250 miles per charge is the future.
    If at all any vehicle which have to be banned on their years but not their pollution level is a brainless idea. They should start this experiment in phases with heavy transport vehicles initially & then can do the same if any vehicle fails the pollution test repeatedly.
    BJP will lose next election should they implement it across India for all vehicles as already hard hit middle & lower income people with high inflation & cost of living beyond their means with govt. looting them with double the fuel rate to fill its pockets.

    Don't worry dear Langoolacharya, I wanted to buy an Ambassador car way back in 1992, but didn't as I never needed a transport while they were available at my doorstep.
    I have brand new Maruthi Suzuki car about which I need not worry for another 13 years.
    My concern is about the people who are hard hit by this inhuman policies only.

    It may be a bright idea, but bringing pollution down or using scrap to bring down prices is all crap.
    Almost zero percent of used materials can be recycled if one wants to manufacture quality materials. Natural rubber is not recyclable. Only few plastics can be reprocessed but output will not be equal to original. Metals can be recycled to some limit but the raw material price will not come down because of this.
    As far as pollution is concerned, vehicle density is more important than age of vehicles.
    Transportation costs will shoot up. Transporters will have to shell out money for new vehicles instead of doing business with second hand vehicles. Many will lose their livelihood.

    Who will benefit? Of course the politicians, industrialists, government, tax agencies, and all administrative people. Automobile industry will be the biggest beneficiary and keeping elections in mind, they will be the biggest supporters for election funds that is being targeted.

    Yes they have been demanding this for a long time, now in view of the upcoming coming and hence need of funds, time couldn't be more opportune!. Personally hate to put my 1968 Bullet to rest, even though it passes all the prevailing emission tests.
