Bengaluru: Election Commission stays transfer of Hassan DC Rohini Sindhuri, other officers

Bengaluru, Jan 23: The Election Commission has stayed the Karnataka Government’s decision of transferring Hassan Deputy Commissioner Rohini Sindhuri Dasari, IAS, and five other IAS officers till the final publication of the electoral rolls on February 28.

The State Government had transferred Sindhuri, who was posted as Hassan Deputy Commissioner hardly six months ago, and also the Deputy Commissioners of Ramanagaram and Haveri districts along with other IAS officers on Monday.

Even as the local people of Hassan, including BJP and JD(S) leaders and party workers protested against an efficient and strict officer like Ms Sindhuri, Karnataka Chief Electoral Officer Sanjiv Kumar has dashed off a letter to State Chief Secretary Ratna Prabha on Tuesday directing that the transfers should not be effected.

"The transfer order issued by the Government on January 22, 2018, cannot be given effect to as far as it relates to the transfer and posting of DCs. The said transfer orders can be given effect only after concurrence of the Election Commission of India," Kumar said in his official communication to the State Chief Secretary.

Two other IAS officers Dr B R Mamatha and M V Venkatesh serving as Deputy Commissioners of Ramanagaram and Haveri, respectively were also transferred on Monday.

The Chief Electoral Officer said as per the Election Commission instructions, all officers involved in the electoral roll revision work are deemed to be on deputation to the EC. The roll revision was under progress and the final roll publication is being done on February 28.

"All the DCs, the roll observers, the electoral registration officers and the assistant electoral registration officers are on deemed deputation to the EC till February 28," the letter said.

“The transfer of officers who are engaged in the electoral roll revision work, if any during any election year shall be implemented only after final publication of the electoral rolls, in consultation with the CEO concerned. In case of any need for transfer due to any extra ordinary reasons, prior approval of the Commission shall be taken," Kumar said in his letter.

Till the issue was communicated to the Election Commission, the CEO has asked the State Government to put on hold its January 22 order on transfers of DCs. He also advised DCs not to leave the headquarters and hand over the charge.


Six IAS Officers who were transferred

The State Government in its order on Monday, had transferred IAS officers M V Jayanthi, V Chaitra, S B Shettannavar, M V Venkatesh, Rohini Sindhuri Dasari, K Rajendra and B.R Mamatha.

Regional Commissioner, Jayanthi, IAS (KN, 1988), who was earlier on January 16 ordered to be transferred with immediate effect as Principal Secretary to Government, Planning Programme Monitoring and Statistics Department, will now be transferred as the Chairman, Karnataka Appellate Tribunal, Bengaluru.

Commissioner of Food, Civil Supplies and Consumer Affairs Department, Bengaluru, V Chaitra is transferred with immediate effect and posted until further orders as Commissioner, Labour Department.

S B Shettannavar, IAS (KN: 2008), Director, Directorate of Ground Water, Bengaluru is transferred with immediate effect and posted until further orders as Deputy Commissioner, Haveri.

Dr M V Venkatesh, IAS (KN:2009), Deputy Commissioner, Haveri District is transferred with immediate effect and posted until further orders as Deputy Commissioner, Hassan District.

Rohini Sindhuri Dasari, IAS (KN:2009), Deputy Commissioner, Hassan District, Hassan is transferred with immediate effect and her services are placed at the disposal of Commerce and Industries Department for being posted until further orders as Managing Director, Karnataka State Industrial and Infrastructure Development Corporation Limited (KSIIDC), Bengaluru in the existing vacancy.

Capt Dr I C Rajendra, IAS (KN:2010), Director and Flo Deputy Secretary to Government, Special Cell for Creation of Revenue Villages, Revenue Department is transferred with immediate effect and posted until further orders as Deputy Commissioner, Ramanagara District.

Dr B R Mamatha, IAS (KN:2010), Deputy Commissioner, Ramanagara District, is transferred with immediate effect and posted until further orders as Commissioner, Food, Civil Supplies & Consumer Affairs Department, Bengaluru.
