Mangaluru, Dec 29: “Mahadayi is not an ordinary issue. It is the issue of drinking water and the people of Karnataka demanding for water. Chief Minister (CM) Siddaramaiah should solve this issue without any delay with responsibility,” said Nirmala Sitharaman, Defence Minister of India.

She was talking to the reporters after the inauguration of incubation centre here on Friday, December 29.

“Goa CM has not rejected the demand of water then why Karnataka CM is delaying in taking action on this issue?” she questioned.

"Karnataka CM knows that people of his state need water. So he should work on its positive intention. He should put efforts in getting the water for his state’s people. But he is not showing any interest on Mahadayi issue. He is sitting mum and trying to divert it politically, “she added.

Answering the questions on compensation for Seabird Project land evacuees, she said, “Due to various legal hurdles relating to the case, it is delayed. But the process is on. The state government too should validate the land ownership papers to given to us. Once all these things are cleared, we can go forward with the compensation. I have given myself the deadline of January 31 to sort out all issues concerning this problem,” she said.

Though India became a free nation on August 15, 1947, it declared itself a Sovereign, Democratic and Republic state with the adoption of the Constitution on January 26, 1950.
A salute of 21 guns and the unfurling of the Indian National Flag by Dr. Rajendra Prasad heralded the historic birth of the Indian Republic on that day. Thereafter 26th of January was decreed a national holiday and was recognised as the Republic Day of India.
Water in the Constitution of India is a State subject as per entry 17 of State List and thus states are empowered to enact legislation on water.
1. Entry 17 of State List deals with water i.e. water supply, irrigation, canal, drainage, embankments, water storage and water power.
2. Entry 56 of Union List gives power to the Union Government for the regulation and development of interstate rivers and river valleys to the extent declared by Parliament to be expedient in the public interest.
In the case of disputes relating to waters, Article 262 provides:
Parliament may by law provide for the adjudication of any dispute or complaint with respect to the use, distribution or control of the waters of, or in, any inter-State river or river valley.
Notwithstanding anything in this Constitution, Parliament may, by law provide that neither the Supreme Court nor any other court shall exercise jurisdiction in respect of any such dispute or complaint.
Parliament has enacted two laws according to Article 262:
1) River Board Act, 1956
2) Inter-State Water Dispute Act, 1956

Provisions of the Act: In case, if a particular state or states approach to Union Government for the constitution of the tribunal:

1. Central Government should try to resolve the matter by consultation among the aggrieved states.
2. In case, if it does not work, then it may constitute the tribunal.

CM Siddaramaiah has already pushed for PM Modi to resolve river Mahadayi issue.
Does Defence Minister understands river sharing clause in the constitution of India?

Sidduji, the way you went ahead with Yettinahole project wholeheartedly against the wishes of people of DK, to please the vote bank from Northen Karnataka, why not use the same tactics to get water from Mahadayi. No point in blaming Central just because you are in-efficient. Good Luck to you.

First of all no EVM can save BJP from losing in Karnataka , and even if it help BJP to come to power , certainly Yeddiurappa will never be the CM again Ananth Kumar Hegde is already in their mind based on the caste. There are 9 MPs from the Lingayat community representing the BJP from the state not even one lingayat is in the central ministry so Yeddiurappa's chances are far ahead he has to just break his head, or if the BJP had to make minister they would have inducted him into center minister but instead made him the state president to please him.

We, the common people of this country, should feel proud that a commoner Chaiwala, with a humble background, has risen to the post of the Prime Minister of India. It shows that Indian Democracy is very vibrant and the PM post is not confined to only rich and the mighty in the country. We should feel elated instead of feeling jealous whatever may be our political ideology and leanings.

It is worthwhile to note here that the country is used to have a PM from a single rich dynasty, the Gandhi family, for the past 67 years or so and the people cannot digest the fact that a person from poor and humble background,like Modi, could rise to the highest position in the country

Question about blaming Sid on this issue doesn't arise at all. Sid has done more than expected and out of the way but Parikkar and BJP have hatched a conspiracy on this issue and holding affected people of the region ransom for vote bank politics. BJP stop playing dirty game here with people's lives. FYI, Sid might come up with a solution where Mahadayi water doesn't come into picture to provide drinking water to the people.

Defence Minister of India Nirmala Sitharaman, can understand that Mahadayi water issue, which is interstate matter, can not be solved by one states CM.
Centre needs to intervene between 2 or 3 states to arrive at a consensus.
