Bengaluru, Dec 12: Efforts made by the state government to convince the governor to give his assent to Determination of Seniority of Government Servants Promoted on the Basis of Reservation Act, 2002, which had been passed by the assembly and legislative council, have gone in vain.

The governor feels that the issue relates to central law and therefore, the bill that was brought to nullify the affects of a Supreme Court verdict that had struck down promotions given by the state on the basis of reservation criteria needs to be referred to the President.

After the said bill was passed by the legislature at the Belagavi session, it had been sent to the governor for his approval. As he had withheld it pending clarifications, chief minister, Siddaramaiah, and law minister, T B Jayachandra, had met him on Monday in an effort to persuade him to change his stand and give his approval to the bill. On behalf of the government, an effort to make it clear to the government that a decision to ammend the act had been made on the basis of recommendations made by a committee headed by current state chief secretary, Ratna Prabha, failed to hold water with the governor. The governor stuck to his stand that the bill needs to be referred to the President as it pertains to a judgement passed by Supreme Court.

Discussions were also held with the governor on certain other bills that are awaiting approval of the governor, it is gathered.
