Panaji municipality bans prayers on loudspeaker at Muslim graveyard


Panaji, Nov 30 (IANS): Recital of prayers over loudspeakers at one of the largest Muslim burial grounds here banned by the city municipal corporation, it was revealed on Wednesday. The order drew protests from the Muslim community have demanded that the measure be withdrawn.

Panaji Corporation Commissioner Ajit Roy, in an order issued here earlier this week, has said that the order was passed in order to prevent breach of peace and tranquility in nearby areas.

"It has been brought to the notice from surrounding area at St. Inez, Panaji, that the prayers are carried out through loudspeakers/public address system with very high decibels at the burial ground of Muslim(s) kabrasthan (graveyard) at St. Inez," said the order dated November 24, when city was playing host to the 48th International Film Festival of India, the country's biggest film event.

"The community should ensure that no prayers to be held on Muslim burial ground/kabrastan by loud speakers/public address systems so as to avoid disturbing the public peace and tranquility in the surrounding area," the order further reads.

In a statement issued here, the Jamat ul Muslamin Gausia Sunni trust condemned the order.

"Prayers are carried out at the masjid and not at the burial ground. This is now a tradition going on for the last 20 years... This move has really hurt the religious sentiments of Muslims and the Corporation should immediately withdraw the notice or the community will gherao the Commissioner," trust spokesperson Babni Shaikh told reporters here.

    This is fair judgment. Government should impose strict ban on all type of loud speakers, horns which are used in all churches, Mosques and temples.

    @shan, dubai, elohim is not allah. elohim is from hebrew language. u created 1 new arabic deity allah @ 1400 era. when translating quran in2 kannada y name of allah is arabic. y not in kannada paramashwar, bhagwan, paramatma.

    Allah is the Arabic word for God, similarly Parameshwar in Hindi, Khuda in Persian and Urdu, Dev in Konkani and Marathi, Dieu in French and so on. He is the same God (English). Abraham or Ibrahim, Moses or Moosa Jesus or Issa and Mohammad worshipped the same God or Allah or Parmeshwar. Why do you differentiate between gods who is called differently in different languages?

    It's because the Arabic language was also not there during the time of Abraham and Moses. The languages prevalent during the time of Jesus were Hebrew and Aramaic. Allah is derived from the Hebrew word Eloi or Elohim which mean the same.

    Noice pollution is just an excuse. Can anyone complaint that waking up early made them sick.

    Giving proper Azaan is so pleasant, to hear. Indian azaan is not same tune as of in Middle East countries.

    BELL OR TRUMPET TYPE LOUD SPEAKERS ARE VERY LOUD, CAN BE HEARD MORE THAN TWO KM FAR SOMETIMES. BETTER USE BOX TYPE SPEAKERS, GOOD ENOUGH FOR THE GATHERING WITHIN THE PREMISES.

    Following is the extract from THE NOISE POLLUTION (REGULATION
    AND CONTROL) RULES, 2000

    "Statutory Control on loud speakers. -

    (i) The permitted strength of the power amplifier should be adjusted to cover the audience, and noise level beyond the boundary limit of the noise source premises should not be increased by more than 5 dB above the ambient noise level.

    (ii) Licence must be obtained by all parties intending to use loud speakers or public system for any other occasion.

    (iii) Public address system and loud speakers should not be used at night between 9.00 p.m. to 6.00 a.m. except in closed premises.

    (iv) Loud speakers should be directed at the audience and not away from audience (i.e., not towards the neighborhood).

    (v) Loud speakers should not be allowed for advertisement and commercial activities. "

    Mostly we find there is no implementation of the above rules. It is also high time all religious
    institutions minimize the use of loud speakers and also reduce the volume such that it does not disturb the neighborhood. Students, patients, elderly, offices are all effected.

    It is my understanding that most Islamic scholars acknowledge that burial grounds are no place for prayers.

    Of course, there are different Islamic sects with different beliefs. They are not a single entity.

    Regardless, there were no loudspeakers 100 years ago.

    SO how did God hear the prayers of the faithful for the last 1300 years?

    It is high time that a rule applied to all Hindus, Muslims, Christians and every one else not to have loud speakers outside places of worship. Loud Speakers can be used only inside the place of worship and that sound should not come outside the premises of that place of worship. In particular, playing of loud speakers at odd times of the day.

    ...does anyone knows the sacrifice of thanksgiving holy mass celebration goes non stop every hour all through the world in every Church daily 24hrs 365days without stop praying for every one, every community, every governments, etc but not in loud outside.
    Moreover 5 times daily prayers originated in the Church and the practice unfortunately remained only with seminarian & priest only.
