Your 'boss' silencing you is shameful: Rahul to Sitharaman over Rafale deal


New Delhi, Nov 18 (Deccan Chronicle): A day after Defence Minister Nirmala Sitharaman termed allegations relating to Rafale deal as shameful, Congress Vice-President Rahul Gandhi on Saturday hit back at the minister saying "what’s shameful is your boss silencing you".

Rahul played on Sitharaman's words stating that she should be 'ashamed of being silenced by the Modi govt'.

A questionnaire followed the statement:

* Final price of each Rafale jet?
* Did PM take CCS permission before announcing purchase in Paris?
* Why PM bypassed experienced HAL & gave the deal to AA rated businessman with no defence experience?

Sitharaman on Friday said that the allegations relating to Rafale deal were shameful and that the deal was finalised following a transparent procedure.

The final agreement for 36 Rafale jets was signed after approval of Cabinet Committee on Security (CCS), Sitharaman said.

Air Chief Marshal Birender Singh Dhanoa had earlier on Thursday said that the Rafale deal is not overpriced and denied allegations that the Narendra Modi government had negotiated an overpriced deal to purchase 36 Rafale fighter jets.

The Congress on Wednesday alleged that the Rafale deal amounted to compromising on national interest and security and promoted "crony capitalism", while causing a loss to the public exchequer.

The opposition party also alleged that the aircraft were being purchased at much higher rates than what was decided after the completion of the tender process under the previous UPA government.

The Congress said that the Government neglected the interests of public sector Hindustan Aeronautics Limited (HAL) as French manufacturer of Rafale aircraft Dassault Aviation refused to transfer technology to it and instead entered into an agreement with Reliance Defence.

Ignoring Anil Ambani-owned Reliance Defence Limited's threat to sue the Congress, Rahul Gandhi continued the attack on the BJP government over the Rafale fighter aircraft deal and asked the Centre to explain its "Reliance" over a leading business group with no experience in aerospace technology.

    if you refer to Wikipedia, you'll realize about Rahul Gandhi, you'll realize how biased you are. Rahul has obtained his BA from Rollins college, Florida US, and M.Phil from Cambridge. Raul Vinci was the pseudonym he had to assume for security reasons (following two assassinations in family) while at college. Subramanya Swamy never had a chance to say anything in this regard.

    Wikipedia doesn't say anything about Harvard for heaven's sake! All it says is Rahul has a B.A. from Rollins College, Fla, US and an M.Phil from Cambridge.
    You guys should focus more on fake degrees from Delhi, Gujrath and Yale universities

    He had claimed that he had a degree from Harvard initially.Subramanium Swamy found out from Harvard that he had been thrown out of Harvard in the first year itself and never had a degree from there after that he changed it .

    The defence minister clarified that not “a single procedure was violated” during the purchase and that when the Modi government came to power, “the situation was grim” and that it had “to move forward fast”.
    1. Is it not true that on the date of announcement of purchase of 36 Rafale Aircrafts by PM on 10th April, 2015; no procedure had been followed? Is it also not true that as per Defence Procurement Procedure, 2013; ‘Contract Negotiations Committee’ i.e. CNC and ‘Price Negotiations Committee’ i.e. PNC had to first make price discovery followed by intergovernmental agreement, which would follow the announcement of the purchase? Is it not true that on 10th April, 2015; none of these had been followed?
    2. Why was the public sector undertaking, HAL by-passed for getting 30,000 crore worth offset contract despite the work share agreement dated 13.03.2014 between HAL and Dassault Aviation? Why did the Prime Minister promote the interests of a private corporate entity over a public sector undertaking?
    3. Is it not correct that HAL is the only Indian entity which has decades of experience of building aircrafts? How was HAL by-passed in favour of Reliance, when Reliance had zero experience of building fighter aircrafts? Even Reliance Group and Shri Anil Ambani have admitted to being present at the time PM unilaterally announced purchase of 36 Rafale Aircrafts on 10th April, 2015. Why is Defence Minister denying this important fact?
    4. UPA contract for purchase of 126 Rafale Aircrafts ensured transfer of technology. Why does the Defence Minister feel that transfer of technology does not make sense for Indian strategic interest? Would it then not mean doubling the life cycle cost as there would be perpetual defendant on Dassault Aviation for all subsequent maintenance, overhaul and upgradation of aircrafts?
    The 'national interest' and 'nation security at stake. Boss wanted to speak only during 'mann ki baat'. Where Sitharaman raise more doubts than clarification.

    Simple question, why didn't Congress close the deal ,if it was that good?
    Why did they stall the project from 2004 to 2014?
    HAL contract comes under defence JV act,according to new rules doesn't require permission from govt,if fdi is 49%.
    This is. Govt to govt deal,completely transparent deal.
    Rahul should come with details, if he has one, or else shut his mouth on this.

    Unless Gandhi can show exactly how anyone, including the businessman in question, was benefited by the deal and give the public chapter and verse on the inside, he would be well advised to shut up.
    And if the Congress was so sure it had got a good deal, why didn't it sign the agreement whose negotiations began in 2012 when it was in power

Egypt picked up 24 Rafales for $5.9 billion and Qatar spent $7.2 billion for 24 units, thereby indicating that India paid less ($8.7 billion) for its 36 aircraft. The agreement covers weapon systems for the aircraft, a comprehensive supply of spare parts and maintenance for five years.
    One cannot overlook the cost factor of the Meteor air-to-air missiles (150-kilometre range), Scalp air-to-ground cruise missiles (300-kilometre) and top of the range avionics, including the Israeli built heads-up helmet mounted display systems. Named Targo 2, the system allows pilots to plan, rehearse, fly and debrief using their personal helmets, providing them with increased situational awareness, safety levels and operational abilities.
    France also intends to give back 30 percent of this cost in offset programmes, although some reports give that figure as 50 percent of the total value. That makes it a steal.

    If Reliance has threatened to sue the Congress and the party's yet to be anointed leader, it has the law on its side. The conglomerate has been quoted widely as saying: "Government policy issued on 24 June, 2016, allows for 49 percent FDI in the defence sector under the automatic route, without any prior approval. No approvals from the Union Cabinet or CCS were required for the formation of the aforesaid Joint Venture company under the automatic route."
