'Lack of understanding of Constitution': CM attacks Modi's statement on release of grants to states

Bengaluru, Oct 23: Joining issue with Prime Minister Narendra Modi on his latest statement that not a penny would be released to those states opposing development, Karnataka Chief Minister Siddaramaiah on Monday asserted that a constitutional functionary heading the Central government should not make such statements.

Speaking to reporters at the Hubballi airport on the way to Dharwad for taking part in the Belagavi Divisional level Mahiti Utsav, the Chief Minister said the Prime Minister’s statement was not in good spirit and conveys the message that the States, especially those not ruled by BJP, were opposed to development.

"We are also elected by the people and serve the people. We know what the people want. None of the States are against development," he said pointing out that opposing the divisive politics and narrow sectarian agenda of BJP was and is not against development.

Siddaramaiah said in a democratic country, the Prime Minister should not issue such statement and he should know that the States have their own responsibilities and also contribute to the national development. He also tweeted: "This shows a lack of understanding of Constitution. What Centre gives states is not charity. It is our right."

He asserted that his government was not tainted by corruption or any other scams, and said that former Chief Minister B S Yeddyurappa had the habit of making baseless allegations and he would not react to the coal scam allegations.

He said his Cabinet colleague D K Shivakumar and Congress Working President Dinesh Gundu Rao have already reacted and explained the correct position.

On the criticism by Opposition parties, particularly BJP, of the ‘Mahiti Utsav’ being organised by the government across the State, the Chief Minister said the BJP leaders were making allegations as the elections were nearing.

“We have invited everyone to the programme and it is a government programme," he said.

On the comment by BJP that the government was organising the event because of upcoming elections, Siddaramaiah sought to know what Narendra Modi was doing in Gujarat, where Assembly elections are on the anvil.

Siddaramaiah wondered how and why Prime Minister Modi is busy inaugurating or laying foundation stones for several programmes in Gujarat when Election Commision has announced elections to the State Assembly would be held by December 18 without announcing the calendar of events while dates have already been announced for Himachal Pradesh.

    What The Modi Government Doesn’t Want You To Know About Petrol Tax
    Decoding the truth.

    The narrative that each state government gets 42% of the excise duty collected by the Central government is not true.
    First, the above claim is marred by an arithmetical error. Simple addition of state VAT of ₹14.98 with the purported Central share of excise duty of ₹9.02 gives only ₹24.00, not ₹27.44 as depicted in the above infographic. This may be an inadvertent error due to oversight.

    The next question is more important—is 42% of central excise duty transferred to the state government or not? Is it an act of goodwill by the Big Brother, i.e. the Centre? Not really, but it's mandated by our Constitution—See article 270, which deals with sharing of the taxes collected by the Union with the States.
    Then, it is evident from the above table that each state is getting a certain percentage share from this total 42%. Hence, adding the entire 42% of excise duty to a single state, as shown in the infographic, is misleading. For example, Karnataka receives 4.713% of this total 42%.
    The next question is whether the Centre shares the entire excise duty of ₹21.48 with the states or not? This ₹21.48 per litre excise duty on petrol consists of three components:

    Basic CENVAT duty: ₹8.48/ltr

    Additional excise duty: ₹6.00/ltr

    Special additional excise duty: ₹7.00/ltr

    This is one example from the petroleum products. If GST is calculated the center pay back to states will empty the coffers.

    There is truth in Chief Minister Siddaramaiah's narratives.

    This is what happens when you vote because of your religiously motivated views instead of looking at the candidates. Sure, Rahul Gandhi is a bad orator but that does not necessarily mean he is a bad administrator.
    Give him a chance people. There is Former Honourable PM Manmohan Singh too. He will be the best person when it comes to fixing our already dying economy and I am sure RG will go according to MMS.

    We have already seen the destruction created by the Best Orator already. Investing in his hometown and investing in useless statues instead of following what he actually preached during his elections.
    Had chaiwala invested more in SBM, it would automatically give boost to tourism in India. SBM was popular initially but now the mission is in the brink of failure.
    Had he used the statue fund for nationwide SBM activities, more and more foreigners would have travelled all parts of India.

    I hope a day comes where politicians take cleanliness of surroundings, healthcare, cleaner sources of electricity and vehicles seriously over cow vigilantism, Hindutva politics and other unnecessary statues and useless politics.

    This is more than enough for a major boost in Indian Economy in the initial round and then we should focus more on the actual Make In India campaign where everything is actually manufactured in India. Right from the raw materials to the finished product.
