Militant attack on minister's convoy kills two bystanders in south Kashmir


Srinagar, Sep 21 (Reuters): Militants attacked the convoy of a minister in the restive Indian state of Jammu and Kashmir on Thursday, killing at least two bystanders and injuring several others though the minister escaped unhurt, police said.

A grenade hurled at the motorcade of Jammu and Kashmir Public Works Minister Naeem Akhtar exploded on the road after hitting a security vehicle, senior state police official Manoj Pandita told Reuters.

Akhtar, who was on his way to inaugurate a project in the town of Tral in south Kashmir, told Reuters he was safe.

The incident occurred despite tightened security in the town, which was home to former militant leader Burhan Wani whose death last year at the hands of Indian forces sparked massive protests that led to dozens more deaths.

India has been fighting a long-running counter-insurgency campaign in Muslim-majority Kashmir, which both India and Pakistan claim in full but rule in part. New Delhi accuses Pakistan of pushing in militants from its part of Kashmir to carry out attacks, a charge denied by Islamabad.

So far this year, around 44 civilians have been killed in militant attacks in the state, passing the highest annual total seen in the last eight years, according to the South Asia Terrorism Portal.

    We need to treat Paki's like US treats North Korea...Instill fear of death and total destruction in their hearts...so they don't send terrorists to Kashmir and India....

    The strategic intent of terrorism is not to kill people; instead it is to compel and influence far beyond the capability of the weaker adversary.

    Terror financing falls into three categories. ‘Tactical terror financing’ is the money needed to mount specific operations. Operational terror financing’ includes funds required for running a low-intensity campaign like the ISI-sponsored ‘thousand cuts’ strategy in Kashmir.More than tactical financing, it is operational financing that is well within the capability of state-sponsored terrorism. Equipping a few hundred terrorists with assault rifles, explosives, communication tools and blood money is well under a few score crores. In the case of inland terror groups like the Naxals, much of the funding is obtained through extortion from the local populace.

    Even one of the world’s most powerful terror groups numbering several thousand cadres – the LTTE – that kept the Sri Lankan and Indian armies at bay, had an operating budget of $300 million, which is barely 4% of Pakistan’s defence budget. All terror outfits operating in Kashmir put together are a mere fraction of the LTTE, and while it is true that the ISI had been subsidising their operations using counterfeit currency, demonetisation per se will not put a dent on their lethality.

    Although demonetisation will deal a severe blow to the black economy, corruption, inflated pricing and tax evasion, terrorism – which is cheap and can be funded by kosher resources – will remain largely unaffected.

    Demonetisation’s strike on terrorism is another blatant lie by the government.While government might have thought it to be the best move to check the terrorism in reality, it is proving out to be otherwise. Demonetization has only succeeded in making Indians stand in queues for hours and hence losing productive hours. It has caused hardships and not able to give the desired output.
