Officer who tied man to jeep as human shield in Kashmir awarded by Army


New Delhi, May 22 (IANS): An Indian Army Major involved in tying up a Kashmiri man to a jeep bonnet to ward off stone-pelters in Kashmir has been awarded the Army chief's Commendation Card, Army sources said on Monday.

The Commendation Card for Major Leetul Gogoi of 53 Rashtriya Rifles was given for "sustained efforts" in counter-insurgency operations, Army officials said.

"Major Leetul Gogoi has been recently awarded the Army chief's Commendation Card for his sustained distinguished service till now in counter-insurgency operations in Jammu and Kashmir," an official source said.

The sources said all factors, including notable performance of the officer and overall emerging indicators of Court of Inquiry pending in the trying incident, have been "well-considered" while awarding the officer.

A video, shot on April 9 during the Srinagar by-poll held amid violence, showed a man, later identified as Farooq Ahmad Dar, tied to an Army jeep's bonnet with a placard in Budgam of Jammu and Kashmir.

The video went viral on social media and created an uproar. An FIR was registered by the Jammu and Kashmir Police against the security forces.

On April 15, the Army constituted a Court of Inquiry in the incident.

Defence Minister Arun Jaitley, referring to the incident on Friday, backed the officer, saying it should not be forgotten that the officer had responsibility to save the lives of those involved in the election process as well as the crowd that had gathered.

"Let us not forget the Army is a responsible institution and the Army was also interested in saving lives of people involved in the election process and also the large crowd of people who had gathered there to protest," Jaitley said.

Gogoi also got support from both serving and former Army officers.

Former Army chief General V.P. Malik had told IANS after the incident that he would keep the "exceptional circumstances" in which the step was taken in mind while judging the case, though he agreed that the officer did violate the Army code on human rights.

On similar lines, former Army chief General Bikram Singh had called the incident an "aberration".

According to the Army's website, a Commendation Card is awarded for "individual acts of gallantry or distinguished service or devotion to duty performed either in operation or non-operational areas which are not of a sufficiently high order to qualify for a higher gallantry award, or for which the higher award is inappropriate. The award will be for a specific act of bravery or distinguished service or special service".

    Ok fine…… Assume you are the officer of army leading 32 soldiers and suddenly your team gets surrounded by around 900 stone-pelters. You are 100% sure that within no time they are going kill you and soldiers who followed you believing in your leadership. There is absolutely no time to call for additional support.

    In such situation, can you please suggest “OTHER METHODS” which you would have used to save yourself and your team.

    Why? are you scared to discuss other matters about this as asking for ONLY OTHER METHODS?
    Then why you have so called government in your country?
    Tying a human being (is there any proof as he is a stone pelter?) and facing the enemies is looks like a child play. Is our military is that much of weak?

    What to say?It shows how our govt.is working .The officer is awarded by army?Better was he should have been punished for using a person ,tieing him as a shield ,as though he is a animal or some stoneaged method.It is sheer ones personal right being robbing.what else can we expect from this govt.in North .UP.?Sure army is important,but not to misuse the rights of any person.They could use other methods.If it had happened here,person was suppose to get compansation and a case against who tied him.To top it a award?for his deeds really mother India ,are you not feel ashamed by your army people doing?Ground rights of your poor peson are treated with foot.

    @Aravind Bir,of course I sit comfortably here ,and you sit there too the same.why not?Afterall people pelt stone for not simply they dont have work,but it is going on since independence.Here they pelt stone during polling violence.As a army officer should know during polling ,violence would bether and should be prepared for it.Instead of a human he could also use water stream to chase the people.or could shoot in air .They were travelling in a van I suppose not walking.He has undergone against human rights ,as officer.he could have even turn back and travel at other times.I am but not for not such methods because he wanted to save army men.they wear helms and in a jeep.not walking.

    It may look odd, but the army took the right decision given the circumstance. A handful of army men were surrounded by 100s of stone pelters. The army men could have been lynched. They had an option of firing, would you have preferred to see the headlines screaming that 50 people died in army firing? What if the protesters snatched the guns and used it for terrorist activities?
    It is easy to criticize, but put yourself in the position when 100s of people surround you. Very good thinking by army men.

    as i said army should tie up supporter of stone pelter with stone pelter.

    ARMY is capable to deal with Stone pelter, but its very difficult to deal with supporter as they act like true patriotic and support all anti national elements.
