Udupi: State govt to issue Kannadiga card to NRIs, set up NRK committee

Udupi, Mar 13: "The state government will issue Kannadiga card similar to Persons of Indian Origin (PIO) cards, which can be used to get discounts when NRIs visit their homeland and access speedy government services as well as legal aids in times of distress," said NRI Forum Karnataka deputy chairman Dr Arathi Krishan.

Addressing a press meet held at the DC's office here on Monday March 13, she said, "For the first time, NRI and NRK (non-resident Kannadiga) welfare committees will be set up in all districts under the supervision of deputy commissioner. The committee will provide help to those seeking employment abroad, legal aid, counseling or other help that NRIs require in times of distress.

"Nearly 1,40,000 people are working in different parts of the world from Udupi and other Karnataka districts. People working as labourers in industries abroad are suffering the most. Some of the companies abroad take the passports of these people and do not return them when they want to come back home. In such cases, we are trying to provide a temporary passport to such NRIs," she added.


State government's new policy for NRIs

"The state government has come out with an NRI policy with a vision to build sustainable linkages between the state and non-resident Kannadigas or people from the state living across the globe. A 'Namma Ooru-Namma Nadu' (Our City, Our State) initiative will help the diaspora engage in philanthropic activities and help connect with their roots," Dr Arathi said.

The policy states that an individual from Karnataka who is overseas will be identified and felicitated at every alternative PBD programme, with the title year 'NRK of the Year' award, she added.

"The state will also plan structured exchange programmes to promote art, yoga and cultural activities. As language binds the people of the state, children of the diaspora will get an opportunity to learn Kannada, the state language, on a website, and a certificate will be issued at the end of the course.

"The state government also would want to encourage the formation of Kannada Kootas or organizations in other countries, as states like Gujarat, Punjab and Andhra Pradesh governments have reaped benefits from such exchanges and activities through their respective diaspora living outside," said.

The state support service centre will work with Overseas Workers Resources Centre helpdesk, which is operational 24/7 on a toll-free number. The centre for Indian emigrants working overseas will help those in distress via the ministry of external affairs and Karnataka Legal Services Authority.

    Do not get confused.
    This NRI Forum is a private business (started by Ganesh Karnik). It has nothing to do with the Karnataka State Government.

    What the Karmataka Government might do, is a totally different matter. That has not started yet.
    It most likely will be called "NRI Agency".

    So don;t join this NRI Forum unless you have received a guarantee from the state Government.

    Because the Karnataka Government has planned to set aside 50 crores, this NRI Forum has taken the centre stage.

    What is the benefit to get NRI distressed kannadigas residing and working in GCC countries. We want Kerala model NRK Welfare Scheme to get maximum government welfare schemes and benefits for skilled and unskilled expatriates of our state. Then only it is more meaningful.

    For each and every state government jobs, make the state board certificate compulsory with kannada as first language or the second language(if it is english medium). By doing this kannada would grow automatically and the neighbouring state people would be encouraged to speak kannada.

    why we need such card, let all schemes available to all in general and let govt work efficiently for all sections . Let our PASSPORT get valued. World sees us as uncivilized , let Govt comeup with some scheme to train / educate on how to work / behave in foreign land.
    Moreover even if this scheme implemented who will be responsible to check whether all these actually works in ground. Moreover by next year there will be state election and if govt change all old schemes will be with held ..mere waste of fund..

    I heard that Indian people once lands in foreign land behave very well,they follow each and every instruction of respective foreign land policies.
    Hence we need to teach our own people to follow minimum polices of our own country.
    It would be better for the changes circumstances and changed form of present India.

    Appreciate if you could please clarify the following concerns.

    1) NRK children here in gulf countries they can study only upto 12th standard. After 12th standard many of them come back to Karnataka State colleges for their further studies, but at present the parents have to pay huge fees on NRI quotas, please note that many NRK or NRI parents are not earning good income in gulf countries, hence uneffordable to pay the huge fees. NRK committee - please advise to all the colleges in Karnataka to charge NRK students same as per LOCAL students.

    2) Ocassionally, some NRKs loose their jobs in gulf countries and come back to their home place in Karnataka, in such case, please advise what kind of support you have for such NRKs.

    3) Several NRKs get retired in gulf countries, hence loose their job. Please advise what kind of support you have for such retired NRKs.

    4) If some NRKs wish to settle in their native places and wish to start some kind of business, services or Industries, please advise what kind of support you offer for such NRKs including financial support.

    5) In case if some ailing NRKs wish to avail medical benefits in Karnataka State hospitals, please advise what kind of free or discounted medical benefits are offered in Karnataka State Hospitals.

    6) As NRK families come to Karnataka on vacation once in a year or in two years, many of them wish to visit different parts of India as TOURISM. Please advise if you have any professional tourism packages at subsidiary prices.

    7) NRK families as they visit their natives in Karnataka once in a yer or in two years, normally they have a lot of documentation work in government offices. As they have limited time on vacation, please advise what kind of quick arrangements you have for the NRKs please.

    In any case this does not apply in your case. This facility is only for NRIs. The salient feature of this card in order to facilitate the benefit when the NRIs visit their homeland and access speedy government services as well as legal aids in times of distress.

    There should be priority lines for the people who hold NRI cards, as they go once in a year or once in 2 years sometime for holidays and to get any Government documents or service they have to stand in long ques or visits couple of days some time during their short vacation, that time they can spend with their loved ones.
