Bengaluru: One-canine-per-flat rule, licences to be made mandatory for dog owners

Bengaluru, Jan 21: Bruhat Bengaluru Mahagara Palike (BBMP) has framed rules for dog owners. Henceforth, people having dogs in their homes need to procure licences for them. Moreover, residents of apartments can own only one dog part flat, and large breeds will not allowed there. These rules are expected to come into force very soon.

The animal husbandry department of the corporation, which has drafted certain rules for rearing of dogs, has sent a proposal to the government for approval. Once the government approves it and issues notification, these rules will come into force.

In an earlier instance, in 2013, the corporation had drafted rule making it compulsory to obtain licence for domestic dogs, but the urban development department had turned down the proposal. BBMP had been asked to submit a revised draft. The corporation has now mooted fresh proposals, duly making the rules a bit lenient.

The city, which did not have any rules governing raising of dogs, is proposing to implement the system to have a sort of control over the issue. There have been many incidents in which children and others have suffered on account of street dog attacks. Currently, some cities like Mumbai and Chandigarh have enforced such rules.

As per the proposal, the licences will cost of Rs 250. In case of people living in apartments, only one dog will be allowed per flat. The corporation has decided not to allow large breeds of dogs like German Shepherd, Great Dane, Bulldog, rottweiler, etc which are not only big in size but also comparatively aggressive, in apartments.

People living in individual houses will be permitted to have two to three dogs subject to paying licence fee for each of these dogs. Those found to be having dogs without licence are proposed to be penalized.

    Rule seems to be right considering the moving around and jumping around of pets that need absolute space. At times getting a second pet gives a company to the first pet. but owners should understand that it is a huge responsibility owning a pet. Unfortunately, pet owners do not realize it and they do not even know whether they are equipped to take that responsibility. There are many houses where the pet parents go out to work and the pet is all alone in the house for 10 to 12 hours. Is that humane? The neighbors complain if their barking disturbs them. What a life it is for the pet if the pet is not able to move around? not able to bark at will? stays alone for hours?

    Dog lovers in apartments need to give a serious thought without opposing the rule. I would encourage if the rule is no dog in any apartment.

    While I agree with the license .. this rule of one dog per apartment is ridiculous .. long as the pet is being looked after and doesn't cause nuisance it's not anyone's business to dictate if the person should have one dog or more or less .. it's like our government is done resolving all the larger issues that they are now concentrating and focussing their energies over these issues ..

    My concern is that after this action would be taken and the licences to be costing 250/- odd(Per year or lifetime not mentioned) However thing is, Where would the cash flow go once it is collected!! would the licence Dogs be Given certain facility by the Government!! Or does this cash goes to the Big Bellied Minister to Hog More with the Malai to top over it!! As the other taxes we still pay are not enough for those country Mongrels who are uneducated as Goons and take care of our District and State!! About time youngsters got into politics and teach politicians how the politics is to be Played...

    Dog owners must undergo a compulsory training on how to walk the dog on public places and how to pick it's poof as they do in developed countries.Those who dirty public places should have their licence cancelled and fined heavily..

    Good that they are thinking of such rules.In a place like Bangalore,a very fast growing city,with ajammed city,one should be careful about having pets in houses.Having and caring is essential .There are people who are lonely ,require someone or a pet in case of some dangerous times.some people just let the pet out when they feel they want to og holidays ,sostreet dogs increase,out of hunger,might fall on passersby.get sick and you have the salat.Most important ,they require to be letout,create lot of cot in city on road which is a nonsense to all passers.when the owner doesnt pickit and discard in wastebins.In a small flat ,if you have more than one ,and barks,for other flat owners day and night,is nuesense.we too here have such law ,according to the size and art,they fix the rate.Get a chip .

    Dogs are more faithful loving and caring than humans. It should be an individual decision how dogs one should have in his home . I feel personally dogs are guardian angels.

    Absolutly senseless to have liscense for keeping a dog at home/flat. If at all implemented the process of paying the fee itself is a burden. And how can the corporation implement it, its impossible. will they confiscate the dog ? or penalise the owner of the pet which may be a minor in the house. ha ha ha what a laugh

    You cannot have it ,even One in Mangalore as per my experience. I had a very faithful non harming Dog which was dear to us . Unfortunately the the Dog suffered,died due to internal injuries caused by food mixed with Glass pieces thrown intentionally inside our compound . I still feel the guilt of raising it just to see it killed by some very cruel people on earth.
