Curbing black money: Rs 500, Rs 1,000 notes scrapped from midnight

New Delhi, Nov 8 (IANS): As part of sweeping steps to battle black money, Prime Minister Narendra Modi announced that Rs 500 and Rs 1,000 currency notes will cease to be legal tender from midnight of Tuesday.

The Prime Minister said in a televised address that all the 500 and 1,000 denomination notes can be deposited in banks and post offices between November 10 and December 30.

They can also be exchanged across the bank counters by showing government-issued ID proof.

New Rs 500 and Rs 2,000 denomination notes will be issued, he said.

"The existing 500 and 1,000 denomination notes can no more be used for transactions," Modi said, speaking first in Hindi and then in English. "They are now only mere paper."

The Prime Minister said these measures will help the government to fight corruption, black money and counterfeit currency, which he alleged was funding terrorism.

Modi said this was being done to tackle the menace of black money in the country, which he said had sapped the economy.

He also said that ATM withdrawals will be restricted to Rs 2,000 per day till November 11, after which this limit may be increased slowly.

Withdrawals from bank accounts will be limited to Rs 10,000 for the first few days, he said.

Banks have also been ordered to remain shut on Wednesday.

Modi said that for medical reasons, the old notes will continued to be accepted till November 11.

He also said that retail petrol pumps will accept such notes till November 11, after which they will have to keep a register of such notes for some time.

Tuesday's far-reaching decisions came after a cabinet meeting.


RBI to launch new Rs 500/Rs 2,000 notes from November 10

Expressing concern over the circulation of fake currency notes, Reserve Bank of India Governor Urjit Patel on Tuesday said the apex bank will launch new Rs 500 and Rs 2,000 currency notes from November 10.

"RBI will launch new currency notes from November 10," Economic Affairs Secretary Shaktikanta Das said while unveiling the new notes.

Both Patel and Das were briefing media after Prime Minister Narendra Modi in a sudden address to the nation on Tuesday, announced that Rs 500 and Rs 1,000 denomination notes are being withdrawn from midnight. He said that such notes will become "mere paper".

"Banks will keep record of people who will come to exchange cash," Das added.

RBI Deputy Governor R Gandhi said that there were 16.5 billion units of Rs 500 notes in circulation, while the number for Rs 1,000 notes was 6.7 billion.

The Union Finance Ministry on Tuesday said the move to withdraw Rs 500, Rs 1,000 currency notes is the biggest "surgical strike" by the government to curtail black money in the economy.

"This is the biggest and the boldest step by the government for containing black money. It is like a surgical strike on black money," tweeted Revenue Secretary Hasmukh Adhia.

 

A look at what it means for you:

** You can deposit old Rs 500 and Rs 1,000 notes in banks/post office accounts from November 10 till December 30, 2016, without any limit.

** There will be a limit on withdrawal from banks and post offices to Rs 10,000 a day, and Rs 20,000 a week. The limit will be raised in the coming days.

** You can exchange Rs 500/Rs 1,000 notes at any bank, post office or sub post office, showing ID proof, till November 24, 2016. The limit for this is Rs 4,000.

** ATMs will not work on November 9 (Wednesday), and in some places on November 10.

** Withdrawals from ATMS will be limited to Rs 2,000/day per card. This will be raised to Rs 4,000 later

** For 72 hours, the following services will accept Rs 500/Rs 1,000 notes:

Government hospitals, Railway ticket booking counters, government buses and ticket counters at airports.

Petrol, diesel and gas stations authorised by public sector oil companies.

Consumer cooperative stores authorised by state or central government, milk booths authorised by state government and crematoria and burial grounds.

    A brief history of India pulling banknotes from circulation
    If third time’s the charm, the ban on Rs500 and Rs1,000 notes could finally wipe off corruption in India.
    Narendra Modi may have shocked the nation with his Nov. 8 announcement, but the prime minister’s move was hardly unprecedented. India has pulled denominations of its currency twice before.
    The first was when Rs1,000, Rs5,000, and Rs10,000 notes were taken out of circulation in January 1946, a year and a half before the country won independence from the British. The Rs10,000 notes were the largest currency denomination ever printed by the Reserve Bank of India, introduced for the first time in 1938. All three notes were reintroduced in 1954.

    Then, in 1977, the Janata Party coalition government came into power. A year into the government’s term, party leader Morarji Desai was more bullish about cracking down on counterfeits and black money. The High Denomination Bank Notes (Demonetisation) Act, instated by the ruling party on Jan. 16, 1978, deemed the Rs1,000, Rs5,000 and Rs10,000 notes illegal for the second time.

    For the most part, Modi’s measure mirrors Desai’s—except this time, he has the backing of his RBI governor, Urjit Patel, who applauded Modi’s “very bold step” addressing concerns about the “growing menace of fake Indian currency notes.” But that doesn’t mean all the skeptics are off his back. Economists doubt the impact of his decision.

    “That’s because people don’t stack black money in cash. Rather, they stash it in undisclosed accounts in Swiss Banks,”. “So the demonetization won’t affect the biggest fish.”

    Instead of bringing back 'black money' Modi has fooled Indians again.

    Parity increased is true BUT does not mean that it did so coz we printed more money for increasing ease of doing buissness in poorer economy.
    And today canceling parity index for India we are now 3rd biggest and above 8 trillioin usd economy -WHERE WERE WE AT 1947?

    Half a century ago, June 6, 1966 - or 6/6/66 - turned out to be a defining day in independent India's economic history. It was the day on which Indira Gandhi devalued the rupee by 36.5%, increasing the dollar's value against it by 57.4%. The move sparked bitter, nationwide criticism.

    But devaluation worked. India averted both famine and bankruptcy. By fiercely implementing import substitution as state policy, Indira brought the deficit down to Rs 100 crore in 1970. The following year, India liberated Bangladesh, and was conferred the Bharat Ratna. By now, thanks to the 'Green Revolution' masterminded by Norman Borlaug in the mid-sixties, India was already self-sufficient in rice, wheat and maize, and searching for export opportunities. Borlaug was awarded the Nobel Peace Prize in 1970. Indians were euphoric with their self-esteem redeemed.

    The verdict of history will forever be that the exercise of grit and guts 50 years ago brought India a manifold legacy of short and long-term benefits. Today, few are aware of, or are bothered by the fact that on August 15, 1947, the rupee-dollar exchange rate was a dollar to a rupee. Parity stands devalued in 2016 by 6,600%. So where do we go from here?

    What is Money?

    Money is any object or record that is generally accepted as payment for goods and services and repayment of debts in a country.
    Let us assume there are only 3 people in a country: Rudolf, Suresh, and Flavian, having a wealth of Rs. 300, 200 and 100 respectively.
    Let us assume one commodity in the country that all three of them would all their wealth.
    Equation says
    TOTAL wealth in the country = Rs. 600 (300 200 100)
    Total commodity in the country: 60 kgs of Grapes.
    Since they use their entire wealth to buy this commodity only, the price of Grapes would be = Rs. 10 per kg (600/60).At this rate, Rudolf can buy 30kg of Grapes, Suresh buys 20 kg and Flavian buys 10kg of Grapes.
    Only the Buying Power according to their Holding Cash.
    Let us assume that RBI Increase the Printing or Duplicate Money Circulated in the market
    Now they have Rs. 600, 400 and 200 respectively.
    Total wealth now = Rs. 1200
    But total commodity in the country is still 60kgs of Grapes.
    The new price of Grapes = 1200/60 = Rs. 20 per kg
    they go to buy the Grapes. With 600 bucks, Rudolf would still be able to buy the same 30kgs only, Suresh 20kg and Flavian 10kg! Damn! They realized how futile it was to print those notes.
    Need to increase the production of goods (and services as well), in addition to the Discrepancy money supply.
    Simple law of demand and supply. Therefore to become rich, the country (its people) has to increase its production. That's the reason why countries are crazy about GDP (a measure of production).
    Intention should not be to re print the Discrepancy Amount if print also should focus on High technology for agriculture and Other Production scheme.

    because most of the people have 3000 to 5000 cash with them which they are using from airport to home for taxi fare and other things while returning home.

    2000 rupee note will carry identification mark, and the hoarders can be traced... Any how the people monitoring such hoardings, will surely help the ruling party chelas and goondas .... If this happens, then the PUBLIC should change the govt every 5 years thru ballot....then only India can be cleansed..

    Dear Mohammed, don't panic. You can still exchange that whenever you come to India at any government bank. But after December 30th, you have to fill a declaration and also present government issued ID proofs and documents like AADHAR, Passport, PAN etc. You will not lose anything unless you have large amount of currency or can't tell the source!

    Suggestions:
    1. All exchange to new notes should be done by depositing old notes in a bank account.

    2. Unusual amount of exchange/benami exchanges should be automatically reported to the Income Tax/DRE authorities.

    3. After 50 days, old notes can be exchanged in Income Tax offices only.

    4. IT authorities should look back for the last 60 days from November 8, 2016 for any unusual cash deposits in the banks due to insider information.

    5. People should be encouraged to use the debit/credit cards or cheques for their purchase.

    6. Bank staff should be paid incentives for tipping off the authorities for any attempts to exchange doubtful/unusual amount of old notes.

    7. People should be allowed to exchange old notes any time within one year by paying 90% penalty with no questions asked.

    8.All purchases of land and gold should be made by paying through Cheques/Credit cards.

    Now ISI will have to make new plates for Dawood...Power and Khadse will be sad.....

    I would suggest Dawood to print Sharad Power photo in new Rs 1000 notes and Eknath Khadse photo in Rs 2000 so people don't get confused with Original and Fake currency notes...

    This action is ill thought & detrimental to the economy & most trouble causing to the law abiding people of the country, while those in his close proximity have got all those transferred to foreign banks or turned into other assets most probably.
    This move most probably brought to show people the government has done a lot without any tangible result on the ground to show at present.
    Inflation & day to day commodities which have sky rocketed after his swearing in have stayed there itself. Common people are hit hard with increase of taxes, petro price rise, train fares have not come down.
    May be it is the only Acche Din they can gift to the common people.

    Good point about bringing income tax down. If there is good compliance, the government can bring the tax rate down. Dr. Manmohan Singh once said, if half of Indian population honestly pay taxes, India can be one of the richest countries. Unfortunately, he could not do much either about black money or tax compliance. Hopefully, GST implementation will increase economic growth within couple of years and better tax compliance will give some room for the government to lower income tax.
