Siddu budget : Rs 100 crore for Christian development

Mangalore, Jul 13: There were several requests from Christian community organisations and leaders to CM Siddaramaiah to increase the funds for the State Christian Development Board, and to make use of the funds for the development of Christian community across the state.

It may be recalled that former CM B S Yeddyurappa during his regime for the first time in the state instituted the CDB by granting Rs 50 crore on the request of IFKCA (International Federation for Karnataka Christian Association) which is led by NRE entrepenuer Ronald Colaco.

Later, a request had been made with CMs Sadananda Gowda and Jagadish Shettar to increase the grant and make effective use of the full amount every year.

Current CM Siddaramaiah, who presented his budget on Friday July 12 announced that the grant for CDB has been increased to Rs 100 crore.

Abhayachandra Jain, minister for fisheries and youth affairs, told daijiworld it is a welcome move by the CM. "I met the CM last week along with Ronald Colaco, who is the chairman of IFKCA. Colaco was able to convince the CM about increasing the grant. Though he made specific request of increasing the current grant to Rs 250 crore, the CM informed me that due to recent 'Anna Bhagya' programme, he could not grant Rs 250 crore. But in future such allocation can be made," he said

"I think Karnataka government has maintained a balance among major religions by giving importance to each one. Hindu temples, priests and community are protected by boards and programmes likes Aradhana and muzrai. Muslims are given priority in WAKF board and now Christian Development programmes through CDB."

When asked if there was any plan to appoint chairman for the CDB, he said that once the budget session is over, such a plan may be put into action.

Jain also said that the chairman for Konkani Sahitya Akademy will also be apppointed after the budget session. "There is request and demand from the Konkani writers that only a Konkani literary person should be appointed as president. The selection of president will done after careful discussion with all people concerned."

Jain informed Daijiworld that that state government has granted Rs 3.5 crore for World Konkani Centre.

Health minister U T Khadar said that the Christian community deserves an active Christian Development Board considering their invaluable contribution to the state. "Our government is committed to protect each and every community and religion," he said.

Mangalore South MLA J R Lobo welcomed the state budget presented by chief minister Siddaramaiah and said that the move to allocate Rs 100 crore for the development of the Christian community was a good gesture.

Speaking to daijiworld, Lobo said that he had raised the issue of budget allocation to the Christian community in the last Assembly session. "During the Assembly session, I had requested the government to increase the allocation for the Christian community, and I am thankful to the chief minister for doing so," he said.

"During the previous government's regime, Yeddyurappa had announced a sum of Rs 50 crore for the Christian community, but the entire amount has not reached the community so far," he added.

"The Federation of Konkani Catholic Associations (FKCA) led by entrepreneur Ronald Colaco had urged the chief minister to increase the amount. Keeping their requests in mind, the CM has alloted Rs 100 crore to the community," he said.

Asked how the amount is to be used, Lobo said, "As a first step, one more representative should meet the CM and have a board established, so that the funds are utilized in the right way and to ensure that there is no misuse. We can then follow up, discuss and decide on which aspects the money should be spent."

Commenting on the budget overall he said, "On the whole, the budget is good. It is balanced. There is focus on increasing revenue as well as on clearing old debts. The budget also ensures that development works progress well. The important thing is to follow up and see that everything is implemented properly."

    The World Konkani Centre run by the GSB community is not an NGO. Their community consists of multi millionaires. Why Rs 3.50 Cr's for them ? What good have they done to society ?

    Kumaraswamy is most dynamic and progressive leader.He is still one of the most popular Ex youth CMS.Yeddy is not worst cm at all.He had good ideas but was not allowed to work by Kumaraswamy. Siddu does not have progressive ideas., ideas are based and designed on short term gains. We in fact saw worst CMS within congress in past.

    I agree it is too early to brand Siddu as BEST CM ever of Karnataka. But He has already presented 7 budgets in the capacity of Deputy CM and Finance minister in the past. He is CM for past two months, I agree, but in two months he delivered most of his promises. Some are already in implementation stage, some wil implement from Aug 1. It is important to note that how successful a scheme will be depends on how efficient bureaucrats are. Most of the higher bureaucrats have become lazy n rusted during past 5 years. They need to be energized n given tonic if necessary to see to it that benefits of budget reach the last person. Just 2 months into CM chair Siddu did so much good for people of Karanataka, there are still many months n years for Siddu to do more good. He will be breaking all records like Vivian Richards n Don Bradman n Shane Warne n Wasim Akram.

    Gabbuji, I truely wish he becomes the best. But too much praise?? If it goes to his HEAD then he will be another tyrant. Already there are rumors in Congress circles that he is not consulting anybody before making important decisions.
    Let him complete his term first (I don't want to doubt) before nominating him as the best.
    You gave example of cricket - you know what happened to some of the promising players who got ped before their carrier began?

    There are many stalwards like Palemar, Yogish Bhat,DVS, Nagaraj Shetty etc. from BJP who enjoyed power in previous BJP government but none of them tried to do something to preserve tulunadu culture. They were busy with communal politics n attacks n porn viewing n partying. Dharmasthala Dharmadhikari Sri Heggadeji despite being a Jain did invaluable contribution to live and preserve tulunaadu culture. Even nonhindu background person like Lobo Mama could do wonderful work at pilikula to preserve tulunaadu culture - like heritage village, kambala, guttu maney, preservation of ancient/traditional art forms etc. We are getting fooled by BJP/RSS stalwards in Mangalore but in reality they did nothing to preserve true tulu-culture.

    Kumaraswamy is in BESt CM list bcz he banned lottery and arrack/sarai in Karnataka n saved many families. Many women n childern saved by this one single move by Kumaraswamy. It was a landmark policy decision which gave Kumaraswamy lot of praise n fame n also votes.

    Why DVS comes in worst CM list is, despite in powerful positions like MP of MAngalore n Udupi, CM of Karnataka, DVS did nothing for Coastal Karantaka ( forget other regions of Karnataka). Also just granting money is not the only criteria for being a good CM. DVS was the mastermind along with Kalladka Bhat to disturb communal harmony in karnataka. People n stability of society also is important.

    I agree with you, Normally tax is collected even olden days(Kings or rulers) for the benefit of people. But it started recently the tax payers money is going to particular people or religion. It is not correct, The SC must ask the ruling party to give accounts of spending Tax payers money. Some are giving to their constituency for Kambala, or some government is giving Mut or Church or Mosque. This should be stopped and must not cry when it was given to other institution( when given to Mut, what you were doing?

    Dear Stan, pls note that it was all well before endowment Policy was adopted particularly in Karnataka. Under Endowment Policy, all Temples (Only Temples and Mutt but not Mosques and Churches) comes under Endowment Policy should maintain their Books of Accounts for Government appointed Auditors to verify the Income and Expenditure. Surplus funds can be utilized for religious related purposes of that Temple or Mutt only and if there is further surplus funds available then it can be donated to other Hindu Temples or Mutt only. But no way Tax Payers money being utilized for religious donations. Ever since Central Government started Hajj Donations, all other religious people started demanding funds for their religious development too. We have no problem to donate mere 50 or 100 crores to any religion but same Government has guts to apply Endowment Policy to these religions too?

    Kindly request all leaders to create awareness to make use of the funds granted for christians. Christians are ignorant to make use of the government funds. Sad that Out of the grant by former cm 20 crores have been not utilised by christians and hence returned back to the government. There is a need to institute a foundation to disburse and facilitate the grant to utilized by the needy Christians.

Just Go to any Christian School/College/Hospital and find out how many people are getting good education/Job/ medical services (count the beneficiaries who are getting this service only Christians or majority are Hindus)

    With due respect to all Christians in this forum.I strongly suggest that there should be CLEAR TRANSPARENCY in the way money is utilized and spent for the benefit of Christians.

    Its advisable that C.D.B publishes a quarterly report which shows how money was utilized on various developmental programs.

    This must be done in order to ensure that money is not siphoned off by some big Bosses of the community.

    After all this money comes from the state exchequer and we the public pay this money from our pockets in the form of taxes.
